Electro Rover’s damage often falls short when Electric Surge is not built to its maximum, Overshock is used in the wrong form, or Rover leaves Apex Resonance before finishing its enhanced attacks. Fix the combat sequence first; then tune Energy Regen, Echoes and weapons for Rover’s job as either an on-field damage dealer or a support. Current build guides disagree on the best set and weapon, so there is no single universally supported setup.
Why Electro Rover can feel weak
Electro Rover’s kit has a resource gate and a limited damage window. Normal Attack and Resonance Skill hits restore Electric Surge. At maximum Surge, Overshock replaces the usual Resonance Skill. Tapping Overshock provides a team ATK bonus; holding it enters Apex Resonance, the state used for Rover’s extended damage sequence. In Apex Resonance, Thrum of All Sounds can chain into other Rover attributes. Its hits restore Thunder Rage and trigger Thunder Bane. The sequence is therefore not just a matter of pressing Liberation whenever it is ready: leaving the state early can cut off the enhanced portion of the rotation.
Check the exit before swapping
Outro Skill ends Apex Resonance and clears Thunder Rage. If Rover is your on-field damage dealer, complete the Thrum of All Sounds sequence you intend to use before triggering Outro. Switching out early can also end the 20% Resonance Skill DMG bonus that Wutheringlab says holding Overshock grants for 20 seconds. Wutheringlab’s Rover Electro build page describes those effects.

Fix the combat loop before changing the build
- Build Electric Surge: Land Normal Attacks and Resonance Skill hits consistently. If Overshock is not becoming available, check whether attacks are connecting rather than being interrupted or mistimed.
- Choose the right Overshock: At maximum Surge, tap for the listed team ATK benefit when playing a support route, or hold to enter Apex Resonance for the extended damage route.
- Use the enhanced window: In Apex Resonance, use Liberation and the available Thrum of All Sounds casts before Outro. Do not exit the state early if Rover is meant to deal damage on field.
- Check Liberation timing: If it is not ready when the sequence calls for it, test more Energy Regen before giving up a large amount of CRIT or ATK. The reviewed build guides both prioritize Energy Regen, though neither establishes a universal threshold.

Choose a rotation for Rover’s role
Wutheringlab lists separate support and DPS sequences. They share an opening; the DPS version adds seven Thrum of All Sounds casts after Liberation. Treat these as routes to try, not proven optimal rotations: the page does not give team-specific timing or controlled performance results. Wutheringlab provides the listed sequences, while Wuthering Waves DB confirms that Outro ends Apex Resonance and clears Thunder Rage.

Make sure Overshock has put Rover into Apex Resonance before attempting the Thrum of All Sounds extension. The listed route takes more field time than the support route, so compare its value with how quickly your team needs Rover to pass control to the next Resonator.
Build Echoes around the job, not a supposed consensus
The two current guides reviewed do not agree on one best Echo set. WuwaBuild recommends Moonlit Clouds, while Wutheringlab separates its recommendations by role. Choose a setup that fits how long Rover stays on field and whether the team needs damage or support; then compare the result with the Echoes you actually own. WuwaBuild’s Electro Rover guide and Wutheringlab’s guide give different recommendations.

Wutheringlab’s 125–130% Energy Regen figure is a build target from its page, updated October 2, 2026—not a measured average or a proven requirement for every team. Use it as a starting point and judge whether Liberation arrives in time for your intended rotation.

Weapons and talent investment
Weapon rankings also differ between the guides, so the available evidence does not support calling one weapon universally best. WuwaBuild ranks Blazing Brilliance first, followed by Red Spring and Azure Oath, and describes Feather Edge as its budget pick. Its stated weapon percentages come from calculations, and it notes that some weapons offer quality-of-life benefits that are not quantified. Wutheringlab instead lists Emerald of Genesis first, noting its CRIT Rate and Energy Regen along with ATK stacking after Resonance Skill use. WuwaBuild and Wutheringlab publish these differing recommendations.

If materials are limited, both guides support investing in Forte Circuit and Resonance Liberation early. WuwaBuild’s order is Forte Circuit, Resonance Liberation, Basic Attack, Resonance Skill, then Intro Skill; Wutheringlab says to upgrade Liberation and Forte first.
