Oracle’s Project Lighthouse in Port Washington, Wisconsin, could receive customer-ready power later than its reported second-half 2027 target because a new high-voltage transmission connection still needs regulatory approval and construction. Aterio’s base-case estimate puts partial power around December 2027 and full site demand around October 2028, but those are modeled dates—not commitments from Oracle, the developer, utility or regulator.
Why a construction-ready campus can still wait for power
Project Lighthouse is a four-building data center campus being developed by Vantage for Oracle. Construction can progress while the separate grid connection remains unresolved: the campus needs a new high-voltage transmission connection, and the Wisconsin Public Service Commission (PSC) must approve it before American Transmission Company (ATC) can build the connection. Aterio reported that the original PSC review was closed after the commission withdrew its completeness finding, and that ATC refiled in September 2026. Aterio described the regulatory process as restarted even as campus construction continued. Aterio’s September 29, 2026 report

That sequence creates schedule risk, not proof that Oracle will miss its target. Aterio’s Head of Data Center Research, Javier Reyes, said: “Based on the public record, we see a meaningful risk that load arrives later than Oracle’s current guidance.” No direct schedule statement from Oracle, Vantage, ATC or the PSC was captured in the cited coverage.

The campus is described as requiring 1.3 gigawatts of total electrical demand, but that is not the same measure as its computing capacity. Aterio attributes 902 megawatts of critical IT load to the developer; utility and environmental records cited by Aterio describe 1.3 GW of total demand, including cooling and other site uses. The figures refer to different parts of the facility’s electrical needs, rather than conflicting estimates of the same capacity. Business Wire/Aterio, September 30, 2026

When could the campus receive power?
Aterio modeled three timelines from public filings, state law and earlier PSC cases. Its analysis reviewed filings through September 24, 2026. The estimates are not official dates or commitments by project parties or the regulator. “Partial power” does not mean that the full campus is energized.
| Aterio scenario | Partial power estimate | Full 1.3 GW estimate | Context |
|---|---|---|---|
| Earliest legal path | October 2027 | August 2028 | Aterio calls this unlikely because comparable Wisconsin cases have not moved this quickly. |
| Base case (180-day decision) | December 2027 | October 2028 | Modeled scenario; Aterio expects customer load to ramp mainly from Q1 2028 after commissioning. |
| Extended review (360 days) | June 2028 | April 2029 | Aterio says the PSC used its extension in every comparable large transmission case it reviewed. |
Aterio’s scenario analysis and its summary of the estimates set out these alternatives. They show why a 2027 customer target may be at risk, but they do not establish when the PSC will decide or when Oracle will begin serving customers.

- Space Saving: Maximum depth: 14.8". Use the wall mount network cabinet to maximize available space for retail locations, classrooms, back offices, network cabinets, and other locations where space is limited.
- Fast Heat Dissipation: The server cabinet is designed with vents to optimize airflow and avoid critical IT equipment overheating. Heat sink holes in the top, bottom, and rear panels are more conducive to heat dissipation.
- Sturdy Construction: Robust welded frame construction for durability and long service life. With 100 lbs wall-mounted load capacity and 200 lbs ground-mounted load capacity, you can place multiple devices in the server rack cabinet as needed.
- High Security: The locked glass door ensures the security of data and equipment. Wall mount rack enclosure server cabinet is ideal for use in public places such as offices, effectively protecting the security of your devices.
- Hassle-free Installation: Fully adjustable square-hole mounting rails of the wall mount server cabinet facilitate device installation. Wiring holes on the top, bottom, and rear panels provide you with easy cable routing.
Why first power is not the same as customer delivery
Even after grid power becomes available, the data center’s electrical and cooling systems need to be energized, tested and commissioned before they can support customer workloads. The Register reported that Aterio’s base scenario expects load to ramp mainly from the first quarter of 2028, following commissioning. The Register, October 2, 2026

So there are distinct milestones: approval and construction of the transmission connection; partial grid service; full site power; and commissioning and customer load ramp. A date for one milestone does not establish the date for the next.

- Adjustable Depth: 23-40'' adjustable depth is used for servers and network equipment, ensuring enough space for AV equipment, components, and cabling, while allowing you to access ports and equipment from multiple sides.
- Strong Load Capacity: Ground-Mounted Load Capacity: 500 lbs, Wall-Mounted Load Capacity: 150 lbs. The av rack is made of carbon steel for better weldability performance and can help save space while meeting your need to place multiple devices.
- User-friendly Design: Ergonomic design makes the open frame av rack easier to use. The additional top panel is able to place other items with more available space. Roller design moves anywhere and anytime, is convenient, and is more energy-saving.
- Complete Accessories: We provide the accessories you need, including 2 x Pallets, 145 x M5*10 Cross Head Screws, 4 x Casters, 4 x M10*50 Expansion Screws,10 x M6*12 Cage Nuts, 1 x Grounding Wire, 1 x User Manual.
- Wide Application: The server rack wall mount maximizes the use of available space, suitable for retail venues, classrooms, offices, and other places where space is limited.
What is known—and what remains uncertain
The available reporting establishes the basic source of risk: a large new transmission connection requires a regulatory process that restarted after the initial case was closed. Aterio’s timelines are useful as scenarios, while its own account characterizes the earliest path as unlikely and identifies longer review as a material possibility.
TechRadar Pro reported that ATC filed 564 additional documents during the review period. That count is reported by TechRadar and is not independently verified here against the underlying docket. TechRadar Pro, October 4, 2026

- An intelligent fan system designed for cooling audio video, DJ, server, network, and IT equipment racks.
- Protects rack-mount equipment from overheating, performance issues, and shortened lifespans.
- Programmable thermostat controller with automated speed control, alarm warnings, and backup memory.
- Premium anodized aluminum construction with CNC-machined detailing for a professional appearance.
- Size: 1U Rack Space | Design: Top Exhaust | Airflow: 60 to 300 CFM | Noise: 12 to 38 dBA | Bearings: Dual Ball
The practical conclusion is narrower than saying the campus definitely will be late: construction progress does not resolve the separate transmission approval and build schedule, and the available estimates leave open outcomes from partial power in late 2027 to a later ramp if review takes longer.
