Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →An Apple Silicon Mac can run many virtual machines, but it cannot automatically run every operating system that worked on an Intel Mac. The decisive issue is the guest’s CPU architecture: Apple Silicon uses ARM64, while many older installers and VM images use x86_64 (also called Intel or amd64). A normal hypervisor virtualizes the host-compatible architecture; it does not turn an ARM processor into a full-speed Intel processor.
That is why an ARM build of Windows 11 or Linux usually works, while an existing Intel VM may refuse to boot. Running an Intel application through translation is a different problem from booting an entire Intel operating system. A limited x86_64 emulation preview exists in some versions of Parallels Desktop, but its restrictions make it a specialist option rather than a general compatibility solution.

Start with the guest architecture, not the operating-system name
“Windows,” “Linux” and “macOS” describe operating-system families, not the processor instructions used by a particular installer. The same operating system can be published in ARM64 and x86_64 editions, and those editions are not interchangeable VM images.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems| Term | What it means | Why it matters on Apple Silicon |
|---|---|---|
| ARM64, arm64 or aarch64 | Instruction set used by Apple Silicon and ARM versions of operating systems | Usually runs through hardware-assisted virtualization with normal VM performance |
| x86_64, amd64 or Intel 64 | Instruction set used by Intel and AMD 64-bit PCs | Requires translation or full-system emulation on an Apple Silicon host |
| 32-bit x86 | Older Intel-compatible architecture | Even less likely to be supported by current Apple Silicon VM products |
An Intel Mac VM image is therefore not automatically portable to an M-series Mac. The operating-system label may look identical, but the bootloader, kernel and every system component were compiled for a different instruction set.

Check the image before changing settings
Look at the download page or the VM application’s details for “ARM64,” “AArch64,” “x86_64,” “amd64” or “Intel.” If the image was created on an Intel Mac and no ARM build is listed, assume it needs a different migration path. On a running Unix-like guest, uname -m normally reports arm64, aarch64 or an x86-family value; the VM manager’s configuration screen is the authoritative check before boot.
Virtualization, translation and emulation solve different problems
Hardware-assisted virtualization
Virtualization lets a guest operating system execute instructions that the host processor understands while the hypervisor controls memory, devices and privilege levels. On an Apple Silicon Mac, this is the efficient route for an ARM64 guest. The guest still has its own virtual CPU and operating system, but the underlying instructions match the host architecture closely enough for the processor to execute them directly.
Application translation
Translation converts individual program instructions while an application runs. Rosetta can translate supported Intel Mac applications for macOS on Apple Silicon. Windows on ARM likewise includes an emulator that allows many Intel Windows applications to run inside an ARM Windows installation. In both cases, the operating system itself remains ARM-based.
Full-system emulation
Emulation models a different processor and its devices in software so that an entire x86_64 operating system can boot. That is substantially more work than translating one application. It adds instruction-conversion overhead, device limitations and compatibility risks. A product may therefore support Intel applications inside an ARM guest while refusing to boot an Intel guest operating system.

Apple’s developer documentation separately describes translating Intel binaries inside an ARM Linux virtual machine. It also states that the Virtualization framework does not bootstrap or install Intel Linux distributions on Apple Silicon. That distinction is the reason installing an ARM Linux guest does not make an x86 Linux installer usable.
Which guests are the normal, supported route?
macOS virtual machines
Apple’s Virtualization framework supports creating and managing macOS guests on Apple Silicon, subject to Apple’s licensing and the host and guest versions. Apple provides separate guidance for macOS guests and Linux guests. A macOS VM is therefore an architecture-matched use case, but it still has device and version limits imposed by the framework and by the VM application.
ARM Linux distributions
Linux is available in many ARM64 distributions and images. Select the ARM64 or AArch64 download, not the amd64 or x86_64 download. VMware’s desktop-hypervisor documentation describes support for many Linux distributions on Apple Silicon, but “many” is not a guarantee for every release, installer, kernel or boot method. Verify the exact image and required features before deploying it.
Windows 11 for ARM
To virtualize Windows 11 on an Apple Silicon Mac, use a Windows-on-ARM image. Parallels documents an Apple Silicon virtualization engine for ARM-based VMs, and VMware documents Windows 11 for ARM in Fusion for Apple Silicon. Windows on ARM can run many Intel Windows applications through Microsoft’s built-in emulation, but that compatibility exists inside the ARM edition; it does not make an x86 Windows installation a native VM guest.

Can an Apple Silicon Mac run an Intel operating system?
Sometimes, but only through a product’s explicit full-system emulation feature. Do not infer support from the fact that a VM application runs ARM guests or that Rosetta runs Intel applications.
Parallels Desktop x86_64 emulation preview
Parallels’ version 20 documentation says Desktop 20.2.0 and later can import or create x86_64 VMs on Apple Silicon as an early technology preview. The feature is listed for Pro, Business and Enterprise editions. Its guest list includes Windows 10 and Windows 11, with Windows 11 builds 26100 and newer excluded in the described preview, plus Windows Server 2019 and 2022 and selected Linux distributions that meet EFI64 and other conditions.
The same documentation excludes Windows 7 and BSD systems and says only supported 64-bit operating systems can launch. The exact list is version-sensitive, so check the current documentation for the build you intend to use rather than treating “x86 emulation” as universal.
| Preview limitation | Practical consequence |
|---|---|
| Boot may take 2–7 minutes | A failed-looking pause can be normal, but long or repeated hangs still indicate a compatibility problem |
| One virtual CPU only | Multithreaded workloads and many development tools will be heavily constrained |
| More than 8 GB of VM memory is unsupported | Memory-intensive guests may thrash or fail even when they install |
| No nested virtualization | Hypervisors, some security tools and workloads that require a virtualized processor cannot run inside the guest |
| External USB and sound devices unsupported | Peripheral-dependent testing, media work and hardware access may not function |
| Updates may fail | Keep a recoverable copy and do not use the preview as the only environment for important work |
These constraints make the preview useful for data extraction, checking a legacy configuration or a narrowly defined test. They do not make arbitrary Intel VMs equivalent to native ARM VMs.

Why an Intel VM copied from an old Mac usually will not boot
A VM bundle contains more than a virtual hard disk. It may include an x86 virtual machine definition, an EFI boot environment, virtual hardware assumptions and drivers compiled for the original architecture. Opening that bundle on an ARM host does not rewrite those components.
The reliable migration pattern is to create a new ARM guest and move the data or applications that have ARM-compatible versions. Parallels specifically advises creating a new ARM VM and transferring data for typical Intel-to-Apple Silicon migrations. A disk image conversion alone cannot turn an x86 kernel into an ARM kernel.
Migration checklist
- Identify the old guest. Record its operating-system edition, version, architecture, applications, licenses and data locations. Confirm whether any software depends on kernel extensions, custom drivers, USB devices or nested virtualization.
- Back up the original VM. Preserve the complete bundle and a separate copy of critical files before experimenting with import or conversion.
- Find an ARM installer. Download the ARM64 or AArch64 build from the operating-system publisher. Do not substitute an x86_64 ISO merely because the product name matches.
- Create a new ARM VM. Select the ARM guest type in the VM application and install from the ARM image. Apply current guest additions and drivers supplied for that architecture.
- Transfer user data. Use a shared folder, network copy, cloud storage or an external drive. Reinstall applications from ARM-native packages where available; rely on the guest OS’s application translation only for software it explicitly supports.
- Test required devices and workflows. Check graphics acceleration, networking, USB, audio, VPN clients, developer tools and any security software before retiring the Intel VM.
macOS ARM VM limitations to plan for
Architecture compatibility is only the first filter. Parallels’ macOS ARM VM limitations page, last reviewed January 27, 2026, lists several constraints that can affect an otherwise valid guest.

- Host storage may need to use APFS for the expected macOS VM behavior.
- Only two of these macOS VMs can run simultaneously.
- A virtual Wi-Fi adapter is not available, so networking may use a different virtual or shared arrangement.
- Access to built-in Mac devices is limited compared with running macOS directly.
- App Store sign-in can fail in some configurations.
- Running a guest macOS version newer than the host can be difficult or unsupported.
Feature availability varies with the macOS release and the Parallels version. Treat the date and version on the limitation page as part of the specification, not as a permanent promise for every future update.

Use these checks before choosing a VM solution
| Decision axis | Question to answer |
|---|---|
| Guest CPU architecture | Is the installer or existing image ARM64/aarch64 or x86_64/Intel? |
| Actual goal | Do you need a complete guest OS, or only one Intel application? |
| Exact guest release | Does the vendor list this edition, build number, boot method and image format? |
| Execution method | Will the product use native virtualization or full-system emulation? |
| Required devices | Do you need USB, audio, graphics acceleration, networking, snapshots or nested virtualization? |
| Product version and edition | Is the feature limited to a particular release or paid tier? |
| Performance tolerance | Can your workload tolerate slow boot, one virtual CPU, low memory limits or translation overhead? |
There is no single cross-vendor matrix covering every operating-system release and VM application. VMware’s documentation, for example, warns that some x86 guest features are unavailable on Apple Silicon because of hardware-architecture differences. Confirm the exact combination instead of relying on a general statement such as “Linux is supported.”
Troubleshooting: why won’t my virtual machine run on an M-series Mac?
The VM says the operating system is unsupported
Check the architecture first. An x86_64 image on a native ARM-only configuration will not become compatible through extra RAM, more CPU cores or a different virtual disk setting. Obtain an ARM image or use a product and edition that explicitly supports x86_64 emulation.
The VM opens but cannot find a boot device
Verify that the installer matches the selected guest type and boot firmware. An ARM VM pointed at an Intel installer, or an emulation preview pointed at an unsupported EFI configuration, can fail before the operating system starts. Recreate the VM with the vendor’s documented image and firmware settings rather than repeatedly changing random hardware options.

Windows installs but an application does not
Separate guest compatibility from application compatibility. Windows 11 ARM may run many Intel applications through Microsoft’s emulator, but software that installs Intel-only drivers, hypervisors or hardware filters can still fail. Look for an ARM-native release or a vendor-supported alternative.
The Intel emulation preview is unusably slow
Slow startup and responsiveness are expected trade-offs for full-system emulation. Confirm that the guest is within the documented one-vCPU and 8-GB memory limits, remove unnecessary startup services and use it only for tasks that justify the performance cost. If the workload is continuous or interactive, rebuild it as an ARM guest where possible.
A nested VM or USB device does not work
Those features are specifically unavailable in the documented x86_64 preview, and device access can also be limited in macOS ARM guests. Test the required feature on the exact product version before committing to a migration.
Bottom line for common scenarios
- New Windows 11 VM: choose Windows 11 ARM. Intel application support inside that guest is not the same as running Intel Windows.
- New Linux VM: choose an ARM64 or AArch64 distribution and verify release-specific support.
- Existing Intel VM: create an ARM replacement and transfer data unless your product explicitly supports the guest through full-system emulation.
- Legacy Intel-only requirement: evaluate the documented Parallels x86_64 preview only after checking its guest list, edition requirement and severe device, memory, CPU and update limitations.
- macOS guest: use an Apple Silicon-compatible guest and account for storage, device, networking, simultaneous-VM and host-version constraints.
Apple Silicon virtualization is not a universal compatibility layer. It is highly capable when the guest architecture matches the host, while Intel operating systems require a separate emulation path with materially lower compatibility and performance.
