Google disabled the Google Maps traffic layer and place-busyness information in Ukraine in early March 2022, after Russia’s full-scale invasion began. The company said it acted to protect local communities and citizens. Google Maps was not switched off entirely: Reuters reported that live traffic information remained available to drivers using turn-by-turn navigation.
What Google disabled—and what it did not
On March 4, 2022, Google announced that it had temporarily disabled two live features in Ukraine: the traffic layer and information showing how busy places were. These features could make patterns of activity visible across roads and public places.

Google described the decision as a safety measure, saying it had consulted multiple sources on the ground, including local authorities. The company’s announcement said it acted “to help protect the safety of local communities and their citizens.” Google’s announcement did not give a date for restoring the features.

Reuters reported that drivers could still receive live traffic information while using turn-by-turn navigation, even though the publicly visible traffic layer and place-busyness information were disabled. Reuters’ March 4 report distinguished those functions.

Why troop movements entered the story
Before the invasion was publicly announced, Jeffrey Lewis, a researcher at the Middlebury Institute of International Studies, noticed a traffic jam on Google Maps that contemporaneous reporting said reflected Russian movement toward the Ukrainian border. The incident illustrated how aggregated location signals intended for everyday uses—such as showing congestion—might also reveal broader patterns of real-world movement.
That observation is not evidence that Google Maps was designed as a troop-tracking system, or that the map by itself supplied a complete account of military activity. The available reporting does not establish troop numbers, unit identities, or a detailed military assessment based on Maps. Contemporaneous reporting on the traffic-jam observation describes the signal, not a confirmed intelligence product.

Google’s stated reason and the limits of what is known
Google’s stated rationale was the safety of local communities and citizens after consultation with sources including local authorities. The company did not publicly describe its detailed technical or operational risk analysis. The reported traffic-jam observation helps explain why live map data drew attention, but it should not be substituted for Google’s own explanation of its decision.
