GPS satellites carry atomic clocks, but those clocks cannot by themselves verify satellite health, keep orbit and timing data accurate, or update the information being broadcast. Ground stations and control centers monitor the constellation, calculate updates, and send commands and navigation data to satellites. Receivers then use the signals and data to calculate position and time.
What the clocks do—and what they do not do
Each GPS satellite broadcasts signals whose timing is essential to determining how long the signals took to reach a receiver. The satellite’s atomic clock provides the precise time reference needed for that signal. But a clock does not independently establish the satellite’s current orbit, confirm that its systems are operating properly, or transmit updated navigation information.

GPS therefore has three functional segments: the satellites in space, the ground-based control segment that monitors and maintains them, and user equipment that receives the signals and calculates position and time. These roles are complementary, not interchangeable.

How ground stations support GPS
1. Monitor stations observe satellite signals
Monitor stations collect observations and measurements from GPS satellites. Those observations give the control system information it can use to assess satellite orbits, timing, and system status.
#1 Best Overall
- Android supported (app required)
- Built-In Roof Mount Magnet
- 75-Channel All-In-View Trackin
- GPS
- newer version of BU-353-S4
2. The master control station analyzes the data
The master control station processes the monitoring data, estimates satellite positions, generates navigation messages, and monitors system integrity. Operators can use the information to address maintenance needs or investigate anomalies.
3. Ground antennas send updates and commands
Ground antennas provide the link for uploading navigation data and sending commands to satellites. They also collect telemetry. When needed, operators can use this control link for actions such as clock adjustments or satellite maneuvers; this does not mean every satellite is continuously steered.

4. Satellites broadcast; receivers calculate
After receiving signals and navigation information from the satellites, a GPS receiver calculates its position and time. Ordinary receivers do not need to send their location back to GPS: the user-facing navigation signal is received by the device, while ground links serve constellation operations and maintenance.

The satellite broadcast is what lets user equipment obtain timing signals and navigation information. The separate ground control link lets operators monitor the system and, when required, update satellite data or send commands. Keeping these functions distinct explains why precise clocks are necessary but not sufficient: the system also needs a way to check and maintain the satellites that provide the signals.

How the control system is changing
GPS.gov describes the Next Generation Operational Control System (OCX) as a future system intended to operate legacy and modernized GPS satellites while improving cybersecurity and resilience. That description establishes the modernization goals; it does not establish that the entire transition is complete. See GPS.gov’s OCX overview.
