Buffering can start before YouTube receives your stream or later, on the way from YouTube to a viewer’s device. First check whether the problem affects everyone or only some viewers. Then compare YouTube Live Control Room’s stream-health messages and your encoder’s dropped-frame statistics. If those are healthy, investigate viewer devices, apps, and networks. For a prerecorded stream that does not need live interaction, test normal latency, then verify the encoder settings and stable upload capacity.
First find out where the buffering starts
A prerecorded video sent through a live encoder still travels through two separate parts of the delivery chain: your encoder sends video to YouTube, and YouTube delivers playback to each viewer. A problem in either part can look like the same symptom.

If many viewers are affected
Check the stream’s health in YouTube Live Control Room while the event is running. Read the exact status or error message rather than changing settings at random. YouTube identifies insufficient incoming video and keyframes sent too infrequently as potential causes of buffering. If you use OBS, check its dropped-frame statistics too: dropped frames can indicate an unstable connection or a bitrate the connection cannot sustain.

When Live Control Room reports healthy ingest and the encoder is not dropping frames, compare the affected viewers’ devices, playback apps or browsers, and networks. Ask them to try another supported browser or the YouTube app, then compare playback on another device or network. These checks help narrow the cause; they do not prove it. Clean broadcaster diagnostics make an ingest problem less likely, but do not rule out every platform or viewer-side issue.

Check upload capacity and network stability
The relevant capacity is your encoder’s outbound upload—not the download figure from a speed test. YouTube recommends keeping total stream bitrate within available upload bandwidth and leaving 20% headroom. A speed test is only a momentary sample, so compare it with stream-health messages and encoder performance during a representative broadcast.
- Pause other uploads, backups, or network activity that could compete with the stream, then observe the event again.
- Compare the configured total stream bitrate with the connection’s stable outbound capacity, leaving the recommended headroom.
- Check whether performance varies during the stream. Average speed alone may not reveal congestion or brief connectivity interruptions.
- If the encoder is on Wi-Fi, try a wired connection as an isolation test. It may help identify a local wireless problem, but it is not a guaranteed fix.
If the encoder cannot hold the configured bitrate steadily, use the stream-health evidence to guide a bitrate or resolution adjustment. There is no single correct bitrate for every stream: the suitable choice depends on resolution, frame rate, codec, and stable upload capacity.

Test normal latency for a prerecorded program
Lower latency gives viewers less read-ahead buffer, which makes playback more sensitive to changes between the encoder and player. YouTube recommends normal latency for streams without audience interaction and identifies it as the option with the least viewer buffering. If viewers do not need to respond to live chat in near real time, test normal latency and compare the result.
Lower latency may be worth keeping when immediate interaction matters, but it trades some playback robustness for a faster conversation. For a prerecorded program, that trade-off often is not useful.

Verify the encoder’s video and keyframe settings
Compare the actual codec, resolution, frame rate, and bitrate with YouTube’s current encoder recommendations for that codec. YouTube recommends constant-bitrate encoding and keyframes every two seconds, with no more than four seconds between keyframes. Its health guidance warns that keyframes sent too infrequently can cause buffering.
- Bitrate: Confirm the encoder can sustain the selected bitrate on the actual outbound connection; do not raise or lower it arbitrarily.
- Keyframes: Set a two-second interval where the encoder offers that control, and do not exceed four seconds.
- Codec, resolution, and frame rate: Check each against YouTube’s current encoder table and the capabilities of the encoder you are using.
- Incoming video: Treat a Live Control Room warning about insufficient video as evidence to investigate the encoder feed or connection.
YouTube transcodes a live feed into multiple output formats for different devices and network conditions. That helps viewers with varying playback conditions, but it cannot correct an unstable feed arriving at YouTube, network congestion, or a viewer’s device or connection problem.

Follow this diagnostic order during the next stream
- Open YouTube Live Control Room and note the exact stream-health status or error while buffering is happening.
- Check the encoder’s dropped-frame statistics and whether it can hold the configured bitrate on the real outbound connection.
- If the event is prerecorded and does not need near-real-time interaction, test normal latency.
- Verify codec, resolution, frame rate, constant bitrate, and keyframe interval against YouTube’s current recommendations.
- If broadcaster-side checks are clean, ask affected viewers which devices, apps or browsers, and networks they use; have them compare playback in another supported app or on another network.
Keep the time of each symptom and the corresponding health messages or encoder statistics. Without those details and viewer reports, the exact cause cannot be determined from buffering alone.

| What you observe | What to check next |
|---|---|
| Live Control Room reports insufficient incoming video | Inspect the encoder feed and connection stability; compare the configured bitrate with sustained outbound capacity. |
| YouTube reports keyframes are too infrequent | Check the encoder’s keyframe interval against the two-second recommendation and four-second maximum. |
| OBS shows dropped frames | Investigate connection instability or an unsustainable configured bitrate; test with competing uploads paused and compare wired versus Wi-Fi if relevant. |
| Broadcaster diagnostics look healthy, but only some viewers buffer | Compare affected viewers’ devices, apps or browsers, and networks; have them try a supported YouTube app or browser and another network. |
| Buffering worsens with lower latency | For a non-interactive prerecorded program, test normal latency and compare playback. |
