Somaliland is a self-governing territory in the northwest of the Horn of Africa that declared independence from Somalia in 1991. It runs its own institutions, but its sovereignty is disputed: Somaliland asserts that it is an independent republic, while Somalia’s federal government considers it part of the Federal Republic of Somalia.
That distinction matters. Somaliland governs itself in practice, but its international status is not broadly settled. Israel announced recognition in December 2025; Somalia rejected the move, and the African Union and United States have maintained positions supporting Somalia’s territorial integrity.

Where is Somaliland?
Somaliland lies along the Gulf of Aden, across from Yemen, in the northwest of the Horn of Africa. It borders Djibouti and Ethiopia, and Hargeisa is its capital. Mogadishu, farther south, is the capital of Somalia’s federal government.
The eastern boundary is contested: Puntland, a federal member state of Somalia, disputes some Somaliland territorial claims. Boundary descriptions and maps should therefore be read as claims rather than an uncontested line. The Gulf of Aden location and Berbera port have attracted strategic and investment attention. A Council on Foreign Relations backgrounder describes the port development arrangement with DP World and Ethiopia’s 2024 memorandum of understanding concerning sea access; it is historical context, not confirmation that the same terms or negotiations remain current. How did Somaliland and Somalia become politically distinct?
- 26 June 1960: The former British Somaliland became independent, according to Somaliland’s foreign ministry. The ministry says it was recognized by more than 30 states; that count is its own claim and is not independently established here.
- 1 July 1960: British Somaliland united with the former Italian-administered territory to form the Somali Republic. Both Somaliland’s foreign ministry and Somalia’s presidency describe the union, though their legal framing differs.
- 1991: After the collapse of the Somali state, Somaliland’s leaders declared independence from Somalia. Somaliland describes this as a reassertion of sovereignty; the Council on Foreign Relations describes it as a declaration of independence.
The disagreement reaches back to the union itself. Somaliland’s foreign ministry says no mutually ratified Act of Union was concluded. Somalia’s official account presents the union as the creation of a unified, independent Somali state. These are the parties’ competing accounts; the practical fact that Somaliland governs itself does not, by itself, resolve the legal dispute. What is different in practice?
The main difference is administration: Somaliland operates separate governing institutions and electoral processes, while Somalia’s federal institutions are based in Mogadishu. Their distinct administrations and official positions are not the same thing as international agreement on statehood.
| Area | Somaliland | Federal Republic of Somalia |
|---|---|---|
| Official position | Its government calls it the Republic of Somaliland and asserts sovereignty. | Its federal government claims the territory as part of Somalia. |
| Administration | Operates its own governing institutions and electoral processes. | A federal parliamentary republic, with federal institutions based in Mogadishu, according to Somalia’s presidency. |
| Capital | Hargeisa. | Mogadishu. |
| Currency | Somaliland authorities issue a Somaliland currency, as described by the Council on Foreign Relations. | The Somali shilling (SOS), according to Somalia’s presidency. |
| International standing | Israel announced recognition in December 2025. Somalia rejected the move; the African Union opposed unilateral recognition, and the United States maintained its territorial-integrity position, according to the Associated Press. | The African Union’s 2026 statement reaffirmed respect for Somalia’s sovereignty, unity, and territorial integrity. |

What is Somaliland’s international status?
Somaliland’s government describes it as a sovereign republic; Somalia’s government says it remains part of Somalia. Somaliland’s long-running self-government is distinct from the question of whether other states recognize it as sovereign.
The diplomatic picture shifted in December 2025, when Israel announced recognition. Somalia rejected the decision. The Associated Press reported that the U.S. State Department continued to recognize Somalia’s territorial integrity, including Somaliland, and that African Union and IGAD officials opposed unilateral recognition. In January 2026, the African Union Commission said unilateral recognition was “null and void” and reaffirmed Somalia’s territorial integrity, invoking the African Union’s Constitutive Act and international law. These are attributed positions, not a universally accepted resolution of the dispute. Associated Press, 27 December 2025; African Union Commission, 2026.

A neutral, concise description is: “Somaliland is a self-governing territory that declared independence from Somalia in 1991; its sovereignty is disputed, with Somaliland asserting independence and Somalia claiming the territory as part of the Federal Republic of Somalia.” For current diplomatic context, add that Israel announced recognition in December 2025 and identify the responses by Somalia, the African Union, and the United States with their dates and attribution.
