What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A Cloudflare rate-limit rule locks out legitimate players when its matching expression catches a game request that real players send often, and its counter groups those requests under a shared key such as the client IP address. Once the count reaches the threshold, the rule’s action (Block, Challenge, or Log) applies for the configured mitigation timeout. The fix is to identify the exact rule and endpoint responsible, check who shares the counter, and validate any change with the Log action before enforcing it.
How a rate-limit rule decides to act
Cloudflare describes a rate-limiting rule as a combination of an expression that matches traffic and an action to apply when that traffic exceeds a limit. Six elements work together:
As an Amazon Associate I earn from qualifying purchases.
- Matching expression: the criteria that select which requests the rule evaluates, such as a host, URI path, or method.
- Counting characteristics: the fields that decide which requests are grouped together for counting. An IP-based characteristic groups everything from one address into a single counter.
- Period: the window over which requests are counted.
- Threshold: the number of requests in that period that triggers the action.
- Action: what happens to the client once the threshold is reached.
- Mitigation timeout: how long the action continues to apply.
By default, the action applies for its full configured duration after the rate is reached. Enterprise customers can instead configure throttling above the threshold, which slows requests rather than applying the action for the entire duration. Which characteristics, durations, and throttling options are available depends on the Cloudflare plan, so confirm your plan’s options in the rule editor before changing anything.
A lockout is therefore a predictable chain: a rule matches a game endpoint, the counting characteristic groups a player’s requests with those of others, the threshold is crossed, and the action persists for the timeout. Nothing in this chain requires an attacker. A normal play session that sends many matching requests in a short window can trigger it, and so can a group of players who appear to Cloudflare as one client.

Why legitimate players get caught
The expression matches more than the sensitive endpoint
The most common cause is an expression that is broader than intended. A rule written to protect a login or purchase route may match a path prefix that also covers asset loading, matchmaking polls, or telemetry. Cloudflare’s best-practice guidance recommends matching the exact URI path and checking it against observed attack traffic, not guessing at a pattern. A rule that matches an endpoint the client calls many times per minute will trip at a threshold that normal play can reach.
An IP counter groups many players into one
When the counting characteristic is the client IP, every player behind the same public address shares a counter. Cloudflare’s parameter reference states that IP-based counting in high-traffic NAT environments can cause false positives. Households, internet cafés, schools, corporate networks, and mobile carrier NAT all fit this pattern. Ten players on one connection can exhaust a threshold that was tuned for one user.
Consider whether an available characteristic can distinguish clients more accurately, but check the plan restrictions listed in Cloudflare’s documentation first. Do not assume every game client sends a stable or safe identifier. A client-generated value that players can change or that is missing for some sessions will make the counter unreliable.

The counter counts every request, including successful ones
A login or code-validation endpoint often returns different status codes for failed and successful attempts. Cloudflare’s best-practice guidance recommends counting only error responses, such as 401 or 403, in that case. Counting only failures means valid submissions never consume the threshold. If the application returns the same success status for valid and invalid submissions, Cloudflare’s example falls back to request-based counting with a lower threshold. Those examples illustrate configuration; they are not recommended thresholds for game servers.
Counters are per data center
Cloudflare maintains counters for each characteristic combination and does not support a global rate-limit counter across its network. Counters are kept per data center, with an exception for data centers associated with the same geographic location. A player whose requests reach different data centers may therefore be counted in different places, and a threshold that looks generous for one region can behave differently when traffic is spread across several. When you compare traffic figures with the rule’s behavior, make sure you are looking at the data center that served the affected players.

- Identify the rule that could match the affected requests. Compare its expression with the path, method, and host the game actually uses. If the game uses several hostnames, confirm which one the expression evaluates.
- Inspect the counting characteristics. Determine whether the counter is keyed on IP address or another field, and how many real players can share that key.
- Review the threshold, period, action, and mitigation timeout together. A modest threshold over a long period and a long timeout can keep a player blocked well after a burst of requests has ended.
- Compare those settings with the game’s actual request flow. Capture how often a single session calls the matched endpoint during normal play, startup, reconnects, and matchmaking retries.
- Check whether the matched endpoint returns distinguishable status codes. If it does, the counter should be limited to failed responses.
- If the site rewrites the Host header with Origin Rules, confirm which hostname the counter sees (see the section on rewritten hosts below).
Cloudflare’s dashboard exposes these settings, supports a custom counting expression, and lets you save a rule as a draft before deploying it. Use the draft state to test edits without affecting live players.

Choosing an action
The action determines how severe a false positive is. Use the table below to decide which action fits each stage of a fix.
| Action | Effect on a legitimate player who is counted | Appropriate use | Caveat |
|---|---|---|---|
| Log | No interruption; the match is recorded. | Validating a new or changed threshold against real traffic. | Protects nothing while active. Its results show what would have been blocked, so you need to review them. |
| Challenge | The client must pass a challenge before continuing. Players may see friction rather than a hard stop. | Endpoints where a human-or-bot check is acceptable. | Game clients that cannot solve a browser challenge may fail. Challenge duration selection is limited to Enterprise plans; Free, Pro, and Business challenge behavior uses request throttling. |
| Block | The request is denied for the mitigation timeout. | Clearly abusive traffic after a validated threshold. | Produces a hard lockout for every player sharing the counter key until the timeout ends. |
Mitigation timeouts accepted by the API include 0, 10, 60, 120, 300, 600, 3600, and 86400 seconds, according to Cloudflare’s parameter documentation. Dashboard options can differ by plan, so check the values your rule offers before choosing one.

Retuning the rule safely
Follow this sequence before enforcing any stronger action:
- Narrow the expression to the sensitive operation. Replace broad prefixes with the exact path and method.
- If the endpoint distinguishes failures, count only error responses such as 401 or 403.
- Re-key the counter if the current characteristic groups many players together, and only where the plan supports a characteristic that separates them.
- Set the threshold from observed legitimate traffic for a single session, with headroom for reconnects and retries. Choose the period and timeout to match how long an abusive burst actually lasts.
- Deploy with the Log action and review matches against known legitimate sessions.
- Move to Challenge or Block only after the logged matches show no legitimate players being caught.
Cloudflare’s guidance is to use Request Rate Analysis, where your plan makes it available, to inspect traffic before choosing characteristics and a duration. That analysis shows how traffic is distributed, which helps you pick a threshold, but it does not replace testing with your own game’s sessions.

Editing the rule’s matching expression, action, or mitigation timeout is the control you have over an active lockout. Cloudflare’s documentation does not promise that every mitigation disappears immediately after an edit, and the timing depends on the rule and zone. Do not tell players to expect a specific recovery time until you have checked the rule’s current state and timeout. If the timeout is long, narrowing the expression or switching the action to Log stops new matches, while the remaining duration on an existing block is governed by the rule configuration.

Less common behaviors that can mislead the diagnosis
Fail-open during infrastructure overload
Cloudflare’s troubleshooting documentation states, “Cloudflare rate limiting rules operate in fail-open mode (allowing requests through rather than blocking them) during infrastructure overload.” During such events, affected requests may not update counters or be rate limited, and Cloudflare notes there is no customer-visible signal for these fail-open events. This matters when a rule seems not to block traffic it should catch. It does not explain why a player was locked out, so do not use it as an explanation for a false positive.
Rewritten hosts can split the counter
If Origin Rules rewrite the Host header and the rate-limit expression or counting characteristic uses http.host, the counter may not match what you expect. Cloudflare’s troubleshooting guidance offers three options: remove the host condition, use the rewritten host, or include both hostnames in the counting expression. Check this only when your site performs such a rewrite and the observed counter behavior suggests a mismatch.
Evidence limits on safe thresholds
Cloudflare’s documentation includes numerical examples and available timeout values, but it does not publish measured data about player traffic or a universally safe threshold for games. Any threshold you choose has to come from your own game’s request logs and session patterns.
