Sending head office’s replaced laptops to depots can look like sensible reuse, but it may put the most failure-prone devices where downtime matters most. In a 2026 account, Serguey Shinder says his company changed its refresh order to prioritize device use and the consequences of failure; he reports fewer depot hardware tickets afterward. The account is a single company’s experience, not proof that the same policy or refresh ages will work for every fleet.
How the laptop cascade left depots with the oldest machines
In his October 1, 2026 DEV Community post, Serguey Shinder describes a familiar refresh cascade: new machines went to head office, the laptops they replaced moved to depots, and depot machines were eventually scrapped. The result, he says, was that depot staff used the oldest equipment even though their work depended on it.

Shinder describes shared depot terminals used across three shifts, including a terminal that stayed on and a location beside a roller door. He says a failed terminal could disrupt trailer planning. These are details from his account; the post does not identify the company, its country, laptop models, or how it measured use and failure.

What changed—and what the reported figures show
Shinder says the company bought around 300 machines a year. Before changing its allocation approach, he reports that depot devices generated three times as many hardware tickets per device as head-office machines. In the first year after the change, he says depot tickets per device fell by about half, while the number of laptops purchased “has hardly changed.”

How the company prioritized refreshes
Rather than assigning new equipment by office status, the company described in the post prioritized measured hours of use and the operational impact if a device failed. Its stated schedule was:

| Device role | Refresh interval in Shinder’s account |
|---|---|
| Shared depot terminal | Four years |
| Single-user office laptop | Five years |
These intervals describe that company’s policy; they are not a general standard. A fleet manager considering a similar approach should assess workload and hours, shared versus individual use, the work disrupted by an outage, and each device’s age and condition. The account does not establish that four years and five years are optimal intervals or that every depot should receive newer equipment.

A laptop suitable for another role is not automatically ready to be reassigned. Device suitability and information handling are separate checks: a machine may work well enough for depot tasks while still holding data that must be handled before reuse or disposal.

NIST Special Publication 800-88 Revision 2 describes media sanitization as making access to target data infeasible for a given level of effort and emphasizes an organizational sanitization program covering reuse and disposal. Organizations should apply a process appropriate to their information sensitivity and intended disposition, and keep records of the work performed.
For a distinct data-protection consideration, the FTC’s business guide advises considering whether laptop users need to store sensitive information locally. It gives access to centrally stored information without local storage as one possible approach. That is general guidance, not a description of the depot setup in Shinder’s post.

Donation is another path, not an assumption about this case
In its UK-specific domestic donation guidance, the UK Government calls for good-quality refurbished devices to be securely wiped. This provides context for organizations considering donation after internal reuse; it does not establish what Shinder’s company did or what rules apply outside the UK.
The guidance also cites estimates of around 1.7 million UK households without a laptop, tablet, or desktop computer and over 200 million unused devices in British homes. These are UK-context figures attributed in the guidance to other sources, not primary statistics about Shinder’s company or its depots.

What this account can—and cannot—tell fleet managers
- Useful principle: Allocation based on workload and the impact of failure may be more relevant than office status alone.
- Reported outcome: Shinder says depot hardware tickets per device fell by about half in the first year after the change; the post does not provide the underlying data or methodology.
- Not established: The account does not prove lower total costs, improved safety, a universal refresh interval, or that the allocation change alone caused the reported result.
- Before reassigning: Evaluate role fit and condition, then handle stored information through an appropriate, documented sanitization process.
Shinder’s conclusion was: “Allocating by use cost no more, and it put the new machines where the work is done.” That is his judgment about the company he describes, not a general cost finding.
