Some places skip daylight saving time (DST) because seasonal daylight changes are small, because the expected energy benefit does not outweigh the disruption under local conditions, or because residents and governments prefer a consistent clock year-round. Each jurisdiction sets its own rules; there is no worldwide authority that requires every place to change clocks.
What daylight saving time changes—and what it does not
DST changes the clock label, not the amount of daylight. During the relevant season, clocks move forward so that an hour of daylight falls later on the clock, shifting it from morning toward evening. The U.S. National Institute of Standards and Technology (NIST) describes energy savings as a reason supporters have advocated for DST, while noting that the amount of energy saved is debated: NIST’s daylight saving time FAQ.

Why some jurisdictions keep clocks unchanged
Seasonal daylight varies less near the equator
At low latitudes, the length of daylight changes relatively little across the year. Moving clocks seasonally can therefore offer less of the later-evening daylight that DST is intended to provide. This is a broad geographic tendency, not a complete explanation for every jurisdiction: history, economic connections, and public preferences also influence time rules.

Energy effects depend on local conditions
Energy savings are not automatic or permanent. Brazil’s Ministry of Mines and Energy says studies in 2019 found that changes in how consumers used equipment in response to lighting and temperature conditions had shifted electricity demand into the afternoon. The ministry concluded that DST no longer produced the expected savings or reduced nighttime demand, and was no longer advantageous from the electricity sector’s perspective. That is Brazil’s policy explanation, not evidence that DST has the same effect everywhere.
Residents and governments may prefer a stable schedule
A jurisdiction may value consistent schedules for households, businesses, and public services more than a seasonal clock adjustment. The Northwest Territories (NWT) illustrates that this decision can preserve the former summer-time offset rather than return to standard time. NWT regulations establishing Northwest Territories Time came into force on August 21, 2026; seasonal changes are scheduled to end on November 1, 2026, with the territory staying at UTC−06:00 year-round and sharing time with Alberta and Saskatchewan. The territorial government says a 2022 online survey with more than 3,500 participants found that over 87 per cent supported ending the twice-yearly changes; the most common preference was to keep Mountain Daylight Time year-round. Who decides whether clocks change?
There is no global regulator for time zones or DST. Governments establish local rules, and those rules can differ by country, region, and date. NIST explains the lack of a worldwide authority and provides a list of U.S. areas that do not observe DST: NIST’s daylight saving time FAQ.

NIST lists Hawaii, American Samoa, Guam, Puerto Rico, the U.S. Virgin Islands, and most of Arizona as places that do not observe DST. Arizona has an important exception: the Navajo Nation observes DST, including within Arizona, so it is inaccurate to say that every part of the state follows the same clock rule.
Not changing clocks does not always mean staying on standard time
When a place ends seasonal clock changes, it must choose which clock offset to keep. It may stay on standard time, or it may keep the offset formerly used during daylight time. The NWT’s scheduled move to UTC−06:00 year-round is an example of retaining its former Mountain Daylight Time offset. To compare jurisdictions, check the fixed UTC offset and whether local exceptions apply—not just whether the place observes DST.

How common is daylight saving time?
In its 2026 compilation, timeanddate counts 70 countries using DST, 73 that used it previously but no longer do, and 106 that have never used it. These are timeanddate’s secondary compilation figures, not an official global census; its tables include some territories and regional arrangements in separate counts. The site also says that fewer than 40% of countries use DST today and notes that tropical territories generally do not change clocks because day-length variation near the equator is small.
