VoLTE calls require a compatible phone and carrier network, eligible account and SIM, and active IMS/VoLTE provisioning. Work through the checks below to identify whether the cause is your location, phone, account, or carrier.
What VoLTE needs to work
VoLTE (Voice over LTE) carries voice calls over an LTE network rather than older 2G or 3G networks. Rogers describes its service as calls over its 4G LTE network (Rogers VoLTE requirements). A phone that can use LTE data is not automatically able to make VoLTE calls on every carrier.

The call also depends on IMS, the carrier service that handles voice over the LTE network. The handset must support the carrier’s implementation, the line must be eligible and provisioned, and the relevant phone settings must be configured. Transatel lists IMS provisioning, a compatible handset, enabled IMS/4G calling settings, and cellular service as prerequisites (Transatel’s VoLTE troubleshooting guide). Menu labels and availability differ by phone, software version, and carrier; a visible VoLTE switch does not confirm that the carrier has provisioned the service.
Rogers, for example, lists plan eligibility, a supported phone, software updates for some older phones, an LTE/5G SIM, and network compatibility among its requirements; some plans or account features may affect availability (Rogers VoLTE requirements). Those are carrier-specific examples, not universal eligibility rules.

Fix VoLTE calls in this order
1. Check cellular service and location
- Make sure Airplane Mode is off and the phone shows cellular service.
- Try a call outdoors or in a place with better LTE coverage. VoLTE availability depends on the carrier’s LTE coverage, and weak signal or congestion can contribute to call problems (Rogers VoLTE requirements; Verizon calling troubleshooting).
- If calls fail only in one place, note the location and time. That pattern can help the carrier check coverage, congestion, or a local fault.
Signal bars alone do not confirm that VoLTE is registered. A phone may have usable data service without an active LTE voice path.
2. Update and check the phone
- Install available operating-system and carrier settings updates.
- Restart the phone. Verizon includes restarting among its basic call troubleshooting steps (Verizon calling troubleshooting).
- In cellular or mobile-network settings, look for VoLTE, 4G Calling, or the carrier’s equivalent and enable it if available. Some phones enable the feature automatically; there is no universal menu path. Rogers notes that some older LTE phones may require a software update (Rogers VoLTE requirements).
For a diagnostic comparison, Fairphone recommends turning Wi-Fi off to test the cellular calling path and checking LTE and IMS/VoLTE status if the phone exposes those details (Fairphone VoLTE troubleshooting). Avoid hidden service menus or unsupported configuration changes as routine fixes.

3. Ask the carrier to check the line and phone
Contact the carrier if calls still fail, especially if the problem occurs in multiple locations. Ask it to verify each item for your exact line and handset:
- Whether your plan and account are eligible for VoLTE.
- Whether your SIM supports the carrier’s LTE/5G service.
- Whether the exact phone model and regional variant are accepted for VoLTE on that network.
- Whether IMS/VoLTE is active and provisioned for the line and device.
- Whether there is a local network fault, restriction, or outage affecting calls.
These checks are separate: a supported phone can still have an ineligible plan or missing provisioning, while an eligible account can use a phone model the carrier does not support. Transatel’s guide addresses IMS provisioning, and Rogers documents plan, SIM, and device requirements (Transatel’s VoLTE troubleshooting guide; Rogers VoLTE requirements).

4. Test Wi-Fi Calling as a separate voice path
If your phone and carrier support Wi-Fi Calling, try it on a stable Wi-Fi connection. Eligibility, phone software, and an enabled feature may be required; Jio also specifies stable high-speed Wi-Fi for Wi-Fi calls (Jio Wi-Fi Calling requirements). Transatel recommends testing VoLTE separately from VoWiFi when diagnosing voice service (Transatel’s VoLTE troubleshooting guide). If Wi-Fi Calling works, that helps compare the two paths but does not repair or prove cellular VoLTE is working.
How to tell whether the problem follows the phone, SIM, or location
Patterns can narrow the issue, though they do not replace a carrier check of provisioning and network status.

- Only one location: report where and when calls fail; coverage, congestion, or a local network issue may be involved.
- The same phone fails in several locations: check its exact model variant, software, calling settings, and carrier acceptance.
- The problem appears to follow the SIM: ask the carrier whether the SIM and line are supported and provisioned. Only test the SIM in another known-compatible phone if the carrier permits it.
- Data works but calls do not: ask specifically about IMS/VoLTE eligibility and registration, not only whether mobile data is active. Fairphone identifies working data alongside failed calls as a possible VoLTE issue (Fairphone VoLTE troubleshooting).
VoLTE interoperability can also be operator-specific. A 2018 TRAI consultation paper discusses operator-specific interoperability and circuit-switched fallback; it is background, not current policy for any particular carrier (TRAI consultation paper, 2018).
When replacing the phone makes sense
Replace the handset only after the carrier confirms that it lacks supported VoLTE or is not accepted on its network. Rogers advises replacing a phone limited to 2G/3G with an LTE or 5G phone that supports VoLTE, while warning that country-specific model numbers can differ in compatibility (Rogers VoLTE-compatible devices). Before buying a replacement, have the carrier check the precise model number and regional variant against its current VoLTE requirements. An LTE or 5G label alone is not enough.
