Why DENSO Made Standardized QR Codes Free to Use

DENSO WAVE waived patent rights for standardized QR Codes, but the inventor did not give away every right. The adoption story also involves useful design, standards, and commercial activity.

DENSO WAVE waived its patent rights for standardized QR Codes, helping make the format broadly usable—but the inventor did not personally give away every right, and the patent decision alone cannot be shown to have made QR Codes a global success. The story is more precise: a practical design, formal standards, wide permission to use the codes, and commercial activity around readers and services all played a part.

Who invented the QR Code, and why?

Masahiro Hara led the DENSO team that developed the QR Code. DENSO dates its development to 1994. The project began with a manufacturing problem: as factories handled more varied production, workers needed more detailed production control than ordinary barcodes could conveniently provide. Capturing enough information could mean scanning several barcodes.

The team designed a two-dimensional code that could carry more information and be scanned quickly, including data in Kanji. Its three corner position patterns help a reader locate and orient the code from different directions. Error-correction features can recover some data when a code is dirty or damaged, though they do not guarantee that every damaged code will scan.

DENSO’s development story describes the original manufacturing need and design, while its QR Code history and a 2024 interview with Hara document the developer and timeline. In 2024, DENSO marked 30 years since the code’s 1994 development.

What did DENSO actually give up?

DENSO WAVE says it waived rights to Patent No. 2938338 for standardized QR Codes. That is the key qualification: this was not a statement that Hara personally surrendered all rights, or that DENSO abandoned every intellectual-property interest related to QR technology. The company’s standardization page says the specifications were made public and limits the patent waiver to standardized QR Codes.

“Free to use” therefore refers to the standardized codes covered by the waiver; it does not mean every related technology or service is free, nor that every standards document is freely downloadable. DENSO WAVE directs people to ISO to obtain the ISO standard document.

How did standardization help QR Codes spread?

A shared specification lets different organizations create and read compatible codes rather than relying on one vendor’s proprietary format. DENSO WAVE lists this standardization timeline:

Year Milestone
1997 AIM International
1998 JEIDA
1999 JIS
June 2000 ISO/IEC 18004

The sequence moved from industry and Japanese standards to an international ISO/IEC standard. DENSO WAVE explains its approach this way: “We at DENSO WAVE wish QR Code to be used by as many people as possible.” Its page connects that goal to public specifications and the limited patent waiver.

Why did DENSO choose openness if it could have charged?

In a 2019 account, Hara describes open use after standardization as a way to encourage a market to form. The business model did not depend solely on charging for permission to use a standardized QR Code: Hara says DENSO kept core image-recognition technology as a trade secret and earned commercial returns through readers and services.

That makes the headline’s “chose not to cash in” an incomplete shorthand. DENSO chose not to charge for standardized QR Code use under the specified patent waiver, while retaining other technology and commercial interests. Hara’s account is available in “Development and popularization of QR code,” published in AIST Synthesiology in 2019.

Was the patent decision the reason QR Codes conquered the world?

It is reasonable to treat the patent decision as one part of the adoption story, not as a proven single cause. The available accounts describe several factors that fit together:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Useful design: two-dimensional encoding provides capacity, the corner patterns support locating the code from different directions, and error correction can help recover data from some damage.
  • Interoperability: successive industry, Japanese, and international standards gave organizations a common format.
  • Permission to use: the waiver removed patent-rights barriers for standardized QR Codes within its stated scope.
  • Commercial ecosystem: readers and services offered a way to build business around the format without making standardized-code use itself the sole source of value.

The cited accounts do not quantify the contribution of each factor or prove that the waiver alone caused worldwide adoption. They also do not provide a comparable, dated total for QR Code use around the world. The strongest supported conclusion is narrower: DENSO WAVE’s decision made standardized QR Codes broadly usable, and openness was part of a wider strategy that paired a practical design and standards with complementary commercial activity.
