Its government argues that its 1991 declaration restored an independence it had briefly held in 1960, and that decades of separate self-government support its claim. Somalia and the African Union reject that claim and uphold Somalia’s territorial integrity; the dispute has no resolution established by the sources cited here.
Why recognition is the goal
For Somaliland’s leadership, recognition is an explicit foreign-policy objective: it wants other governments to deal with Somaliland as a sovereign state, rather than as part of Somalia. In his December 2024 inaugural address, President Abdirahman Mohamed Abdullahi pledged to intensify efforts to secure recognition, according to the Associated Press.

That objective is political and diplomatic. Recognition means formally accepting Somaliland as a state; it does not, by itself, guarantee particular aid, financing, or membership in international institutions. The sources cited here do not establish that any of those outcomes would automatically follow.

The 1960–1991 timeline
Somaliland’s government presents its claim as restoration, not secession or the creation of a new state. The Somaliland Ministry of Foreign Affairs’ country profile says British Somaliland became independent on 26 June 1960, then entered a union with Somalia. It says Somaliland reasserted its sovereignty on 18 May 1991, after the Somali state collapsed.

The ministry says more than 30 states recognized Somaliland after its 1960 independence. That is the government’s account of recognition at that time—not a count of states recognizing Somaliland today, and not an independently adjudicated finding about the legal effect of the union.
Colonial-era borders and separate government
Somaliland’s argument also emphasizes that its claim follows the boundaries of the former British Somaliland. The Council on Foreign Relations describes this as part of Somaliland’s effort to distinguish its case from other separatist claims: its advocates say they seek recognition within a pre-existing colonial-era boundary and point to the territory’s separate institutions and long period of self-government.

Those facts inform Somaliland’s argument; they do not settle it. The sources document competing positions rather than a definitive legal judgment on whether the 1960 union was valid, ended, or can now be reversed.

Why Somalia and the African Union oppose recognition
Somalia regards Somaliland as part of its sovereign territory and opposes recognition of it as a separate state. The African Union Commission’s position is likewise grounded in Somalia’s unity, sovereignty, and territorial integrity, as well as respect for inherited borders. In a statement dated 26 December 2025, the Commission rejected recognition and reaffirmed Somalia’s unity and sovereignty.

The core disagreement is over which principle should carry more weight: Somaliland’s asserted prior independence, distinct borders, and separate self-government, or Somalia’s sovereignty over its internationally recognized territory. The AU’s statement expresses a political and institutional position; it is not a court ruling that resolves the competing legal arguments.
| Issue | Somaliland’s position | Somalia and AU position |
|---|---|---|
| Historical premise | Somaliland’s government says the territory was independent in 1960 and restored its sovereignty in 1991. | Somalia claims sovereignty over Somaliland; the AU affirms Somalia’s unity and sovereignty. |
| Border framing | Somaliland’s advocates emphasize the former British Somaliland boundary. | The AU emphasizes territorial integrity and respect for inherited borders. |
| Recognition | Somaliland seeks formal recognition as a sovereign state. | Somalia and the AU reject recognition of Somaliland as separate from Somalia. |
How the recognition campaign intersects with Ethiopia’s search for sea access
The dispute gained a strategic dimension when Ethiopia, a landlocked country, pursued reliable access to the sea. In January 2024, Ethiopia and Somaliland signed a memorandum of understanding. Ethiopia described it as broad cooperation, while the Associated Press reported the political exchange as involving coastal access for Ethiopia and recognition for Somaliland. Somalia objected, and the memorandum prompted regional concern.

A later diplomatic track set a different framework. In the December 2024 Ankara Declaration, Ethiopia and Somalia affirmed sovereignty and agreed to pursue discussions on sea access under Somalia’s sovereign authority. The declaration shows how the question of access to the coast can become tied to Somaliland’s recognition campaign, while also making Somalia’s sovereignty a central issue in negotiations.

On 26 December 2025, the UN Department of Political and Peacebuilding Affairs reported that Israel had announced recognition of Somaliland. Somalia and the African Union rejected the move, and the Associated Press reported further rejections the following day. This was a reported Israeli recognition amid opposition, not evidence that the dispute had ended or that Somaliland had gained universal acceptance as a state.

The sources cited here do not provide a complete, current state-by-state register of recognition as of 3 October 2026. They therefore do not support a definitive claim about how many states recognize Somaliland now, or a sweeping statement that none do or that it is widely recognized. The central reason for Somaliland’s campaign remains its bid for formal sovereign status, grounded in its own account of history and opposed by Somalia’s territorial-integrity claim.
