The World Health Organization (WHO) provides guidance to help countries set their own standards; the European Union has directive-based requirements; and the US Environmental Protection Agency (EPA) set enforceable federal limits in 2024. Their numbers cannot be compared fairly without checking which chemicals each measure covers, whether it applies to individual PFAS or mixtures, and what legal and compliance rules go with it.
Does the WHO set one global PFAS drinking-water limit?
No. WHO guidance is not a universal treaty limit that automatically applies in every country. Its general drinking-water guidelines support national standard-setting, while its PFAS-specific guideline-value process remains under development.

WHO’s advice is to minimize PFAS contamination and achieve concentrations as low as reasonably practical, while balancing the risks associated with water supplies. It also recognizes that drinking water is only one possible exposure route: food, consumer products, and occupational exposure can contribute too.

What do the US federal limits say?
In its April 10, 2024 announcement, EPA said the National Primary Drinking Water Regulation set maximum contaminant levels (MCLs) of 4.0 parts per trillion (ppt) for PFOA and 4.0 ppt for PFOS, each individually. It also set MCLs of 10 ppt each for PFNA, PFHxS, and GenX chemicals.
The 2024 rule also set a hazard-index limit for mixtures containing two or more of PFNA, PFHxS, PFBS, and GenX chemicals. This is a different kind of measure from a separate concentration limit for one named chemical: it assesses a defined mixture using the hazard-index approach.
EPA estimated that 6% to 10% of the 66,000 public water systems subject to the rule might need to take action to reduce PFAS. That was an agency estimate about affected systems, not a measurement of the share of US residents exposed or of every water supply’s contamination.

- Removes 20X more contaminants than a traditional pitcher. Third-party tested to filter lead, chlorine, microplastics, PFOA, PFOS, and more contaminants other filters miss.
- Keeps good minerals in. Other filters strip out minerals. Aquagear targets nasty contaminants without removing healthy minerals like calcium and magnesium.
- Last 3X longer. Each Aquagear filter lasts 120 gallons—three times longer than most standard filters.
- Filter recycling included. Never throw another water filter in the trash again. We send you a postage-paid label so you can return your filter for recycling and keep it out of the landfill.
- Filter Media Made in USA. The Aquagear filter media is made in an ISO 9000 facility.
What changed after EPA announced the rule?
On May 14, 2025, EPA said it would retain the PFOA and PFOS MCLs, seek more time for compliance, and initiate action to rescind and reconsider provisions for PFHxS, PFNA, GenX, and the related hazard-index mixture requirements. EPA described the possible compliance extension as moving the date from 2029 to 2031.
That announcement described intended actions, including a future proposed rule; it does not by itself establish that the changes became final. The materials cited here do not establish the later status of federal rulemaking, litigation, court orders, or final compliance dates. Treat the 2025 plans as announced intentions, not as proof that the 2024 requirements or deadlines have since changed.
EPA’s 2024 rule announcement gave covered systems three years to complete initial monitoring and systems with exceedances five years to implement solutions. Those were the timeframes announced with the rule, not a verified statement of the current deadline after subsequent developments.

How does the EU framework compare?
The EU’s requirements come through its Drinking Water Directive and member-state implementation, rather than through WHO guidance. The European Commission says harmonized PFAS monitoring rules began applying on January 12, 2026, and member states must act when results exceed the applicable values.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe Commission’s 2026 announcement confirms directive limit values and systematic monitoring, but does not state the numerical parameter table. It points to technical guidance for “PFAS Total” and “Sum of PFAS.” Without the precise analyte list, legal scope, and measurement method, those measures should not be presented as directly equivalent to an EPA individual-compound MCL or hazard-index limit.
So, the available figures do not support a clean numerical ranking of EU requirements against the US limits. A meaningful comparison needs the applicable EU legal text and implementation details as well as the US rule provisions being compared.

What can—and cannot—be compared?
| Comparison point | Why it matters | What the cited material establishes |
|---|---|---|
| Legal force | Guidance and enforceable requirements do not have the same effect. | WHO provides guidance for national standard-setting; the EU framework arises from a directive and member-state implementation; EPA’s 2024 rule set federal requirements. |
| Chemicals covered | A limit for one compound is not automatically comparable to a measure covering a list or mixture. | EPA’s announced values name PFOA, PFOS, PFNA, PFHxS, and GenX chemicals; the hazard-index provision covers specified mixtures. EU monitoring guidance names “PFAS Total” and “Sum of PFAS,” but the Commission announcement cited here does not provide the full numerical table or analyte details. |
| Individual versus mixture measure | A mixture method cannot be read as though it were an individual-chemical threshold. | EPA announced individual MCLs and a separate hazard-index approach. The EU terminology refers to total and sum measures, which require their own analyte definitions and methods. |
| Implementation and compliance | A requirement’s start date and utility compliance period affect when it applies in practice. | EU harmonized monitoring began applying January 12, 2026. EPA’s 2024 timeframes and its 2025 announced plans must be distinguished; later legal status is not established by the cited material. |
| Geographic variation | National rules can add variation within a larger framework. | US states may set and enforce drinking-water standards if they are at least as stringent as EPA’s national standards. EU requirements operate through member states. |
Units also need to match: EPA announced its individual MCLs in parts per trillion. A sound comparison should identify units, analytical methods, detection or quantification limits, and the exact compounds included—not just compare the smallest headline number.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why does the numerical gulf look dramatic?
The contrast is real when comparing specific US limits with broad international guidance that does not supply one binding global PFAS value. But that does not mean the comparison is between equivalent standards. The WHO’s ongoing guideline-value process, EU total or sum monitoring approaches, and EPA’s compound-specific MCLs and hazard-index method answer different regulatory questions.

Legal status changes the meaning too. EPA’s MCLs are federal requirements; states may choose standards at least as stringent. EU obligations arise through its directive and national implementation. WHO guidance informs national decisions but does not itself impose a universal limit.

What should a water customer do with this comparison?
For a local answer, check your water utility’s water-quality information and consult relevant public-health authorities. A broad global comparison cannot tell you the PFAS level in a particular supply or whether local rules are stricter than the federal baseline.
EPA identifies granular activated carbon, reverse osmosis, and ion exchange as treatment approaches available to water systems. That does not establish how well a particular home filter will remove every PFAS in every local supply. Nor does a drinking-water standard address the other exposure routes WHO identifies, including food, consumer products, and occupational exposure.
