Those are different problems: a portal mismatch may be fixable, while blocked or time-barred credit may not be claimable at all. Start with the invoice and your own eligibility—not just the amount shown in GSTR-2B.
First, distinguish a portal delay from ineligible credit
GSTR-2B is a static, period-wise statement containing invoice-level information reported by suppliers and other data. It can help you reconcile purchases, but it is not a ruling that every listed amount is eligible—or that every amount not listed is permanently lost. The GST Portal instructs taxpayers to self-assess eligibility and account for cases the system has not generated.

Under section 16 of the Central Goods and Services Tax Act, 2017 (CGST Act), a registered person may claim credit on goods or services used or intended for use in the course or furtherance of business, subject to statutory conditions and restrictions. In general, check that you hold the required tax document, received the supply, meet the applicable tax-payment and return requirements, and are within the claim period. Section 17 also restricts or blocks certain credits, including amounts attributable to non-business or exempt-supply use. A tax component on which depreciation has been claimed for capital goods cannot also be claimed as ITC.

Why ITC is missing, delayed or unavailable
| Cause | What to check | Likely next step |
|---|---|---|
| Supplier omission or incorrect reporting | Supplier GSTIN, invoice number and date, taxable value, tax amounts and place of supply against the invoice and GSTR-2B | Ask the supplier to report or correct the invoice through the applicable return process, then reconcile the relevant period. |
| Supply not yet received | Delivery, goods-receipt or service-acceptance evidence | Do not claim before the receipt condition is met; assess reversal and later reclaim rules if credit was already taken. |
| Invoice unpaid for more than 180 days | Invoice date, amount paid, unpaid balance and whether reverse charge applies | Review the proportionate reversal and interest; after payment, assess re-availment under the applicable provisions. |
| GSTIN or place-of-supply mismatch | Recipient registration on the invoice, state of the recipient registration that received the supply, and legally applicable place of supply | Resolve whether the invoice or tax treatment is wrong; a portal edit alone may not fix a substantive error. |
| Claim deadline or blocked-credit rule | Relevant financial year, applicable statutory deadline, business/exempt use and section 17 restrictions | Verify the current law and calculate whether the amount is claimable, must be apportioned or is blocked. |
| Duplicate, amended or credit-note entry | Invoice and debit/credit note amendments, tax heads, periods and prior claims | Reconcile the accounting entry with the supplier document and returns before claiming or reversing. |
Supplier has not reported the invoice—or reported it incorrectly
Compare the supplier’s reported details with your tax invoice and purchase ledger. An omitted invoice or an error in the GSTIN, invoice number, date, value, tax amount or place of supply can prevent a clean match. Ask the supplier to report or correct the entry using the return process applicable to that filing period. Keep the request and the corrected details with your reconciliation. Do not assume a correction will appear in a particular month; timing depends on the relevant filing period and current portal workflow.
Goods or services have not been received
Receipt is an independent section 16 condition, even if the invoice appears in GSTR-2B. Keep delivery records, goods-receipt notes, service-acceptance records or other evidence appropriate to the supply. For goods received in lots or instalments, the Act ties entitlement to receipt of the final lot or instalment. CBIC Circular 170/02/2022-GST treats certain reversals for non-receipt as potentially reclaimable once the condition is met, subject to the applicable rules and return instructions.

The supplier has not been paid within 180 days
If you availed ITC but do not pay the supplier the value of the supply plus tax within 180 days from the invoice date, section 16 and Rule 37 require a proportionate reversal for the unpaid amount, with interest. A partial payment means you should examine the unpaid proportion rather than treating the whole invoice as either paid or unpaid. The CBIC FAQ clarifies that this 180-day payment condition does not apply where tax is payable under reverse charge. Keep payment records and calculate any reversal against the actual outstanding balance.
The invoice points to the wrong registration or place of supply
GST Portal guidance identifies a case in which the supplier GSTIN and place of supply are in the same state but the recipient is in a different state as ITC unavailable in GSTR-2B. Check which of your registrations actually received the supply, the recipient GSTIN printed on the invoice and the legally applicable place of supply. A correction to invoice data may be needed, but first establish whether the underlying tax treatment is correct; a portal adjustment cannot cure every substantive error.

The claim period may have expired
Section 16(4) sets a time limit for taking credit, but the applicable deadline must be checked against the current consolidated law, amendments and notifications for the relevant invoice and financial year. Do not rely on an old summary or a portal label alone to determine whether a fresh claim is still available. Also distinguish a first-time claim made late from re-availing credit that was previously reversed and later became eligible: Rule 37(4) may treat the latter differently.
The credit is blocked, apportioned or already claimed
Section 17 restricts credit linked to non-business or exempt supplies and lists blocked-credit categories. A credit can therefore appear in source data yet still require exclusion or reversal after your own review. Check for duplicate booking, credit notes, amendments, tax-head differences and amounts claimed in an earlier return. GSTR-2B does not identify every reason a credit may be ineligible.

How to investigate and resolve a disputed line item
- Identify the exact entry. Record the supplier GSTIN, invoice or debit-note number and date, tax period, tax heads and amount. Check whether a credit note, amendment or duplicate booking affects it.
- Reconcile the records. Compare the tax invoice and purchase ledger with GSTR-2B, the filed GSTR-3B and the electronic credit ledger. GSTR-2B data feeds return fields, but the recipient remains responsible for the eligibility assessment.
- Test the statutory conditions. Confirm the document, business use, receipt, applicable supplier tax reporting/payment conditions, recipient registration and place of supply, any blocked-credit restriction, and the time limit for the relevant claim.
- Assign the correction to the party who can make it. For a supplier reporting error, send the supplier the precise discrepancy and ask for the applicable correction. For missing receipt, assemble evidence and assess the claim or reversal when the condition is met. For non-payment, reconcile the 180-day period and actual payments. For a deadline or blocked-credit concern, establish the legal treatment before filing.
- Report the result accurately. Use the current GSTR-3B form instructions and applicable rules for a claim, reversal or reclaim; do not change a return merely to force it to match GSTR-2B.
- Keep an audit trail. Retain the invoice, receipt evidence, supplier correspondence, payment records, reconciliation, reversal or reclaim calculation and return acknowledgement. For disputed interpretation, a large exposure, a notice or multiple registrations, get advice from a qualified GST professional.
Permanent reversals and temporary reversals are not the same
Whether an amount can return as ITC depends on why it was reversed. CBIC Circular 170/02/2022-GST distinguishes permanent reversals, including specified section 17(5) blocked credits and Rules 42/43 amounts, from certain temporary reversals where a condition may later be satisfied.
| Return treatment described in Circular 170/02/2022-GST | Examples or purpose |
|---|---|
| Table 4(B)(1): permanent reversal | Specified ineligible credit, including section 17(5) amounts and Rules 42/43 reversals. |
| Table 4(B)(2): certain temporary reversals | Examples include non-payment within 180 days, non-receipt, and specified section 16(2)(b)/(c) cases. |
| Table 4(C): net ITC | Calculation of net available credit after the applicable entries. |
| Tables 4(A)(5) and 4(D)(1): eligible reclaim reporting | Reclaim after the relevant condition is satisfied, subject to current form instructions. |
These table references describe the circular’s reporting framework, not permission to reclaim every reversal. Confirm that the specific legal condition has been met and check the form instructions for the return period before re-availing credit.

Annual-return reporting depends on the financial year
The GST Portal’s FY 2024–25 annual-return FAQ describes separate reporting for a claim, reversal and reclaim made in that financial year: the original claim in Table 6B, reversal in the relevant Table 7 entry and reclaim in Table 6H. It also distinguishes Rule 37/37A reclaims from other reclaims across financial years. Treat those labels as year-specific guidance, not a permanent rule for later annual returns; consult the FAQ and form instructions for the financial year being filed.
What you can conclude from the portal—and what you cannot
A GSTR-2B mismatch is a useful signal to investigate, not a complete diagnosis. The official materials do not establish a general average delay, recovery rate or prevalence figure for blocked GST ITC, so no standard resolution time can be inferred. The outcome for an individual invoice turns on its reporting history, statutory conditions, the reason for any reversal and the law and return instructions applicable to that period.
