If a popup keeps appearing, the usual causes are a new or clean browser profile, consent state that is not being saved or shared across the pages you visit, or a screenshot taken before the page’s JavaScript finishes changing the interface. The fix depends on whether you need to capture a first visit or a page after consent.
Why the popup appears in Selenium screenshots
A screenshot records the current browser window, including any consent dialog still on screen. Selenium’s cookie tools work in the current browsing context, and cookie state depends on the relevant domain. A banner can therefore return when a run starts without prior consent, when pages use different origins or consent scopes, or when the site stores consent somewhere other than the cookie you expected. Selenium’s wait guidance also warns that document readiness does not mean all later JavaScript changes are complete. There is no universal consent cookie name or storage key to set. The website’s implementation determines how it records and recognizes consent.
Diagnose the cause
1. Check whether each run starts with a fresh profile
Review how the WebDriver is created and whether it reuses a browser profile or creates a clean session for each run. If each run starts fresh, consent accepted in an earlier session may not exist in the new one. That is appropriate for a first-visit test; for a post-consent screenshot, establish the desired state in the session you will use.

2. Inspect what changes when you accept consent
On the target site, compare the relevant cookies before and after clicking its consent button. Selenium provides methods to retrieve and add cookies, but you must first navigate to a domain where the cookie is valid before adding one. In Chrome, inspect an origin’s cookies under DevTools > Application > Storage > Cookies; see Chrome DevTools’ cookie guide.
If no relevant cookie changes, inspect the site’s storage and consent code rather than guessing a key or value. The site may use another mechanism, domain, or consent service.

3. Compare the pages’ origins and consent scope
Check the scheme, host, and relevant domain for each URL. A cookie valid for one domain may not apply to another, and consent may not be shared across subdomains or a separate consent service. Selenium’s cookie commands apply to the current browsing context, so verify the origin and cookie details for the page you are testing.
4. Wait for the intended page state
A page can reach document readiness while JavaScript continues to update it. Before capturing, explicitly wait for an application condition that represents the state you need—for example, the consent dialog disappearing or the target content appearing. A fixed sleep can waste time and still fail when load times vary; Selenium’s wait guidance explains the distinction.

Make the screenshot match the test intent
For a first-visit screenshot
Start with the intended clean browser state, leave the banner visible, and assert that it appears or behaves as expected. Do not reuse a profile with prior consent unless that is part of the scenario.
For a post-consent screenshot
Interact with the site’s real consent controls or establish the exact state the site recognizes. Then verify that the banner is gone and that the state persists on the next page you intend to capture. If clicking is unreliable, check that the consent control is present, visible, and unobstructed before interacting with it.

What a screenshot study can—and cannot—tell you
A 2024 USENIX Security study reported that 37% (1,511) of the websites it measured included a cookie-consent notice as a banner. That figure describes the study’s sample, not how often Selenium captures popups. The available evidence does not establish a general rate for Selenium screenshots showing a cookie popup.
