Elgin Community College asked to cancel its contract for six Flock Safety cameras in October 2025, but the company rejected the request, saying the college had not breached its agreement, according to college president Peggy Heinrich. The cameras remained on campus until the contract expired in April 2026, when Flock removed them.

The college said it sought removal amid concerns about immigration-related access to Flock data elsewhere in Illinois and after U.S. Immigration and Customs Enforcement detained a student in a campus parking lot. Heinrich said an audit found no evidence federal immigration agents had accessed Elgin’s camera data.

Why did the college ask to cancel the contract?

Elgin Community College hired Flock Safety to install six cameras in April 2025. The cameras use automated license plate reader technology to identify vehicle registration, vehicle models and details such as dents or bumper stickers. The system was intended to help locate stolen cars and missing people, according to Open Campus’ October 9, 2026 report for WBEZ.

The college’s concerns grew in the context of reports that immigration authorities had searched Flock data from other Illinois institutions. In September 2025, ICE detained an Elgin student in a campus parking lot. Heinrich said students were afraid to come to class and described the college’s response as an effort to make campus feel safe: “We’re just doing everything we can here to be sure this feels like a safe place for our students to come,” and “We want them to come here and to be able to focus on learning.”

October 2025 College staff asked to cancel the contract and remove the cameras. Heinrich said Flock rejected the request within a day, saying the college had not breached its agreement.
December 2025 College officials offered to pay for the five months remaining on the term and again requested removal. Heinrich said the college received no response: “We never received a response back from Flock.”
Until April 2026 Heinrich said college staff covered the cameras with black bags and zip ties. She described workers arriving in an unmarked vehicle to remove the coverings, but said she assumed they were from Flock; their employer was not independently confirmed.
April 2026 The contract expired and Flock removed the cameras, according to the report.

The report does not reproduce the contract, the college’s cancellation notices, its payment offer or the full audit. It therefore does not establish the contract’s precise termination terms or whether either party breached it.

Was Elgin’s camera data accessed by immigration agents?

The college’s audit found no evidence that federal immigration agents had accessed Elgin’s camera data, Heinrich said. That finding is specific to Elgin and should not be confused with records involving other campuses or searches of Illinois data more broadly.

Public records obtained by surveillance researcher Torin Monahan and WBEZ showed that Flock data from other Illinois public campuses—including Joliet Junior College, the University of Illinois Chicago and the University of Illinois Urbana-Champaign—had been searched dozens of times in the prior year in connection with immigration enforcement. In some instances, federal immigration authorities directly accessed college data. The report also says the Illinois Secretary of State found that U.S. Customs and Border Protection had searched Illinois Flock data in violation of state law. These are separate findings, not evidence that Elgin’s data was accessed.

Flock told the report that federal agencies, including ICE, can no longer access local Flock data unless law enforcement agencies grant access. That is the company’s stated position; the report did not independently verify the current technical controls. Flock did not respond to WBEZ’s request for comment on the Elgin contract dispute.

Why did the cameras remain on campus after the college requested removal?

Heinrich said Flock rejected the October request because the college had not breached its agreement. The college then offered in December to pay for the remaining five months, but Heinrich said it received no answer. The report does not include the correspondence or contract language, so it cannot establish why Flock declined the first request or did not respond to the later offer.

The cameras came down when the contract expired in April 2026. The report says Flock retained ownership of its equipment. Before removal, Heinrich said staff covered the cameras and workers in an unmarked vehicle repeatedly took the coverings off: “We were kind of in a back and forth for a bit where we’d cover, and then when they’d come to service, they’d remove,” and “Then we’d cover and then they’d remove.” The report does not independently establish that the workers belonged to Flock.

How does Elgin fit into the wider Illinois debate?

Other Illinois institutions faced related questions about camera data, but their contracts and decisions are not evidence of Elgin’s terms. For example, Parkland College trustees approved a separate two-year license in September 2024 for six Flock Safety Falcon cameras and network access at $18,000 per year, or $36,000 total. Its board minutes list alerts for stolen vehicles, wanted suspects and people missing under AMBER or Silver Alerts, and describe two-way data access with local law enforcement. Parkland’s 2024 board minutes describe that institution’s arrangement, not Elgin’s.

Oak Park, a municipality rather than a college, voted on August 5, 2025 to cancel its contract for eight cameras. Image capture stopped the following day, with physical removal to be coordinated, according to the Wednesday Journal report. Trustees cited privacy and immigration-enforcement concerns. Oak Park’s restrictions, audit findings and contract are distinct from Elgin’s.

The broader issue is how institutions balance potential public-safety uses of automated license plate readers with data access, oversight and community trust. Monahan, a surveillance researcher and professor at the University of North Carolina at Chapel Hill, described the network effect this way: “You get to access even more cameras throughout the country.”
