OCR can read a clean scan and stumble over a phone photo because it works from the pixels it receives, not from the paper in front of you. Blur, low detail, uneven lighting, weak contrast, rotation, and small or crowded text can make characters harder to distinguish. Improve the image first, then check uncertain text rather than treating OCR output as a guaranteed transcript.
What makes a phone photo harder for OCR to read?
A photo captures a document under real-world conditions; a scan is typically made with the page positioned for capture. OCR software has to identify characters from the resulting image. Microsoft lists scan quality, resolution, contrast, light conditions, rotation, and text attributes such as size, color, and density as factors that can affect accuracy (Microsoft Learn, OCR capabilities and limitations).

- Blur or insufficient detail: Character edges may not be distinct enough to separate similar letters and numbers.
- Uneven light or weak contrast: Shadows, glare, or pale printing can reduce the visual separation between text and background.
- Rotation: A tilted or sideways page can be more difficult to process than upright text.
- Small, colored, or dense text: Text appearance and spacing can affect whether characters are detected and distinguished.
These are documented factors, not a diagnosis of any individual failure. Official guidance does not establish a single cause for every bad result, nor does it quantify how often OCR fails on phone photographs compared with scanner images.

- Check the image itself. Zoom in and confirm that the letters are legible, in focus, and not obscured by glare, shadows, or page edges. If the text is difficult for you to make out in the image, OCR may struggle too.
- Retake the photo in even light. Keep the document flat and the camera steady, and frame the page so the text is clear and upright. Avoid introducing blur or cutting off words when cropping.
- Use one clear image per document. Microsoft recommends supplying one clear photo or a high-quality scan for each document (Microsoft Learn, Read model OCR data extraction).
- Preserve image detail when uploading. For supported Amazon Textract inputs, AWS advises against converting or downsampling files before submission. It recommends high-quality input, ideally at least 150 DPI; this is an ideal-input recommendation, not a universal pass/fail threshold for phone images (AWS, Best Practices for Amazon Textract).
- Review the extracted text. Compare uncertain words, figures, names, and dates against the image before copying or using them.
Why OCR limits and confidence scores vary by service
There is no single pixel threshold or confidence score that applies to every OCR product. Published figures describe particular services and contexts, so they should not be treated as universal rules for all phone photos.

| Service guidance | Published detail | How to interpret it |

| Amazon Textract | AWS recommends high-quality input, ideally at least 150 DPI, and documents a minimum detected character height of 15 pixels. | The DPI figure is an ideal-input recommendation; the character-height figure is specific to Textract’s documented detection guidance. Neither guarantees a correct read. |
| Microsoft Document Intelligence Read | Microsoft documents image dimensions from 50 to 10,000 pixels and a minimum text height of 12 pixels for a 1024 × 768 image. | These are Read-model guidance, not universal OCR requirements. |

Use confidence to decide what needs checking
A confidence score is a signal for review, not proof that a word is right. AWS describes Textract confidence scores on a 0–100 scale and advises interpreting them according to the use case; its examples include a threshold as low as 50% for an archival scenario and 90% or higher for financial decisions. Those are AWS examples, not recommended thresholds for every service or task (AWS Textract best practices).

Microsoft says its OCR word-confidence scores range from 0 to 1 and gives 0.80 as an example cutoff for routing results between straight-through processing and human review. Microsoft recommends evaluating representative samples to choose a level suitable for the task (Microsoft Learn, OCR characteristics and limitations). For high-impact uses, validate the extracted information and send uncertain cases to a person rather than relying on a generic cutoff.

When a scanner is worth considering
If you digitize paper frequently, a document scanner may be a practical way to produce high-quality scans. For occasional pages, first try improving the phone capture and preserving the image detail. The available guidance supports high-quality input, but does not provide a controlled comparison showing that a scanner is always more accurate than a well-captured phone photo or that buying one is necessary.

Check language and product context
OCR support can vary by service, model, and language. AWS’s Textract documentation lists English, French, German, Italian, Portuguese, and Spanish for text detection, and says handwriting recognition is English-only. Microsoft’s OCR characteristics guidance says cursive-style handwriting is supported only for English. Confirm the current documentation for the specific product and model before relying on language or handwriting support; these capabilities can change.
