Add or verify <meta name="viewport" content="width=device-width"> in the document head, then check the CSS breakpoint and the screenshot tool’s actual viewport and rendering mode.
Why a phone can show a desktop-width page
A screenshot’s physical pixel dimensions do not tell you the CSS layout width the browser used. The layout viewport determines which width-dependent CSS rules, including media queries, apply. If a mobile browser uses a wide virtual layout viewport, a desktop-oriented layout can be rendered at that width and scaled down to fit the phone. A narrow-screen media query may therefore never activate.

MDN explains that the viewport meta tag tells mobile browsers to set the viewport width to the device width, so the document appears at the mobile-optimized size intended by the author. MDN’s responsive design documentation gives 980 CSS pixels as an example of a virtual viewport width; that is an example, not a statistic about how common the issue is.
Check the page’s viewport declaration
- Open the page’s HTML source or inspect the document in browser developer tools.
- In the document
<head>, look for<meta name="viewport" content="width=device-width">. - If it is missing, add it inside
<head>, publish the change, and capture the page again. - If the tag is already present, check that it is valid and that the delivered page has not omitted or changed it. Then continue with the viewport and breakpoint checks below.
MDN identifies width=device-width as the recommended setting. Developers commonly add initial-scale=1 as well, but MDN notes it is usually unnecessary. See MDN’s viewport meta tag reference.

Check the CSS breakpoint and the screenshot viewport
Find the media query that should switch the page to its narrow layout and note its condition. For example, a rule inside @media (max-width: 600px) only applies when the CSS viewport width meets that condition. If the browser or screenshot environment is laying out the page at a much wider width, the rule will not match, even if the resulting image is physically small.
Measure or inspect the viewport used for the capture rather than inferring it from the screenshot dimensions. MDN suggests the page’s HTML client width as an approximation. In an automation tool or screenshot service, also inspect its viewport settings and whether it is using mobile or desktop rendering.

Diagnose it in Chrome DevTools
- Open the page in Chrome and open DevTools.
- Turn on Device Mode, choose responsive dimensions or a device preset, and confirm that the rendering mode is mobile rather than desktop.
- Resize around the breakpoint in question. DevTools can display breakpoints, making it easier to see whether the intended narrow-screen rule activates at the expected width.
- Capture the current viewport or a full-page screenshot as appropriate, keeping the rendering mode, viewport width, and zoom consistent with the screenshot that showed the problem.
- If the result still differs from a phone, check it on the actual device. Chrome Device Mode is a simulation and cannot reproduce every aspect of real mobile hardware and browser behavior.

Distinguish layout width from visible area
Sometimes the page’s layout is correct but the visible portion changes. Zooming, opening a virtual keyboard, or changes to browser controls can alter the visual viewport—the area currently visible—without changing the layout viewport that determines the page’s layout width. If the screenshot is wrong only after one of those actions, investigate the visible-area state separately from the responsive breakpoint. Troubleshoot by symptom
- The whole page looks like a shrunken desktop site: Check for the viewport meta tag first. If it is present, inspect the capture’s CSS viewport width and mobile rendering mode.
- The viewport tag exists, but mobile navigation or columns do not change: Verify the breakpoint condition and compare it with the width actually used for layout.
- DevTools looks right but the screenshot service does not: Confirm that the service is configured for a mobile viewport and the intended width; screenshot dimensions alone do not establish the layout viewport.
- The layout changes after a keyboard, zoom, or browser controls appear: Check whether only the visual viewport changed rather than the layout viewport.
- Emulation and the phone still disagree: Reproduce the capture on the real device where possible; emulation is useful but not identical to device testing.

Does a mobile screenshot’s pixel width show the page’s CSS viewport width?
No. The image dimensions alone do not reveal the layout viewport used to apply CSS media queries.

Does adding initial-scale=1 fix every desktop-layout screenshot?
No. The key setting to check is width=device-width; you should also verify the active breakpoint and the screenshot environment’s viewport.
