Firewall migrations are unnerving because they combine uncertain policy meaning, platform-specific configuration differences and a live network cutover. A configuration can import successfully and still leave important behavior to check. The experienced engineer is not just worried about changing equipment; they are accountable for what happens to traffic, security and access when the change meets the real environment.
Why does a firewall migration carry so much uncertainty?
A firewall is more than a list of rules. Its configuration sits inside a working system of interfaces, routes, address objects, certificates, VPNs, logging, management access and application dependencies. Some of that context may be documented; some may exist only in operational history or in the knowledge of people who have kept the network running.

Cisco Customer Experience practitioners describe gaps in knowledge about firewall history and application dependencies, particularly in environments that operate around the clock. That is useful practitioner perspective, not a representative survey or a measure of migration failure rates. It helps explain why a rule that looks obsolete on paper may still serve an unfamiliar dependency.
The old policy may not explain its own intent
A rule can tell you which traffic is allowed without telling you why it exists, which application relies on it, or whether it is still needed. Fortinet’s FortiOS 7.6.0 migration guidance recommends auditing policies and objects, analyzing traffic and understanding policy purpose before moving them. Cisco practitioners also describe hit-count review and object deduplication as useful cleanup work. Neither an unused-looking rule nor a high hit count, by itself, establishes what should happen to the rule on the new platform.

The destination may not mean the same thing
Different firewall platforms represent configuration in different schemas and models. Sophos explains that its Config Studio cannot automatically migrate every setting; it resolves some issues and identifies others for manual resolution. Cisco’s Secure Firewall Threat Defense Model Migration Guide, version 7.6.1, also identifies follow-up work and settings that do not transfer in that guide’s specific context, including site-to-site VPN configuration. An import is therefore a translation to inspect, not proof that every source behavior has an equivalent destination setting.
The network can fail in ways a configuration diff will not show
Rules and objects matter, but so do routing, interface mapping, return paths and stateful inspection. AWS’s guidance for migrating to a Transit Gateway-attached AWS Network Firewall describes a particular east-west traffic scenario in which traffic crossing two independent stateful firewalls can have return-traffic problems. That is an architecture-specific warning, not a claim that every firewall migration has this failure mode. It illustrates why the actual traffic path must be considered alongside the imported configuration.

How can you make the migration manageable?
Make the unknowns visible before the change window. The sequence below combines preparation recommendations in Cisco’s Secure Firewall Migration Tool Best Practices Guide, updated December 19, 2025, and Fortinet’s FortiOS 7.6.0 migration guidance. Follow the procedures for your own platform and migration type; labels and supported steps can vary.
- Define the scope and dependencies. Record the source and target device models and software versions, migration method, network topology, interfaces and intended scope. Identify connected systems and teams that depend on the firewall, including management, routing, VPN, logging and integrations. Name who can approve the change and who will validate affected services.
- Establish what is used and why. Review policies, address and service objects, traffic evidence, routes, VPNs, certificates and relevant integrations. Ask application owners about dependencies that counters or documentation cannot explain. Remove or consolidate items only when their purpose and impact are understood; cleanup is not a substitute for preserving required behavior.
- Preserve a recoverable source state and prepare access. Take a full source backup, including relevant certificates and VPN material, and document the existing configuration and routes. Confirm administrative access, licenses and device health on both sides. Cisco’s preparation guidance calls for SSH, HTTPS or console access to source and target devices. A USB-to-serial console cable is relevant only if local console access is needed and the specific device has a compatible port; it is not a universal requirement.
- Run a conversion or dry run, then review its output. Check that the source and target versions and scope are supported by the tool or procedure you are using. Review generated reports, warnings, mappings and exceptions; identify settings that were skipped, translated differently or left for manual work. Test the result in a lab or dry run where feasible, and have a qualified reviewer examine security intent as well as syntax. Cisco recommends reviewing the post-migration report. Sophos recommends resolving identified issues and testing the migrated configuration.
- Set a bounded cutover with a real rollback path. Choose a maintenance window, state what will trigger rollback, assign decision-makers and write down the rollback actions before cutover. Document current routes and the steps needed to restore the prior path. Where the architecture permits, retain the old firewall during a phased migration until the replacement path is proven. Cisco advises against changing the source firewall during the migration process; freeze source changes so the conversion is based on a known state.
- Validate behavior after traffic moves. Check representative application connectivity and access rules, then verify NAT, VPNs, routing, interface configuration, management access, certificates, logging, integrations and device health as applicable. Compare results with the intended policy and expected traffic paths, not just the import report. Track exceptions to resolution and keep rollback available until the agreed validation criteria are met.
What should you compare when choosing a conversion tool or migration service?
There is no neutral head-to-head ranking or universal best tool established by the cited guidance. Compare the work each option actually covers, rather than treating the word “migration” as a promise of complete equivalence.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does an experienced team need to remember?
The fear is not evidence that a migration is doomed; it is a rational response to consequential uncertainty. Preparation can reduce avoidable surprises, but it cannot erase platform differences or reveal every undocumented dependency. Treat conversion as a reviewed draft, cut over with recovery in view, and judge success by verified network behavior—not by whether the import completed.
