The original town was a deliberate creative choice, made to serve a modern-horror atmosphere in one particular game. Nothing in the interviews and official announcements treats that town as a requirement for every later story. Newer entries have moved to other places, including 1960s Japan and Scotland, and their creators describe those choices in terms of atmosphere, cultural familiarity, and story range.
Where the town came from
The setting was never presented as a rule. In a March 1999 PSM interview, original game director Keiichiro Toyama said the team picked a small U.S. town because the atmosphere of a modern horror novel was the hook of the project. He also said the fictional Silent Hill was not mapped to a real place.

“In this game, the modern horror novel atmosphere was the hook, so we decided to choose a small U.S. town for the setting.”

He added that the game did not assign a specific place or time, which is why the town reads as a constructed space rather than a documented location. The reading that matters for later games is the reason behind the choice: the setting served a mood and a story, and it could be swapped when a different mood needed a different place. Series identity was never tied to one map
In a June 2008 Game Developer interview, composer and producer Akira Yamaoka described a different part of the series’ identity: Japanese teams making horror set in the United States. That was his characterization of how the series had been built up to that point, not a definition that binds future projects.
“Silent Hill’s identity is that Japanese teams create the kind of horror that takes place in the U.S.”
Taken together, the two interviews point to a series built around a sensibility (psychological dread, a sense of displacement, and a particular kind of horror) rather than a single map. Yamaoka’s comment describes how a cross-cultural perspective shaped the early entries. It does not say the American setting must continue.
New settings in practice
SILENT HILL f: 1960s Japan
Konami’s official announcement describes SILENT HILL f as a new story set in 1960s Japan and calls it the franchise’s first Japanese setting. Konami lists PS5, Xbox Series X|S, and PC as its platforms. The official description ties the setting to Japanese customs and culture and to the game’s psychological horror, which makes the location part of the story’s emotional logic rather than a backdrop swap. See Konami’s SILENT HILL f announcement.

Townfall: Scotland and fog
In a July 30, 2026 PlayStation Blog interview, developer Jon McKellan explained that the team chose Scotland because it is where they grew up and an environment they could depict with familiarity. He also pointed to its fog. McKellan’s reasoning is about specificity: a setting the developers know well is easier to make convincing. The fog detail shows how a real place’s look and weather can feed directly into a horror atmosphere, but a foggy setting does not on its own make a game feel like Silent Hill.
“Scotland is where we grew up; it’s the environment most familiar and natural for us to depict.”

Why the producer wants more than one setting
In an August 2026 GamesRadar+ interview, Konami producer Motoi Okamoto argued that staying focused on the same American setting could exhaust narrative possibilities and could also fatigue players. This is his stated rationale for opening the series to new locations, and it is the clearest producer-level case for the idea in the headline.

- Experienced entirely in first person, explore, evade, and survive using a limited set of weapons and tools, including a pocket television used to tune into unstable signals. Evasion is tense; combat is frenetic, while narrative driven puzzles reveal a truth that refuses to stay submerged.
- SILENT HILL: Townfall is a full-length, self-contained psychological horror set against the cold, isolated backdrop of Scotland, 1996
“If we stay laser-focused on the same American setting, that would exhaust [narrative] possibilities, and also potentially cause fatigue for the playerbase.”
The argument is about story range. A new place brings new social textures, new folklore, and new questions for the characters to face, which gives writers material that a single town cannot keep supplying. Read the GamesRadar+ interview with Motoi Okamoto.
Series identity without a fixed place
Okamoto also described how Konami works with partner teams. He said Konami has internal story guidelines but asks collaborating developers and writers to study Silent Hill and build their own understanding of it, rather than handing them a checklist. In a separate PlayStation Blog interview, also dated July 30, 2026, he put it this way:
“Handing over a thick manual from our end wouldn’t necessarily resonate with a team.”

Silent Hill: Homecoming - Playstation 3
- Enter the next chapter of Silent Hill and learn the town history
- first silent hill game on PS3
- All new next gen graphics bring silent hill to life like never before
- solve treacherous and deadly puzzles to learn dark secrets
- features an all new soundtrack by acclaimed series composer Akira Yamaoka
That approach explains how a game can leave the town and still feel like part of the series. What carries across is the interpretive approach, the psychological horror, and the willingness to read the franchise’s themes through a new place. The sources do not provide a fixed list of traits that makes a game “Silent Hill,” so a setting change is judged case by case.

When comparing a game with the original town, these four questions cover what the interviews and announcements actually address:
- Story and atmosphere: Does the location create the emotional or horror effect the story needs? Toyama’s 1999 statement about the modern-horror atmosphere is the historical anchor for this question.
- Cultural and regional grounding: Does the team know the place well enough to make it specific? McKellan gives familiarity as the reason for Scotland, and Konami ties SILENT HILL f to the customs and culture of its 1960s Japanese setting.
- Series interpretation: Does the project carry forward the franchise’s psychological horror and its openness to interpretation while using its own place and point of view? Okamoto’s description of partner teams building their own understanding speaks to this.
- Narrative range: Does the new setting open story possibilities that a single town would not? This is the producer’s stated concern about exhausting one American setting.
Keep the setting separate from individual sequences and locations inside a game. A game’s setting is its overall place and period. Scenes, districts, and side locations inside a game can change without changing that overall frame.

What the evidence does and does not establish
- The sources verify the setting of SILENT HILL f and of Townfall. They do not offer a complete map of every earlier entry, so this article does not claim to be an inventory of the series.
- No measured audience figure was found for player fatigue or for preferences about settings. Okamoto’s comment is a producer’s rationale, not a result of audience research.
- The interview statements from Toyama, Yamaoka, McKellan, and Okamoto are creator and producer views. They describe intent and reasoning, and they do not establish an industry rule or an official definition of the series.
- Konami’s 2022 partnership and new-game announcement for the Silent Hill series, covered on the PlayStation Blog, also sits outside this discussion of settings, and the Silent Hill 2 remake Konami announced for PS5 and Steam is documented on Konami’s announcement page.
The practical reading is that a Silent Hill game can leave the town when a new place serves a coherent story and atmosphere, and the creators involved have chosen new places for those reasons. Whether a particular new setting succeeds depends on the game it is attached to.
