Why Exposed Build Servers Are a Quiet Route Into the Software Supply Chain

CI/CD systems can connect code execution to secrets, artifacts, and deployment permissions. Learn where the risk comes from, how to limit it, and what to do if a runner or token may be compromised.

A build server can turn a small foothold into a path toward source code, credentials, software artifacts, and deployment systems. That makes CI/CD infrastructure a high-value trust point—not because evidence shows it is the most common or least-detected entry route, but because a compromised pipeline may have access to several consequential stages of software delivery.

Why a build server matters to the software supply chain

A CI/CD pipeline takes source code through stages such as building, testing, packaging, and deployment. NIST’s February 2024 guidance, SP 800-204D, treats those pipelines as part of the software supply chain. In practical terms, the build system does not merely store code: it executes changes and may pass resulting artifacts toward systems that publish or run software.

Jobs may also need credentials to fetch dependencies, publish packages, access cloud resources, or deploy applications. The permissions vary by organization and job; not every build server has access to every one of these assets. But where permissions are broad, compromising a controller, agent, plugin, or job can cross boundaries that would otherwise separate development from production.

  • Source integrity: An attacker who can alter code or pipeline configuration may influence what gets built.
  • Secrets: A job may receive tokens or other credentials that grant access beyond the build system.
  • Artifacts: A compromised build or publishing path may put the integrity of packages or other outputs at risk.
  • Deployment: If a job has deployment permissions, its execution environment may provide a route toward production systems.

What “quietest” means—and what it does not

“Quietest” is an editorial description of how a build-system compromise can blend into normal automated work. A malicious job may run amid routine builds, and a stolen credential may be used through an expected integration. The available evidence does not establish that build servers are the most common, least-detected, or statistically quietest way into software supply chains. It also does not provide a comprehensive count of incidents or exposed servers.

It is useful to separate two scenarios. A publicly reachable or weakly protected control plane can invite direct attacks on the service or its administration. Separately, a pipeline can be abused through untrusted or vulnerable inputs even when the controller is not directly exposed to the public internet. “Exposed” describes an access condition; it does not by itself prove that a system has been compromised.

How an attack can travel through a pipeline

The risk comes from the combination of code execution and permissions. A change accepted into a job can run on an agent; whatever secrets, workspace files, network routes, or publishing permissions are available to that job may then be at risk. This is a possible path, not a claim that every pipeline grants all of those capabilities.

  1. Input enters the workflow. Code or pipeline configuration comes from a repository change, dependency, integration, or other job input.
  2. The pipeline executes it. A controller assigns work to an agent, which runs build or test commands. An unsafe workflow can execute malicious code as part of an apparently ordinary job.
  3. The job reaches what its permissions allow. Depending on configuration, that may include credentials, files in a workspace, internal services, registries, or cloud and deployment systems.
  4. Outputs move onward. The workflow may package or publish artifacts, or deploy them. If the build path is compromised, downstream users may have difficulty distinguishing manipulated outputs from legitimate ones without reliable provenance and audit evidence.

Where secrets and untrusted code create avoidable risk

Logs and job output

Tokens can leak when commands print environment variables, verbose tools include sensitive values in output, or runner behavior exposes job data. Logs may be visible to more people than intended if project visibility or log-access settings are too broad. Masking can help, but it is not a guarantee: it cannot make unsafe commands, a compromised runner, or incorrect configuration safe.

Pull requests from outside contributors

Untrusted pull-request code can execute on build agents. If those jobs also receive secrets or can reach privileged internal systems, a contributor’s code may gain access the contributor should not have. NIST SP 800-204D recommends either sandboxing outside-contributor workflows so they have no secrets, privileged access, or network access, or delaying execution until a maintainer with write access approves it.

  • Wide Application: The server rack wall mount maximizes the use of available space, suitable for retail venues, classrooms, offices, and other places where space is limited.

Integrations and extensions

Plugins and integrations can participate in privileged workflows, so their trustworthiness and permissions matter. In a January 24, 2024 Jenkins security advisory, one documented GitLab Branch Source Plugin behavior could cause a crafted pipeline from a shared project to be built after a group scan. The advisory lists affected and fixed plugin versions. This historical example illustrates how an integration’s trust boundary can matter; it does not mean every Jenkins installation is vulnerable. Verify installed versions against current official advisories before taking action.

Build-server choices that change the risk

The safer design is the one that limits what each exposed surface and each job can reach. These are configuration patterns, not a product ranking.

Decision Higher-risk pattern Safer pattern
Controller access Administrative interfaces are reachable without an appropriate access boundary. Restrict inbound access to the controller and its administrative interfaces; use access controls and monitor access logs.
Untrusted contributions External pull-request jobs run with secrets or privileged network access. Require trusted maintainer approval before privileged jobs run, or sandbox untrusted jobs without secrets, privileged systems, or unnecessary network paths.
Agents and workspaces Untrusted work shares persistent agents or writable workspaces across trust boundaries. Use isolated, disposable agents for untrusted work and avoid sharing writable workspaces across trust boundaries. JetBrains’ TeamCity guidance recommends disposable agents and clean production builds.
Credentials Long-lived or broadly scoped credentials are embedded in versioned pipeline configuration or made available to jobs that do not need them. Use least-privilege, scoped, or short-lived credentials where the platform allows; keep credentials out of versioned pipeline configuration.
Artifacts, logs, and evidence Artifact storage is anonymously accessible, logs are broadly exposed, or audit evidence exists only on a potentially compromised host. Apply artifact-store access policies, disable anonymous access, retain build histories and logs securely, and keep independent, write-only log copies where possible.
Network access Jobs can reach more internal destinations than their work requires, with little visibility into outbound traffic. Limit unnecessary network paths and monitor egress as well as inbound access to help detect attempts to exfiltrate secrets or artifacts.

How to reduce the risk before an incident

Harden the control plane and extensions

  • Restrict inbound access to controllers and administrative interfaces, then review access logs for unexpected activity.
  • Patch the server and plugins promptly. Check current official advisories and the versions actually installed; the Jenkins advisory from January 2024 is a historical record, not a substitute for current vulnerability checks.
  • Install plugins and integrations only from trusted sources, and review what each extension can access.

Limit job permissions and isolate untrusted work

  • Give each job only the credentials and permissions it needs. Prefer scoped or short-lived credentials when supported, and do not put secrets in versioned pipeline files.
  • Require trusted maintainer approval before outside contributions run privileged jobs, or sandbox them so they cannot reach secrets, privileged systems, or unnecessary network paths.
  • Use isolated, disposable agents for untrusted jobs. Keep workspaces separate across trust boundaries and use clean production builds.

Protect logs, artifacts, and administrative accounts

  • Prevent anonymous access to artifact storage, apply access policies, and retain build histories and logs in secure storage.
  • Review who can read job logs, especially for projects visible to a broader audience. Avoid commands and verbose settings that print environment variables or credentials.
  • Enable or enforce two-factor authentication for accounts with relevant access, as GitLab’s incident-response guidance recommends. A hardware security key is one possible implementation, not a substitute for restricting exposure or job permissions.

What to do if a build token or runner may be compromised

Start by establishing what the job could reach and what evidence could be lost. Avoid assuming that every credential needs immediate blanket revocation: broad rotations can disrupt production, while an unassessed credential may remain usable. Coordinate containment with the teams responsible for affected services.

  1. Preserve evidence. Preserve the server’s state and logs, including relevant job output, audit records, and network evidence. Where possible, copy logs to independent write-once storage before rebuilding or making changes that could overwrite them.
  2. Identify the affected jobs and credentials. Find where the token or secret was available, which jobs and logs could expose it, and what permissions and validity it had. GitLab documents that its CI_JOB_TOKEN remains valid while the job runs and expires after completion; that behavior should not be assumed for longer-lived variables or other credentials.
  3. Review changes and activity. Inspect code, pipeline configuration, and settings changes, as well as audit records and network logs. Look for unusual processes, open ports, and unexpected outbound traffic.
  4. Contain and rotate according to impact. Restrict access to affected systems and revoke or rotate credentials based on their actual permissions, validity, and possible exposure. Coordinate the timing with production owners.
  5. Restore from a known-good state. Rebuild compromised hosts from known-good backups or from scratch with current patches. Validate the pipeline configuration and build inputs before returning it to service.

What the evidence supports

NIST SP 800-204D, published February 12, 2024, provides guidance on securing CI/CD workflows, including the trustworthiness of tools and handling outside-contributor workflows. Jenkins’ January 24, 2024 advisory documents specific historical core and plugin issues. GitLab’s incident-response documentation and JetBrains’ TeamCity guidance provide platform-vendor recommendations for response and build isolation. These sources support treating build infrastructure as security-sensitive; they do not establish how often exposed build servers are compromised or rank this route against other entry points.
