What is documented is narrower: The Economic Times reported on June 16, 2026, that Indian officials were considering safeguards around Starlink’s inter-satellite routing, while reports from Ukraine describe terminals being restricted through a verification system. Together, the accounts show why governments may scrutinize who controls satellite-network access and where traffic is routed—but they do not establish a formal Indian restriction or prove a single battlefield effect.
What is—and is not—established about the think-tank claim
The specific think tank, its proposal, and the curbs it allegedly requested are not identified in the cited coverage. Neither the June 16, 2026, Economic Times report about Indian routing concerns nor the February 9, 2026, reporting about Ukraine’s terminal restrictions establishes that a think tank made the claim in the headline. The attribution should therefore not be treated as confirmed or assigned to a different organization based on these related stories.

The verifiable issue is whether a satellite operator’s network design and access controls can affect a government’s oversight of communications. India’s reported concern centers on routing and gateways; Ukraine’s experience concerns which terminals are allowed to connect. Those are related policy questions, but they are not evidence of the unidentified proposal.

The Economic Times reported that Indian officials were unlikely to permit unrestricted use of Starlink’s inter-satellite laser links. The concern, attributed to unnamed people familiar with the matter, was that those links might carry traffic originating in India through gateways in other countries. Traffic routed through another jurisdiction could raise questions for authorities about security oversight and the location at which data enters the terrestrial network.

The report said Starlink would be expected to route traffic from Indian terminals to gateways in India. It also said the company was establishing gateways and control centers in the country. These were reported expectations and preparations, not proof that a routing rule had been formally adopted. The same article said that, as of June 16, 2026, security clearances had not been granted to the three firms it named. That is a dated status report, not a statement about their present licensing position.
What the routing question means
Inter-satellite links allow satellites to pass data between one another rather than relying on a direct connection to a nearby ground gateway for every transfer. The Indian concern described in the report is that this could affect which ground gateway ultimately handles traffic from an Indian terminal. A requirement to use domestic gateways would make the network’s terrestrial handoff location a regulatory issue, even when part of the connection travels through satellites.
The reporting does not establish that Indian user traffic was in fact being routed through a particular foreign country, nor does it describe a final technical or legal rule. It records officials’ concern and possible safeguards as relayed by unnamed sources.

How the cited provider comparison is limited
The same Economic Times report said Jio-SES and Eutelsat OneWeb did not use the laser-link technology it described, while Starlink did. It also said Amazon Leo’s application was under examination in India. These details are a snapshot of technology and application status in that report; they do not establish a general comparison of performance, coverage, security, affordability, or current authorization.
| Service mentioned | What the June 16, 2026, report said | What that does not establish |
|---|---|---|
| Starlink | Used the inter-satellite laser-link technology discussed in the report; Indian gateways and control centers were being established. | A final Indian routing rule, current clearance status, or comparative service quality. |
| Jio-SES and Eutelsat OneWeb | The report said they did not use the laser-link technology it described. | That either provider is inherently safer, more capable, or subject to fewer regulatory requirements. |
| Amazon Leo | Its application was reported as under examination in India. | A decision on the application or a technology comparison with Starlink. |
What Ukraine’s terminal restrictions show
On February 9, 2026, The Guardian reported Ukraine’s statement that Starlink terminals used by Russian forces had been deactivated following discussions between Ukraine’s defence minister and Elon Musk. The report described a whitelist system intended to let verified terminals connect. This illustrates a different control point from India’s reported routing debate: access can depend on whether a terminal is recognized and permitted to use the service.
Musk wrote on X: “Looks like the steps we took to stop the unauthorised use of Starlink by Russia have worked.” That is his description of the measures, not an independent assessment of their military effect. The Guardian said the extent of the battlefield impact remained unclear.

Frontline accounts differed
CEPA’s February 9 account reported contrasting observations from Ukrainian commanders. Anatolii Tkachenko, a mortar battery commander with the 92 Brigade, said: “They’ve been slowed down for at least a month.” Ihor Ivanov, from Ukraine’s 80 Air Assault Brigade, offered a different assessment: “There’s been no major changes. It’s hot along the line of contact.” These are individual frontline perspectives, not a controlled measure proving how much the restrictions changed operations across the front.

Who controls access—and where the tension lies
The Ukraine reports show that an operator can apply measures that affect terminal access, including verification and deactivation. They do not establish that an operator has complete or unlimited control in every circumstance. India’s reported deliberations point to the state’s separate interest in security oversight, traffic routing, and domestic gateway locations. The sources document these competing interests without resolving their legal or ethical boundaries.
- For governments: routing and gateway requirements can be tools for oversight, but the cited reporting does not settle what rules India ultimately adopted.
- For network operators: terminal verification can restrict unauthorized connections, while also making the operator’s access decisions consequential in a conflict.
- For users and observers: a restriction may affect connectivity, but the Ukraine accounts caution against assuming a uniform or easily measured operational outcome.
What readers can conclude
There is a documented policy debate around Starlink, but the evidence here does not substantiate the headline’s specific think-tank attribution. India’s reported concern was whether inter-satellite routing could send traffic through foreign gateways and what safeguards might be imposed. Ukraine’s reported whitelist and deactivation measures show that terminal access can be restricted, while commanders’ accounts differ on the resulting battlefield changes. These examples explain why Starlink may be treated as a matter of state oversight and operational control; they do not verify the unidentified think tank’s proposal or establish a single, settled outcome.
