By default, Copilot reviews a pull request only when someone assigns it. Automatic reviews require a separate setting or an applicable ruleset, and the default review is a comment—not an approval.
Check access and policy first
Before changing a pull request, confirm that Copilot code review is available to your account and permitted by your organization. GitHub documents personal automatic-review settings for Copilot Pro, Pro+, and Max users, and for people with Business or Enterprise licenses; managed user accounts are excluded from that personal configuration. An organization can also enable reviews for some members without a Copilot license, subject to its paid AI-credit usage policy. Plan entitlements and policy controls can change, so check GitHub’s current code review eligibility documentation and organization policies.
Choose how a review starts
Request a review manually
By default, Copilot reviews a pull request only when someone assigns it. Open the pull request, use the reviewer menu to request Copilot, and check for its review. GitHub also documents a REST API route for requesting a review. This approach gives contributors control over which pull requests receive feedback.
Enable automatic reviews
Automatic review can be configured in Copilot settings or through a repository, organization, or enterprise ruleset. These configurations are separate, not a simple hierarchy; if more than one applies, Copilot still posts one review. Check the settings and rulesets that target the repository and branch rather than assuming a user-level preference overrides organizational policy. Set the pull request events Copilot should review
Depending on the configuration, automatic review can cover new pull requests, draft pull requests, and new pushes. A review is generally made once unless review on new pushes is enabled. If new commits arrive and Copilot does not review them, check that option or request another review manually. If drafts are being skipped, enable draft reviews in the applicable setting or ruleset.
More triggers increase coverage but can also add review noise. GitHub’s enterprise guidance recommends piloting a small selection of repositories; consider starting with open pull requests before enabling draft reviews or reviews on every push. Track AI-credit use and, where relevant, GitHub Actions minutes as you expand the rollout: Balanced review effort uses more AI credits and can consume marginally more Actions minutes than Lite.
Give Copilot repository-specific context
If feedback misses project conventions, add guidance using a repository-wide .github/copilot-instructions.md file, path-specific instruction files, or AGENTS.md. Agent skills and configured MCP servers can also provide relevant context. GitHub says instructions and skills are read from the pull request’s head branch, so make sure the relevant files are present there. See GitHub’s coding-guidelines documentation.
Know what a Copilot review does—and does not—count as
The default Copilot review is a “Comment,” not an “Approve” or “Request changes.” Treat it as feedback, not as a substitute for a required human approval. GitHub documents approval-related options in some contexts, but marks that capability as preview; verify its current availability and policy before relying on it. Troubleshoot a missing review
- No review appears: Confirm account eligibility and organization policy, then assign Copilot manually or enable automatic review in a setting or ruleset that applies to the repository and branch.
- Only the initial review appears: Check whether review on new pushes is enabled; otherwise, request another review after changes.
- Draft pull requests are skipped: Enable draft review in the relevant automatic-review configuration, if available.
- Feedback lacks project context: Add repository or path-specific instructions and check that they exist on the pull request’s head branch.
- The review does not satisfy approval rules: Check its review type; a default comment is not an approval. Keep required human approvals separate.
- Reviews create too much noise or usage: Narrow the rollout, then assess whether reviewing drafts or every push is worth the additional feedback and resource use.
