If Windows Server RD Web Access shows “Unable to display RD Web Access” in Chrome or Microsoft Edge, Microsoft says the failure can occur when browser policy disables XSLT. The classic portal relies on client-side XSLT to turn its XML-based content into the interface. The often-cited 0.02% figure is about web page loads that use XSLT generally—not the share of RD Web Access traffic affected.
What is failing—and under what condition?
Microsoft Support’s KB5130994, published October 6, 2026, applies to Windows Server 2016, 2019, 2022, and 2025. It describes users opening an RD Web Access site in Microsoft Edge or Google Chrome and seeing “Unable to display RD Web Access,” sometimes followed by: “An unexpected error has occurred that is preventing this page from being displayed correctly.”

The documented trigger is specific: XSLT support has been disabled through browser policy. RD Web Access uses client-side XSLT to render its interface, so disabling that browser functionality prevents the transformation the portal needs. This is not a claim that every Chromium browser update breaks RD Web Access; the advisory describes the failure when the policy disables XSLT.

Chrome for Developers says approximately 0.02% of web page loads use XSLT, and fewer than 0.001% use XSLT processing instructions. Those are general web-platform usage estimates. They do not measure RD Web Access deployments, Windows Server installations, or the portion of RD Web Access traffic that will fail. Microsoft has not quantified the affected share.

The distinction matters: a feature can be uncommon across the web yet remain essential to a particular legacy portal. In this case, Microsoft attributes the rendering problem to RD Web Access’s dependency on client-side XSLT, not to the percentage of all web pages that use it.
How can users regain access?
Microsoft lists three temporary routes. Which one fits depends on whether the organization can allow a browser-policy exception, has deployed the HTML5 client, and can use Edge IE mode and any required sign-in behavior.

Temporarily enable XSLT through browser policy
Microsoft’s advisory says to set the relevant browser policy value, XSLTEnabled, to 1, then restart the browser and check whether RD Web Access loads. The policy change restores the browser functionality the existing portal needs. Treat it as a temporary workaround and have the organization’s administrator assess whether this exception is appropriate under its browser security policy. The advisory includes the registry commands and browser-specific policy paths: Microsoft KB5130994.

If the organization has deployed and configured the HTML5 web client, users can open its web-client URL, sign in, and launch a remote session in the browser or download an RDP file. Microsoft’s deployment guide describes the client and its requirements. Availability therefore depends on the organization’s Remote Desktop environment; the advisory does not say that every RD Web Access site already has this client ready to use.
Open the portal in Edge IE mode
Microsoft also documents using Internet Explorer mode in Edge: allow IE mode, add the RD Web URL, restart Edge if prompted, and open the portal in IE mode. On a first visit, users may be prompted to allow ActiveX for single sign-on with their signed-in account. Follow the organization’s browser and security policies when enabling IE mode or approving that prompt. The steps are in KB5130994.

- Browser-policy exception: Consider this route if an administrator can permit the temporary XSLT setting and manage the exception.
- HTML5 client: Choose this route if the organization has deployed the client and it suits the existing Remote Desktop environment.
- Edge IE mode: Consider this route if IE mode is allowed and the organization accepts any needed ActiveX and single-sign-on behavior.
Microsoft does not name one route as universally preferred. Its advisory says a fix is in progress, but it provides no release date or permanent-resolution details.

Where to check if the error continues
Confirm with the IT administrator whether the browser’s XSLT policy is disabled and whether the organization has an HTML5 web client or an approved IE-mode configuration.
