Wave energy is a renewable frontier in the sense that it remains underdeveloped, not because it is proven to be the last or most important frontier in clean energy. Its promise is substantial; its commercial record is still limited.
How does wave energy work?
Wind transfers energy to the ocean’s surface, creating waves that carry kinetic energy through motion and potential energy as water rises and falls. A wave energy converter (WEC) captures some of that motion and uses a power-take-off system to produce electricity. The electricity must then be conditioned for the grid.

There is no standard WEC design. The European Commission describes device families including oscillating water columns, point absorbers, oscillating wave surge converters, overtopping devices, attenuators, pressure differential devices, rotating mass devices and Archimedes screws. EIA also describes wave-focusing channels that drive turbines and catch basins that collect water before routing it through a turbine. These are different engineering approaches, not interchangeable versions of one machine.

The International Energy Agency (IEA) says controls must be tailored to local wave conditions because waves and swells are irregular. A device suited to one coastline or offshore setting may not suit another.

How much energy could waves produce?
The U.S. Energy Information Administration (EIA) estimated in 2024 that the theoretical annual energy potential of waves off U.S. coasts was as much as 2.64 trillion kilowatt-hours—about 63% of U.S. utility-scale electricity generation in 2023. That comparison illustrates the size of the resource, not a realistic forecast that wave power could supply 63% of U.S. electricity. It does not account for the share that can be captured, converted, transmitted and delivered affordably.
Wave resource potential also varies by location. Even where waves are energetic, a project still needs a suitable converter, a practical route to shore or an offshore customer, and equipment that can operate through changing sea conditions.
Is wave energy commercially available?
Wave converters have been tested and demonstrated, but the technology has not reached broad commercial maturity. The EIA stated on a U.S. explainer updated May 23, 2024: “The United States has no commercially operating wave energy projects, but several research projects are underway or planned.” That is a dated statement about the United States; it is not a current global project count.

Oscillating water columns have been installed or operated in Spain and Italy; point absorbers have been used in Portugal and Sweden. Other device types have been tested in the UK, France and Italy. The Commission also cites a Wavepiston converter installed on the Oceanic Platform in the Canary Islands and describes Mutriku in Spain as the world’s oldest grid-connected wave plant. Demonstrations and grid-connected facilities show that the technology can work in particular settings; they do not establish widespread commercial deployment.

| Measure | Reported figure | How to interpret it |
|---|---|---|
| EU operational wave capacity | 650 kW at the end of 2025, excluding pilot projects, according to the European Commission Blue Economy Observatory | A dated regional capacity figure, not a global total or a measure of annual electricity generated. |
| Wave-energy levelized cost of energy (LCOE) | €160–750/MWh, attributed to IRENA by the European Commission Blue Economy Observatory | A broad reported range, not a universal current price or a like-for-like comparison with other technologies. |
| Average LCOE estimate for whole-system wave projects at TRL 7–9 | €270/MWh, attributed to OceanSET’s 2022 estimate by the European Commission Blue Economy Observatory | A separate estimate with its own project-maturity and methodology basis; it should not be treated as interchangeable with the range above. |
LCOE comparisons are useful only when their year, geography, project scale, system boundaries and maturity assumptions align. The reported wave figures have different bases, so they should not be collapsed into a single representative price.
Why isn’t wave energy widely used?
Devices must survive a harsh environment
Wave equipment faces storms, repeated mechanical loading, corrosion and the difficulty of accessing offshore installations for inspection or repair. NREL quoted University of Massachusetts Amherst renewable-energy chair Krish Thiagarajan Sharman in 2022: “All wave energy devices need a way of surviving for several years in the ocean.” Building for durability can add material and structural complexity, while failures or maintenance visits can interrupt generation.
Structural strength raises costs
A design must balance capturing wave motion against the loads imposed by the sea. NREL reported in 2022 that about 35%–50% of wave-energy costs were spent on structural enhancements. That estimate describes the source’s reporting on device design; it is not a universal benchmark for every converter or current project.

Wave conditions differ by region, and converter types interact with those conditions in different ways. The IEA says no industry-standard device concept has emerged and expects multiple designs to serve different regions. That means developers need trials at scale across relevant conditions rather than simply manufacturing one settled design in large quantities.

Installation, moorings and cables are part of the system
Anchors and moorings must hold devices in place while accommodating movement, and subsea transmission cables must withstand marine forces. Installation and eventual decommissioning also add cost and complexity. The IEA identifies simpler installation and anchoring, lower-cost transmission and better subsystem testing as priorities; it notes that some offshore-wind methods and infrastructure may be reusable, depending on the project.
Power conversion and controls need real-sea validation
Irregular waves make it challenging to convert mechanical motion into steady, grid-compatible output. The IEA identifies near-full-scale demonstrations in real sea conditions and controls tuned to local wave patterns as important development needs. A successful laboratory prototype alone cannot establish long-term performance offshore.
Siting and environmental review still matter
Wave projects occupy marine space and need appropriate siting and regulatory processes. The available evidence here does not establish quantified effects on wildlife, the seabed, fisheries or navigation. Those impacts should not be assumed negligible—or described as settled without project-specific, primary evidence.

Where could wave power be useful?
Wave energy may be valuable in applications where the location and power needs suit an ocean-based system. NREL identifies coastal communities, remote islands that rely on diesel imports, offshore fishing, marine research and military operations as possible use cases. These are potential applications, not proof that wave systems are already supplying those users at commercial scale.

NREL has also described waves as potentially more predictable and reliable than solar or wind, but that statement is not accompanied here by a comparative metric. Treat it as a possible system attribute, not a quantified guarantee of steadier output. A project’s value would depend on its local resource, reliability, costs and the needs of the customer or grid it serves.
How should readers assess a wave-energy project?
A headline capacity or cost figure cannot show whether a project is ready to deliver useful power. Compare projects on the basis that matters to their location and stage of development:
- Converter and wave conditions: Does the device match the local wave climate and whether it is nearshore, offshore or tied to a particular shoreline setting?
- Evidence of readiness: Is the evidence from laboratory work, a prototype, an open-water demonstration, a grid-connected installation or commercial operation? These milestones are not equivalent.
- Durability and maintenance: How does the system handle severe sea states, moorings, corrosion, repair access and downtime?
- Cost basis: Are LCOE figures drawn from comparable years, regions, project scales, system boundaries and maturity assumptions?
- End use: Is the project meant to feed a grid, serve a remote island, support an offshore load or meet another local need? Different customers may value different operating characteristics.
Is wave energy really the final frontier?
“Final frontier” works as a metaphor for a large renewable resource that remains technically and commercially challenging to harness. Wave energy has distinct coastal and offshore possibilities, but a large theoretical resource is not the same as affordable electricity. Its future depends on durable devices, cost reductions, practical installation and transmission, and sustained real-sea demonstrations suited to local conditions.

For now, wave energy is best understood as an emerging option with promising applications—not a mature substitute for established electricity sources. NREL put the distinction this way in 2022: “Wave energy might not match the global power production of wind and solar energy anytime soon, but it’s still a critical source of clean, renewable energy.”
