A file download comes from a different server over a potentially different network route, and its app may display a different unit. So a lower download rate does not automatically mean the speed test is wrong—or that your internet plan is underperforming.
What a speed test measures—and what it doesn’t
A speed test estimates how much data can move between your device and the test server under the conditions of that test. It does not measure the connection to every website, game server, cloud drive, or software-update server you might use. Google notes that server location can affect results and that congestion may occur on your home Wi-Fi or ISP network (Google Home and Nest Help).

Ookla’s Speedtest methodology illustrates why a test result is not a promise of the rate for a particular file. Speedtest mainly uses TCP, with HTTP as a fallback for compatibility. Its download test makes multiple connections, requests data in chunks, adjusts chunk and buffer sizes in response to transfer speed, and may add connections as the test runs (Ookla’s explanation of Speedtest). These are details of Ookla’s service, not proof that every speed-test provider uses the same method.
First, check whether the displayed units match
Speed tests commonly show megabits per second (Mbps), while download apps may show megabytes per second (MB/s). A byte contains eight bits, so divide Mbps by eight to get a rough MB/s equivalent. For example, 80 Mbps is about 10 MB/s in decimal units. A real download can be slower than that estimate because of transfer overhead and changing network or server conditions.
#1 Best Overall
- DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
- AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
- CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
- EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
- OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.
Why a real download can be slower
The download server and route are different
Your file may come from a distant or busy server, or travel through network segments that the speed test did not use. The FCC report describes webpage performance as dependent on multiple factors, including the in-home network, the ISP network, the remote server, and congestion elsewhere. Its relevant text is available in a secondary-hosted copy of the report (FCC Measuring Broadband America report).
Wi-Fi or household traffic may be limiting the device
The wireless link between your device and router can be slower than the broadband service reaching your home. Other active devices and congestion on the ISP network can also affect a test or download. A speed-test result from one device and one moment cannot rule out these bottlenecks at another time or on another connection.

- Connect more devices than ever before - Wi-Fi 6 technology simultaneously communicates more data to more devices using OFDMA and MU-MIMO while reducing lag dramatically
- Powerful Dual-Core 900MHz Processor – Handles multiple data streams simultaneously for reliable performance across your devices. Ensures smooth streaming, online gaming, and video conferencing without buffering or lag.
The download app and test behave differently
A speed test deliberately transfers data to estimate throughput along its test path. A file download depends on the file host, its delivery route, the app, and conditions during that transfer. Ookla also measures ping and responsiveness under load alongside download and upload throughput; a high peak download figure alone does not show how every application will respond (Ookla’s Speedtest accuracy guidance).

How to find where the difference comes from
- Compare units. If the test shows Mbps and the download app shows MB/s, divide the Mbps figure by eight for a rough comparison. Allow for overhead and changing conditions.
- Repeat the test and note its server. Server location and current load can affect the result. Google’s guidance is: “Test against a server that’s close to you and the results will be faster.” (Google Home and Nest Help)
- Compare wired and Wi-Fi results on the same device. If Ethernet consistently gives a higher result, the wireless link may be contributing to the slowdown; that does not establish that the ISP or file server is otherwise problem-free. A Cat 6 Ethernet cable can help with this diagnosis, but it is not a guaranteed speed upgrade and will not fix ISP congestion or a slow remote server.
- Try downloads from more than one source. If one host is slow while others are not, that points toward that service or its delivery path as a possible factor—not a definitive diagnosis.
- Repeat at another time and pause heavy household traffic. Congestion can be on home Wi-Fi or the ISP network, so comparing quieter conditions may help identify whether competing use is involved.
- Contact your ISP with comparable results. If wired tests to multiple servers remain below your subscribed plan under quiet conditions, share the dates, server names, and results with your ISP. The available sources explain why these controls matter but do not establish a universal threshold for when a particular plan is underperforming.
When comparing speed-test results
- Use the same device and compare wired with wired or Wi-Fi with Wi-Fi.
- Note the test-server location and operator.
- Compare results taken at similar times and with similar household traffic.
- Check that both figures use the same unit: Mbps and MB/s are not interchangeable.
- When comparing a test with a file download, account for the file host and route being different from the test server.
