A notification can be accepted by a sending service without ever being displayed, and a displayed notification is not proof that someone saw or acted on it. So an apparent improvement that shows up only when an app is backgrounded may reflect platform delivery rules or measurement gaps—not an optimization that detects whether a person is paying attention. The cause in this case cannot be established without the app’s event data.
First define what “worked” means
Push notifications pass through distinct stages: a server sends a message, a provider accepts or queues it, a device receives it, the operating system displays it, app code processes it, a person opens it, and perhaps the person completes a desired action. Evidence for one stage does not establish the next.

For example, Firebase’s “Sends” metric can mean a message was enqueued or passed to a third-party service; it does not by itself confirm device display. On Android, Firebase’s “Impressions” count notification messages displayed while the app is in the background, and “Opens” covers notifications received in the background. These state-limited metrics cannot stand in for every delivery or engagement outcome. Firebase also says many reported statistics may lag by up to 24 hours. It could mean the app was backgrounded, the screen was off, or a person did not notice a banner. Those are different conditions. The title alone does not establish that the phone detected a person’s attention or that an optimization targeted inattention.
Why app state can change what the team observes
On Apple platforms, background updates are not guaranteed
Apple treats background notifications as low priority. They may be delayed, throttled, or held rather than delivered immediately. If a newer background notification arrives while an older one is being held, the older one can be replaced; force-quitting the app can also cause a held notification to be discarded. A held update may arrive when the user launches the app, which can make an app-callback timeline look different from the actual push-service timeline.

Apple advises against sending more than two or three background notifications per hour, while noting that the number allowed depends on current conditions. That is operational guidance, not a universal delivery threshold. Apple’s documentation puts the central limitation plainly: “The system treats background notifications as low priority: you can use them to refresh your app’s content, but the system doesn’t guarantee their delivery.” Apple’s background-update documentation describes these behaviors.
On Android, a background notification may bypass the callback you expect
When an Android app is in the background, a notification message is directed to the system tray. A tap opens the app launcher by default. That means app-side callback logging is not necessarily a record of whether the operating system displayed the notification. Background execution limits can also pause or terminate processing, contributing to delayed or missing notifications. Firebase details the behavior in its Android message-receiving documentation.

Delivery conditions extend beyond app state
Apple identifies factors including notification type and priority, device power state, connection quality, and user choices such as disabling notifications or background refresh. APNs status categories such as delivered, stored, and discarded help describe the push service’s handling, but they do not prove that a person saw or acted on an alert. Priority is not a universal delivery fix
Firebase describes normal priority as appropriate for less time-sensitive messages; delivery to a backgrounded device may be delayed. High priority attempts immediate delivery during Android Doze for time-sensitive, user-visible content. It is not a general-purpose way to make every push reliable.

There is also a platform constraint: Firebase says high priority is rejected for data messages to Apple devices; use priority 5 (normal) for those messages. Before changing priority, check the platform, message type, and whether the content genuinely warrants immediate user-visible delivery. Firebase’s priority documentation covers the distinction.
How to find out what improved
- Define the outcome. Choose whether the primary question is provider acceptance, device delivery, display, app processing, open, or a downstream action. Do not treat these as interchangeable.
- Trace one message across its lifecycle. Use a stable message identifier and timestamps to connect server send, provider acceptance, device receipt where observable, display or impression where supported, app callback, tap or open, and the intended action.
- Compare matching denominators. For each stage, establish which messages or users are included. Segment results by operating system and version, app foreground/background state, notification permission, payload type, priority, captured device or network conditions, and experiment cohort.
- Use platform-appropriate evidence. On Android, account for system-tray handling when interpreting app callbacks and Firebase’s background-only impression and open metrics. On Apple platforms, inspect APNs delivered, stored, and discarded categories alongside the relevant notification type, priority, device conditions, and user settings.
- Wait for reporting to settle. Firebase warns that many statistics can take up to 24 hours to report. Compare completed reporting windows rather than an early snapshot.
- Test one change at a time. Define the optimization and primary outcome in advance, retain a control group, use comparable cohorts, and report delivery outcomes separately from engagement outcomes. This helps distinguish a change in delivery from a change in what was measured.
Firebase characterizes its Data API metrics as broad-trend indicators: “The metrics provided by the Firebase Cloud Messaging Data API are meant to provide insight into broad trends of message delivery.” Use aggregated reporting to spot patterns, then use appropriately instrumented lifecycle events to investigate them. Firebase’s delivery guide describes the scope of those metrics.

What the apparent result can—and cannot—tell you
A background-only improvement is consistent with several explanations: platform handling differs by app state; a metric records only some stages or states; or the compared groups differ in permission, device, network, or other conditions. These are hypotheses to test, not a diagnosis of the specific incident. Without the optimization details, app and OS versions, payload, cohort design, metric definitions, and underlying event records, it is not possible to conclude that delivery improved or that the optimization caused the observed pattern.
For Apple-platform silent notifications in particular, Firebase also cautions that delivery is not guaranteed. Consult Firebase’s Apple-platform message-receiving guidance when interpreting those updates.
