If Windows 11’s Smart App Control blocks a downloaded app, there is no per-app “allow anyway” switch while the feature is on. First verify the file and where it came from. If you still need to run it, Microsoft’s documented options are to turn Smart App Control off or ask the app’s developer to sign it with a valid certificate.
Why Smart App Control blocked the file
Smart App Control is a Windows app-trust feature. Microsoft says it uses cloud-powered safety predictions and checks whether an app has a valid signature. If the service cannot confidently classify an app, a valid signature may allow it to run; an unsigned app or one with an invalid signature may be treated as untrusted and blocked. A block does not, by itself, establish that a file is malicious.

A September 14, 2026 ElevenForum post describes one Windows 11 25H2 user encountering a block and finding no File Explorer “Unblock” checkbox on the file or shortcut. That is an individual report, not proof that every Smart App Control block behaves the same way. The checkbox and Smart App Control are separate mechanisms: the absence of that checkbox does not provide a way around Smart App Control.
Can you allow just this app?
No—not while Smart App Control remains on. Microsoft’s FAQ says, “There is currently no way to bypass Smart App Control protection for individual apps.” The documented choices are to leave the app blocked, turn Smart App Control off, or contact the developer and ask them to sign the app with a valid certificate.

Check the file before changing protection
Do not treat a block as a reason to disable protection automatically. Verify that you obtained the file from the developer or another source you trust, and confirm that it is the file you intended to download. If you cannot establish its origin or trustworthiness, do not run it. A decision to turn protection off does not establish that the blocked file is safe.
How to turn Smart App Control off
- Open Windows Security.
- Select App & browser control.
- Open Smart App Control settings.
- Review the current mode and select Off only if you accept the reduced app blocking and notifications.
Microsoft describes three modes: Evaluation assesses the feature without blocking apps, On applies Smart App Control decisions, and Off stops its notifications and blocking. The setting’s availability can depend on the device and its update state, so the path or available choices may differ.

Can you turn it back on later?
Microsoft’s newer FAQ says recent Windows updates allow Smart App Control to be re-enabled without a clean Windows installation. An older Microsoft overview describes reset or reinstall requirements in some situations. Because the guidance differs and availability depends on the device and update state, check the setting on your PC rather than assuming either that a reinstall is always required or that the feature can always be switched back on.

Smart App Control is not your antivirus
Smart App Control works alongside Microsoft Defender or third-party antivirus software; it does not replace antivirus protection. Turning it off changes this app-trust layer, not the need to keep appropriate security protection active.
