A screenshot API captures what its browser can load and render. If the destination site or its security provider sends that browser a CAPTCHA, challenge screen, or access-denied response, the API may correctly capture that response instead of the page you wanted. The capture operation does not guarantee that the target site will authorize access.
Why the screenshot shows a security page
The target site makes the access decision; the screenshot API captures the browser-visible result. A site’s firewall, rate limits, bot-management system, or attack protections may challenge or deny a request before the intended page loads. Cloudflare, for example, documents that its challenge pages can intercept a visitor before they reach the destination (Cloudflare challenge pages). That explains one documented mechanism, but it does not identify the provider or rule behind an unknown site’s response.

The screenshot browser’s request may differ from an ordinary visitor’s session in its network, cookies, authentication, browser signals, JavaScript execution, or navigation history. A security system can respond differently to those conditions. A challenge may also repeat if the browser environment cannot complete the verification. Cloudflare’s troubleshooting guidance identifies JavaScript, browser configuration, network stability, bot-like signals, WebView storage and cookies, challenge-resource access, and user-agent consistency as relevant checks in its own environment (Cloudflare challenge troubleshooting).

A CAPTCHA, challenge, and denial are not interchangeable
A challenge can be a verification step that may allow access after completion. An access-denied page may instead mean the request is refused. The screenshot alone may not establish which policy or vendor produced the response. Check the page text, final URL, available response details, and rendered content rather than inferring the cause from a CAPTCHA-like image alone.

How to diagnose the capture
- Inspect the image and rendered page content. Look for a verification prompt, challenge title, denial message, or security-provider branding. If the API can return rendered HTML or a combined snapshot, compare it with the screenshot. Cloudflare’s snapshot endpoint, for example, can return page content with a screenshot (Cloudflare snapshot endpoint).
- Record navigation details. Note the final URL, any navigation errors, response information exposed by the API, and relevant browser-console messages. Providers expose different fields, so check that API’s documentation rather than assuming a standard response format.
- Verify authorized authentication inputs. For a private page, check whether the request supplies valid, current cookies or supported credentials. Cloudflare documents cookies, HTTP Basic authentication, and extra headers for pages requiring authentication (Cloudflare Browser Run). Use only sessions and credentials you are authorized to use.
- Check browser and session prerequisites. Confirm that JavaScript and cookies or storage are available and that the network is stable. For a WebView, check JavaScript, DOM storage, cookies, and access to challenge resources. These are Cloudflare-specific troubleshooting considerations, not a guaranteed checklist for every security provider.
- Rule out premature capture. A JavaScript-heavy page can be captured before its client-side content appears. Cloudflare documents configurable navigation waits and notes that its default behavior can return incomplete results on JavaScript-heavy pages (Cloudflare Browser Run; snapshot endpoint). If expected content is simply missing, compare the HTML and image and adjust the API’s supported wait behavior before treating the result as an access block.
- Collect evidence for a repeatable issue. Save the screenshot, timestamp, target URL, and API response details. For a recurring challenge loop, capture a HAR and browser-console log during the same reproduction; Cloudflare recommends these artifacts for troubleshooting (challenge troubleshooting).
What to do about it
If you own or administer the site
Review the site’s applicable firewall, bot-management, and rate-limit rules. Where appropriate, provide an authorized integration route or a narrowly scoped policy for the screenshot service. Challenges are security controls that gate access to the destination; changing them should fit the site’s security requirements.
If you are capturing a third-party site
Use the site’s official API or another permitted access route, and ask its administrator for permission when needed. Treat a CAPTCHA or denial page as evidence that the request is not receiving the desired content. This article does not recommend bypassing a site’s access controls.

Not necessarily. It can mean the API captured the security response that the target site served to its browser.

Can changing the wait time fix an access-denied page?
Wait settings can help when content has not finished rendering; they do not by themselves grant access when the site has challenged or refused the request.
