A free VPN is not automatically a scam, but it does ask you to trust the company routing your internet traffic. Some free VPN apps may share information with third parties or fail to protect traffic as users expect. The FBI has also warned that some free VPN services may quietly enroll devices in residential proxy networks. Here’s what those risks mean—and how to assess an app before installing it.
Why do scammers love that you’re using a free VPN?
A VPN routes your device’s internet traffic through servers operated by the VPN provider. That changes who can handle your traffic: instead of relying only on your internet provider or the operator of a public Wi-Fi network, you are also trusting the VPN company and its technical practices.

“Free” does not prove that an app is abusive, and a subscription does not prove that a provider is trustworthy. But a free service still has to fund its operation. The Federal Trade Commission says many VPN apps are free because they show in-app advertising or share information with third parties. Those are possible business models, not proof that every free VPN sells browsing histories.

The FTC also describes a technical study of almost 300 VPN apps that found potential privacy and security risks in some apps. Examples included apps that did not use encryption, requested sensitive permissions, or shared data. The sample size is the researchers’ study as recounted in 2018 FTC guidance—not a current estimate of how many free VPNs are unsafe. FTC: “In the market for a VPN app?”

Can a free VPN use your device as a proxy?
It may, according to a specific FBI warning. In a March 12, 2026 public-service announcement, the FBI said: “Free VPN services may enroll users’ devices in a residential proxy network, without obtaining their consent.” The agency explains that residential proxy networks can obtain IP addresses from devices either with consent or without the owner’s knowledge. In this context, your device’s internet connection could be used as an endpoint through which someone else’s traffic is routed.
The warning describes a possible practice, not a claim that every free VPN does this or a measure of how common it is. The FBI says details may be hidden in terms of service, which is why it is worth looking for clear disclosures about proxy participation before installing an app. Read the FBI’s March 12, 2026 alert on residential proxy networks for its full guidance.

Are free VPNs safe on public Wi-Fi?
A properly configured VPN that encrypts traffic can help prevent the Wi-Fi operator or your internet provider from seeing the contents of that traffic. But the VPN provider becomes another party to trust, and an app that does not encrypt traffic cannot provide that protection. Check whether the app encrypts traffic and whether it covers all device traffic or only some of it.

What a VPN does not stop: website and app tracking
Websites and apps may track activity using cookies, pixels, device fingerprinting and mobile advertising identifiers. A VPN does not automatically prevent these methods, which can continue to work even when your connection is routed through a VPN. The FTC explains how sites and apps collect and use information in its consumer guide to online tracking.
Privacy settings and ad blockers can help limit some tracking or filter some ads, but they do not block every tracking method and should not be treated as complete protection against malware.

How to check a VPN app before installing it
- Look beyond the app’s marketing. Search for independent information about the app and its publisher rather than relying only on claims made by the service itself.
- Check permissions. Ask whether each requested permission is needed for VPN functionality. Unexpected access to sensitive device data is a reason to pause and investigate.
- Verify encryption and coverage. Find out whether the app encrypts traffic and whether it protects all traffic or only selected connections.
- Read the privacy policy and terms. Look for what information is collected or shared with advertisers and other third parties. Check for clear descriptions of the business model and any participation in proxy networks.
- Use a trusted source and reputable publisher. Download from an official, trusted app store, confirm who published the app, and keep your operating system and apps updated. The FBI also advises avoiding pop-up ads from untrusted sites.
- Compare evidence, not just price. Consider the provider’s transparency, ownership, privacy practices and independent security evidence. Paying for a VPN is not, by itself, proof that its practices are safe.
No single check guarantees that a VPN is safe. The key is to understand what the app can access, how its provider handles information, and whether the terms disclose any use of your device as a proxy.
