Farmer leader Gurnam Singh Charuni called for farmers to gather on October 5 near Shaheed Udham Singh Chowk in Shahabad, Kurukshetra, to protest what he described as slow paddy procurement and unfinished field verification. His claim that no paddy had yet been purchased or lifted was reported by Hindustan Times on October 3, 2026; the report did not independently establish a statewide procurement tally.
When and where is the October 5 protest?
Charuni urged farmers to assemble near Shaheed Udham Singh Chowk in Shahabad, in Kurukshetra district, on October 5, 2026, according to Hindustan Times. The report describes this as Charuni’s call; it does not confirm whether the gathering subsequently took place.

Why is Charuni criticising the paddy procurement process?
The dispute concerns both the start of government procurement and the field checks for crops registered on Haryana’s Meri Fasal Mera Byora portal. Charuni said procurement had not begun in practice despite an earlier start date, and alleged that delays in verifying registered paddy were enabling corruption. Those are his claims as reported, not independently established findings.
Procurement date and reported delay
Paddy and bajra procurement usually began on October 1, the report says. The Union government approved advancing the 2026 start date by two days, to September 29, with the approval reported on September 28. Charuni said that even after the date was advanced, “not even a quintal” had been purchased or lifted at mandis. Hindustan Times provided no independently verified statewide purchase or lifting total.

Field verification of registered paddy
The report says the government ordered field verification for nearly 24 lakh acres of registered non-basmati paddy on Meri Fasal Mera Byora. It describes concern that some basmati growers may have registered their crop as non-basmati to qualify for minimum support price (MSP). Charuni accused the government and bureaucracy of failing to complete the verification and alleged that the delay enabled corruption. The report does not establish that misregistration or corruption occurred.
How does the October 5 call follow the earlier protest?
On September 22, farmers and activists attempted to block National Highway 44 at Shahabad to demand early procurement, according to the report. Police used force to move them away from the highway. The protesters then held a day-long sit-in on a state highway, which ended after an assurance that procurement would begin early.

What has the Haryana government said?
Chief minister Nayab Singh Saini visited the Ladwa grain market in Kurukshetra and said the state was monitoring procurement. He asked farmers to bring paddy meeting the prescribed moisture standard of 17%. Saini also said: “Every grain of the farmer’s paddy crop brought to the grain market will be purchased.” The report presents this as the government’s assurance; it does not provide a subsequent tally showing how much paddy was purchased.
What is established—and what remains a claim?
The October 3 Hindustan Times report provides the date and location of Charuni’s planned gathering, the preceding September 22 protest, the reported procurement-date change, and the parties’ stated positions. Its account does not independently verify the statewide status of purchases, the completion of field checks, or Charuni’s allegation of corruption. The distinction matters: a stated procurement start date and a political leader’s account of activity at mandis are not the same as an official or independently verified purchase total.
