Start by testing a representative sample: a moist-paper test checks germination, while a separate soil test shows whether seedlings can emerge under planting conditions. The distinction matters because a seed can sprout on paper but still fail to establish in a seedbed.
Why are my paddy seeds not germinating?
Several problems can produce the same symptom: few or no seedlings. Check the seed lot and its history before changing your sowing method.

Low-quality, immature, or damaged seed
Immature, damaged, discolored, undersized, or poorly stored seeds may have low viability or weak vigor. IRRI describes good seed as pure and labeled, full and uniform, viable with good vigor, and free of weed seeds, seed-borne diseases, pathogens, insects, and other matter. Choose certified, labeled seed suited to your variety and region, or carefully select farmer-produced seed. IRRI’s good-seed benchmark is more than 80% germination with good seedling vigor (IRRI, “Using good, clean, and healthy seed”).

Freshly harvested seed may be dormant
Some rice varieties have a dormancy period immediately after harvest. IRRI’s seed-quality manual says this usually lasts up to about one month and can cause low or variable germination. The manual lists exposure to 40–42°C for 1–2 days and seed priming as treatments used to improve establishment, but these are not universal recipes; confirm local advice for your variety before applying heat or another treatment (IRRI, “Seed Quality”).

Stored seed absorbed moisture
Seed can absorb moisture from humid air if it is stored in a non-airtight container. Re-wetting can accelerate deterioration and contribute to mold or loss of germination. IRRI’s good-seed fact sheet recommends drying seed to 12–14% moisture before airtight storage, while its equilibrium-moisture guidance identifies below 12% as a safe seed-storage level. These are source-specific handling statements, not identical thresholds; follow local seed-storage standards and use a suitable meter if you need a measured moisture reading (IRRI good-seed fact sheet; IRRI, “How to determine the EMC”).
Testing or pre-germination was done poorly
Paper that is flooded rather than damp can deprive seed of suitable conditions and encourage rot; IRRI cautions against excess water in the paper test. During bag pre-germination, poor airflow or excessive heat can also harm seed. IRRI’s production manual warns that temperatures above 42°C can damage some seed (IRRI, “Rice Production Manual: Plant Establishment”).

How can I test rice seed germination at home?
Test a mixed sample from the lot rather than choosing only the best-looking seeds. IRRI gives 200 seeds as an example combined sample gathered from several small random samples. Use 100 seeds for each paper test and count how many germinate.

- Soak 100 seeds in water for 24 hours.
- Arrange the seeds on moist paper in a clean container, or roll them between damp paper towels. The paper should stay moist, not waterlogged.
- Keep the container closed and count germinated seeds on day three and day five.
- Calculate the percentage: number germinated divided by 100, multiplied by 100. With a 100-seed test, the count is also the percentage.
IRRI says seed should have at least 80% germination to be considered good. A result below that benchmark is a reason to investigate seed maturity, age, storage, or dormancy rather than assuming a different sowing technique will solve the problem (IRRI, “Using good, clean, and healthy seed”).

Why do seeds germinate on paper but fail in the field?
A moist-paper test measures whether seeds can sprout under favorable moisture conditions. It does not measure emergence through soil or survival in a seedbed. IRRI recommends a separate soil test and notes that emergence can often be 70% or less of the germination result.
- Sow two separate samples of 100 seeds in soil.
- Cover the seeds lightly, about 5 mm, and keep the soil moist.
- Count established seedlings after seven days.
If the soil-test count is much lower than the paper-test count, seed viability is not the only issue: soil moisture, sowing depth, or other establishment conditions may be contributing. The test compares outcomes; it does not identify a single cause by itself.

How long should I soak paddy seeds before planting?
Soaking time depends on the purpose and sowing method. For the home moist-paper germination test, IRRI specifies a 24-hour soak. For pre-germinating seed for planting, IRRI’s production manual describes soaking for about 24 hours or until small shoots appear, then shade-drying the seed in its bag with airflow for about 24 hours. Sow before roots grow longer than 5 mm; longer roots are more liable to be damaged during handling. Use a locally suitable protocol for the intended establishment method rather than treating these steps as universal for every variety (IRRI, “Rice Production Manual: Plant Establishment”).

How do I store paddy seed so it stays viable?
- Clean the seed and select full, uniform grains; remove weed seed and other matter.
- Dry it to the moisture level recommended by the storage guidance that applies in your area.
- Label the lot and store it in a clean, airtight container in a cool, dry place.
- Keep humid air from reaching stored seed, since re-wetting can reduce quality.
- If using a moisture meter, confirm that it is suitable for paddy and calibrated appropriately. IRRI’s moisture-meter page discusses its tester, but lists it as out of stock; the page is not evidence of current availability elsewhere (IRRI, “IRRI Moisture Meter”).
What to do when a seed lot tests poorly
- Low paper-test result: check whether the seed was harvested recently, was immature or damaged, or absorbed moisture in storage. If dormancy is plausible, seek variety-specific local advice before using heat or priming.
- Good paper result, poor soil result: investigate establishment conditions and compare sowing depth and moisture with the recommended local practice.
- Good results in both tests: keep the lot clean, dry, sealed, and labeled until sowing, and handle pre-germinated seed gently.
