Sonic Adventure was difficult because Sonic Team had to invent a workable kind of fast 3D Sonic gameplay while building the game itself. Director Takashi Iizuka later described it as one of the most challenging projects of his career; that is a developer’s retrospective judgment, not a measured ranking against every game in the series.
There was no proven formula for 3D Sonic
The team could not simply translate the familiar side-scrolling design into three dimensions and expect it to work. Iizuka recalled trying to bring Green Hill Zone into 3D, only to find that running around it was not fun. The developers did not have an established template—or similar 3D games to consult—for making high-speed movement engaging in that space. They had to find answers through trial and error. Kotaku reported Iizuka’s and composer and sound director Jun Senoue’s retrospective comments on the process.

In a 2026 interview, Iizuka put the uncertainty plainly: “Nobody really had any idea of how this was going to get done or what the final game was going to be before making it.” He said the team worked out what the character should look like and how the gameplay could be fun as development progressed. In other words, the design problem was not just how to build a 3D platform game; it was how to make Sonic’s speed work in a new form. Video Games Chronicle interviewed Iizuka about that uncertainty.

Learning the Dreamcast changed the levels
The team was also learning what the Dreamcast hardware could handle while designing the game. Producer Yuji Naka said developers discovered that many stages would not work as they had first imagined. Once the team established a standard while making Lost World, it returned to earlier stages and remade them. Character designer Kazuyuki Hoshino recalled that designers had to throw away earlier work. The result was a moving target: the team was still learning what made a stage work as it built the stages themselves.

- 50 Missions
- awesome bonus rounds
- Over 60 unique missions, some for each character -- complete them all to unlock all kinds of wild game secrets
- Round up and interact with the little creatures in the Chao Gardens to open up new levels & challenges
Naka described the project as a large effort, saying there were “over 100 people” in the development area he was discussing. That figure is his description, not an audited total headcount. Developers often handled particular sections while also working on other projects, and Naka said no one person could see the whole picture. In the 1999 developer interview, he recalled that even the team understood the complete game only after it was finished and they played it. The historical interview, transcribed and translated by Shmuplations, also records the developers’ accounts of hardware learning and stage revisions.
The game’s scope went beyond its stages
Designing fast 3D play was only one part of the workload. Senoue said the team began work in 1997 and that he had never experienced a project with that volume of work. The story workload covered six characters, alongside Chao and Chao Garden content, field music, and voice acting. These additions meant Sonic Team was coordinating unfamiliar forms of content as well as developing the central gameplay.

The director had to lead without a finished vision
Iizuka said that, as game director, he felt responsible for showing the project’s leads what the experience could be—even though he did not yet have a clear image of it himself. He remembered feeling stressed. That pressure followed directly from the design uncertainty: the director had to guide a large team toward a game whose essential feel was still being discovered.

Iizuka has compared the challenge of Sonic Adventure with the later task of finding fun in the open spaces of Sonic Frontiers. Both projects asked Sonic Team to solve a substantial design problem without relying on a settled formula, but the problems were different. Adventure had to make fast movement work through staged routes; Frontiers had to make play work in large spaces without one prescribed path. Iizuka said the Frontiers team found its answer around halfway through development. The available accounts do not identify an equivalent milestone for Adventure. Kotaku’s account includes Iizuka’s comparison.

What “the hardest” means here
The case for Sonic Adventure being especially hard to make rests on the developers’ descriptions: the team lacked a 3D design precedent, began without a settled vision, reworked stages as it learned the hardware and the design standard, and managed a broad, divided workload. Iizuka called its development one of his most challenging experiences. That supports describing the project as exceptionally demanding for Sonic Team, but it does not establish an objective ranking of every game in the series. Naka’s own reaction after it came together was: “To be honest, I myself did not imagine it would all come together as well as it has.”
