Why deleting files or formatting an SSD may not erase their data

Deleting files or formatting an SSD can leave data in remapped and spare flash cells. Learn why generic overwrites are unreliable, what NIST SP 800-88 Rev. 2 recommends, and how to choose a documented sanitization or destruction method.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Deleting a file or formatting an SSD does not prove that every physical flash cell containing its data has been erased. Those operations usually change file-system records so the operating system no longer treats the file as present. An SSD controller may meanwhile have moved older versions into remapped, spare or overprovisioned cells that the host cannot address directly.

That is why a quick format, a factory reset or repeated generic overwrite passes should not be presented as guaranteed SSD sanitization. The correct method depends on the exact drive, its firmware, the sensitivity of the information and whether the device will be reused or destroyed.

What deleting a file actually changes

The file system removes references

A file system maintains metadata that tells the operating system which names, directories and storage addresses belong to a file. When you delete a file, the system can remove or alter those references and mark the associated logical space as available for future use. The visible directory entry disappears, but the operation does not necessarily write replacement data over every physical location that previously held the file.

Until other data is written to the same logical area, remnants may remain in storage. Whether any remnants can be interpreted later depends on the operating system, file system, drive controller, subsequent writes and the tools available to an attacker. There is no authoritative percentage that applies to all deleted SSD files.

Why the factory-reset analogy matters

NIST Special Publication 800-88 Revision 2 notes that some factory-reset operations can delete file pointers without directly rewriting the contents of non-volatile storage. This is an analogy for the distinction between changing references and sanitizing media, not a claim that every operating system or every reset behaves identically.

Why an SSD makes host overwriting complicated

The operating system sees logical addresses

An SSD presents a logical block interface. The controller’s flash-translation layer decides which physical NAND cells store each logical block. The operating system therefore does not know the permanent physical location of a particular file’s bytes.

Wear levelling moves data

Flash cells have finite write endurance. To spread wear, the controller routinely remaps logical blocks to different physical locations. A modified block may be written to a fresh cell while the older cell is retained until the controller later reclaims it. This process improves drive life, but it means a host write is not equivalent to overwriting one fixed physical location.

Spare and overprovisioned cells are outside normal addressing

SSDs commonly reserve spare capacity for replacement blocks, garbage collection and wear management. Previous data can remain in those areas after the logical block visible to the host has been changed. NIST explains that spare cells and wear levelling can make it infeasible for a user to sanitize all prior data through the native read/write interface on some flash devices.

What this means for repeated overwrites

Writing random data once or many times through the normal drive interface may overwrite the current logical mapping while leaving older copies in remapped or spare locations. Repeated passes can also create unnecessary write wear without delivering a predictable confidentiality result. The number of passes is therefore not a universal SSD-sanitization standard.

Does formatting an SSD erase everything?

Quick format

A quick format generally creates or updates file-system structures and makes the volume appear empty. It is designed for rapid reuse, not for proving that every previous physical representation has been removed. The exact behavior varies by operating system, file system and format option, so “quick format” should never be treated as a guaranteed erasure method.

Long or full format

A longer format may perform additional checks or writes, but the label alone does not establish what happens to controller-managed flash locations. Unless the procedure is documented for the specific SSD and its firmware as a sanitization operation, formatting remains a file-system or host-level action rather than verified media sanitization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Formatting and deletion are different actions with the same limitation

Deletion usually removes individual file references; formatting rebuilds or replaces volume structures. Both can leave data outside the structures the operating system currently uses. Neither operation, by itself, demonstrates that remapped, spare or overprovisioned cells have been addressed.

Can deleted or formatted SSD data be recovered?

Recovery is possible in some circumstances, but no single success rate applies to all SSDs. A recovery attempt may depend on how much new data has been written, the file system, controller behavior, encryption, firmware and the physical condition of the NAND. The available authoritative guidance does not establish a current named statistic for recovery after formatting.

That uncertainty is important in both directions. A person should not assume that a deleted file is certainly gone, and should not promise that a recovery service can retrieve it. If the information is confidential, make the sanitization decision before transferring or discarding the drive rather than relying on the hope that recovery will fail.

What current NIST guidance says

Revision 2 is the controlling edition

NIST Special Publication 800-88 Revision 2 was published on September 26, 2025, and superseded Revision 1. Revision 1 is historical context only; it is withdrawn and should not be presented as the current procedure.

Sanitization is an assurance goal

NIST defines media sanitization as “a process that renders access to the target data on the media infeasible for a given level of effort.” The required level of effort depends on the information’s sensitivity, the threat being considered and what will happen to the media afterward.

Revision 2 takes a program-level approach and points organizations toward applicable standards, including IEEE 2883, NSA specifications or an approved internal standard. It does not provide one hands-on command sequence that is safe and sufficient for every consumer SSD, connection type, firmware or operating system.

Why the old multi-pass advice is not a universal answer

Earlier guidance warned that overwriting flash could reduce effective device life and might not sanitize unmapped physical media. That warning explains why multi-pass recipes became common, but it does not make an arbitrary pass count a current guarantee. Revision 2 advises considering a more secure purge or destruction method when overprovisioning and controller behavior prevent adequate assurance from ordinary overwriting.

Compare the common approaches

Approach What it changes Addresses controller-managed areas? Appropriate conclusion
File deletion Removes or changes file-system references. Not established; normally no direct access to all physical cells. Useful for ordinary file management, not proof of sanitization.
Quick format Recreates or updates volume structures. Not established for remapped or spare cells. Prepares a volume for reuse; does not guarantee erasure.
Generic host overwrite Writes through the normal logical block interface. May miss prior mappings, spare cells and overprovisioned space. Do not rely on an arbitrary number of passes for high assurance.
Drive-specific sanitization feature Uses a procedure documented for that model and firmware. Potentially designed for the device’s controller; exact coverage must be documented. Preferred starting point for reuse when the manufacturer documents it.
Physical destruction Destroys the storage medium rather than preparing it for reuse. Removes the possibility of normal logical access, subject to destruction quality. Consider when the required assurance cannot be achieved and reuse is unnecessary.

How to prepare an SSD for reuse

Use this decision process instead of guessing at a command or pass count:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Classify the information. Identify whether the drive contains ordinary personal files, confidential business records, regulated data, credentials or information whose disclosure would cause serious harm. The higher the consequence, the stronger the assurance and verification you need.
  2. Decide whether reuse is mandatory. A drive being returned, reassigned or sold needs a method that leaves it functional. If reuse is not required, destruction may be a simpler route when the data warrants it.
  3. Identify the exact device. Record the manufacturer, model, capacity, interface, firmware version and connection path. A procedure for one SSD family is not automatically valid for another.
  4. Back up and remove anything you still need. Sanitization is intended to make data inaccessible. Confirm that backups open correctly before starting; do not use a damaged drive as a test subject.
  5. Read the drive maker’s sanitization documentation. Look for a feature or procedure explicitly described for the exact model and firmware. Check whether it is intended for reuse, what prerequisites it has and how completion is reported. Do not substitute a generic format because it is faster.
  6. Follow the documented procedure exactly. Keep the drive on stable power, use the required connection mode and avoid interrupting the operation. If the documentation requires a particular environment or administrative privilege, meet that requirement rather than improvising.
  7. Verify the result. Retain the completion status, logs or other evidence the procedure supplies. Verification should match the assurance level required by your policy; an empty directory or successful boot is not, by itself, proof that all target data was sanitized.
  8. Escalate when the evidence is insufficient. If the manufacturer does not document a suitable method, the firmware is unknown, the operation fails or the required assurance exceeds what can be verified, stop treating the drive as ready for transfer. Use an approved specialist or choose destruction.

When destruction is the better disposal route

NIST includes destruction as a sanitization approach. It can be appropriate when a drive cannot be reliably sanitized, when its firmware or physical condition is uncertain, or when the information’s sensitivity makes reuse unacceptable. Destruction sacrifices the device, so it is not a routine requirement for every SSD.

Commercial electronic-media or SSD shredding equipment may be suitable for organizations that routinely destroy drives, but compatibility with the particular SSD and the resulting particle size must be confirmed. A general paper shredder is not evidence of effective electronic-media destruction. If destruction is outsourced, use a provider whose process, chain of custody and certificate meet your organization’s requirements.

Mistakes that create false confidence

  • Deleting files immediately before sale. The directory is clean, but the underlying flash history may not be.
  • Assuming a quick format is a secure erase. It changes volume structures without demonstrating physical coverage.
  • Choosing a pass count from an old hard-drive recipe. Host writes may not reach previous SSD mappings, and extra passes add wear.
  • Assuming every factory reset is equivalent. Reset implementations differ; some remove pointers without rewriting non-volatile contents.
  • Using an unverified utility or command. A tool that works for one controller, interface or firmware may fail or report success without the assurance you need.
  • Destroying every drive unnecessarily. Destruction is valid for high-risk disposal, but documented device-specific sanitization can preserve a drive for reuse when the evidence supports it.

How organizations should document the decision

A defensible sanitization program records the asset identity, data classification, intended disposition, selected method, operator, date, firmware or tool version, completion result and verification evidence. Policies should name the governing standard and define when a failed or unverifiable operation requires escalation to destruction.

For consumer users, the same logic can be reduced to three questions: Will the drive be reused? How harmful would disclosure be? Can the chosen method be shown to address this exact device and report a verifiable result? If the answer to the last question is no, do not advertise the SSD as safely erased.
