Two painters can quote the same Melbourne apartment hundreds of dollars apart and both be pricing honestly, because they are often pricing different jobs. The number of bedrooms is only a rough starting point. Price depends on which surfaces are included, how much preparation the walls and trim need, whether the colour or finish is changing, who moves the furniture, and what the building requires for access. Compare the written scope and assumptions before you compare totals.
Start with the scope, not the bedroom count
“Paint the apartment” can mean three quite different things: a walls-only refresh, a walls-and-ceilings repaint, or a wider interior job that also covers doors, frames, skirtings and built-in joinery. A one-bedroom unit quoted for walls alone is not equivalent to a one-bedroom unit quoted for a complete repaint, even though both are described the same way in a casual conversation.

Layout matters too. An open-plan apartment with extensive glazing may have fewer wall surfaces than an older, divided layout of similar floor area. Detailed doors and trim, by contrast, add substantial labour even in a small flat, because each door has faces, edges, frames and hardware to prepare and finish. Ask each painter to list the rooms and every surface type that is included, and to say which are excluded.

Preparation and condition change the price
Preparation is often the largest variable that does not show up in a headline rate. The difference between a few hook holes and a wall with widespread cracking, loose or peeling coating and failed previous repairs is large. Each condition calls for a different allowance for filling, sanding, stain treatment or coating removal.

- Minor marks: small holes, scuffs and everyday wear, usually handled with spot filling and sanding.
- Extensive defects: widespread cracks, peeling paint or patchwork from earlier repairs, which need more time and possibly more coats.
- Moisture damage: water stains or recurring marks near bathrooms, balconies or external walls. Painting over these without identifying the cause is not a fix.
- Structural movement: cracks that open or reappear after repair may signal a problem beyond the paint job and should be assessed by the appropriate trade before any painting is scheduled.
Long walls in strong side-light also show every imperfection. If you expect a flawless finish, the quote should say how much additional preparation is included to achieve it.
Colour change and finish expectations
Covering a deep or saturated colour with a pale one usually takes more coats and more careful priming than a like-for-like repaint. Feature walls, stained timber, glossy trim and mixed sheen requirements also change the proposed product and the number of steps involved. A quote that does not mention colour and finish is leaving the most important assumption unstated.
- Similar colour, same sheen: typically the most straightforward scope.
- Dark to light, or any strong colour change: expect additional coats or primer, and ask how many coats are priced.
- Glossy trim, doors and skirtings: check whether the sheen is being changed and whether the existing finish needs sanding or treatment first.
Occupied and vacant apartments run differently
A vacant apartment gives painters a direct sequence: rooms can be prepared and finished in order, and furniture does not need to be moved around. In an occupied apartment, furniture may have to be relocated or wrapped, and rooms may need to be completed in stages so that residents keep access to bedrooms, the kitchen or the living area. Staging adds time, and time is labour.

Ask two specific questions: who moves furniture and removes or refits wall-mounted items, and what floor, lift and corridor protection is included. If the answer is “we’ll cover what we can,” the quote is not yet comparable with one that lists protection in writing.
Building access and logistics
In a managed apartment building, access rules often affect the labour a painter must allow for. Common examples include:
- booked service lifts and limits on how many trips can be made for materials and equipment;
- loading windows and restrictions on where vans may stop;
- parking availability for the crew and materials;
- concierge or building manager check-in, and access fobs or keys that must be arranged in advance;
- contractor working-hour limits, which can shorten the effective day;
- protection of shared corridors, lobbies and lift interiors.
A tower apartment with booked lifts and short loading windows can involve a very different workday from a low-rise unit with easy parking. Give the painter these rules before the quote is finalised. Do not assume the building process is simple; confirm it with the building manager or owners corporation.

A cheaper total can simply cover less work. Ask each painter to clarify differences in writing before deciding which quote is better value. The lowest bid is not automatically the weakest one, and the highest is not automatically the most thorough.

Consumer Affairs Victoria states that a lot owner is entitled to renovate or refurbish the interior of an apartment or unit, and must notify the owners corporation if the work requires a building or planning permit. Its guidance also says an owner must keep the exterior of the lot in good and serviceable repair. An ordinary interior repaint is not the same as work that affects exterior appearance or common property, so confirm the building’s practical access arrangements and any scheme requirements for your own situation.

Getting a more accurate estimate
Sending the same information to every painter is the simplest way to make quotes comparable. Include:
- The suburb and building type, such as a tower, mid-rise or low-rise unit.
- The number of bedrooms and bathrooms.
- Each room and surface type you want painted, including whether ceilings, doors, frames and skirtings are included.
- Whether the apartment is occupied, and whether furniture must be moved.
- Clear room photographs, plus close-ups of visible cracks, patches, water marks or colour changes.
- The number of doors if trim is included.
- Known parking, lift, loading and work-hour rules, and any check-in requirements.
- A target start or completion date.
Even with good information, a site inspection may still be needed to assess hidden or extensive preparation. Treat a quote given without seeing the defects as provisional until the painter has.
