Why Deep-Sea Corals Are Difficult to Study and Protect

Deep-sea corals are remote, sparsely mapped and slow-growing, so scientists must make protection decisions with incomplete information while fishing, development and climate pressures continue.

Deep-sea corals are difficult to study and protect because they live across vast, dark areas that are hard to reach, their distribution is still only partly mapped, and many colonies grow so slowly that a single disturbance can cause damage lasting centuries. Managers must decide where to restrict human activity while monitoring is incomplete and pressures such as fishing, development and climate change continue to shift.

A habitat that is remote, dark and enormous

“Deep-sea coral” describes many cold-water coral species and communities, not the shallow tropical corals that build sunlit reefs. NOAA places deep-sea coral habitat at roughly 150 feet to more than 10,000 feet below the surface. At those depths there is little or no sunlight, low temperatures and high pressure. Corals do not rely on photosynthesis; they capture food carried by currents or consume organic material that descends from surface waters.

The depth range alone creates a logistical problem. A survey ship must travel to remote ocean areas, deploy acoustic equipment and often send a remotely operated vehicle (ROV) down thousands of feet. Weather, sea conditions, limited ship time and the cost of operating vehicles restrict how much seafloor can be inspected. Repeating the same survey is even more demanding because scientists need comparable observations over years or decades.

Deep-sea coral habitat is also three-dimensional and patchy. A coral garden may occupy a rocky ridge, canyon wall or other small area surrounded by soft sediment. A broad map can show depth and terrain but still miss individual colonies. Conversely, a camera transect can document corals at one location without revealing how far the community extends beyond the transect.

Maps reveal where to look, not the whole habitat

NOAA Fisheries reports that less than 0.05 percent of the seafloor has been mapped. That figure describes general seafloor mapping, not the fraction of coral habitat surveyed. It illustrates why a blank map cannot be interpreted as an absence of corals: much of the ocean floor has never been examined at a resolution useful for habitat management.

Even mapped areas require validation. Acoustic maps infer seafloor shape and texture; scientists then use visual observations or physical samples to determine whether a feature supports corals, sponges or another community. A management assessment for the Monterey Bay National Marine Sanctuary identifies unresolved questions about habitat distribution, species composition, ecological condition, overlap with human activities and the rate and magnitude of environmental change.

What scientists must establish at a site

  • Location and extent: where coral aggregations occur and how far they continue beyond observed points.
  • Composition: which coral and sponge species are present, including mixtures that may have different sensitivities.
  • Condition: whether colonies are intact, broken, overturned, sediment-covered or showing other signs of stress.
  • Exposure: whether fishing gear, cables, pipelines, energy projects or other activities overlap the habitat.
  • Change through time: whether abundance, size, recruitment or damage is increasing or declining.

A single sighting answers only part of that list. The missing pieces are why managers can know that a coral community exists yet remain uncertain about its boundaries or vulnerability.

Seafloor mapping

Multibeam and other acoustic systems measure depth and identify terrain such as steep slopes, ridges and rugged outcrops where corals may attach. Mapping helps scientists plan ROV routes and compare habitat with fishing-effort records. It does not, by itself, identify every coral species or prove that a habitat is undamaged.

ROV visual surveys

An ROV sends high-definition video, still images and navigation data from the seafloor to the surface. Scientists can count colonies, identify visible species, measure size classes and record broken or healthy structures. The vehicle can revisit a precise location, but its camera sees only a narrow corridor at a time. Visibility, terrain and the number of hours a ship can remain on station limit the area covered.

Regional expeditions and occurrence databases

NOAA’s Deep Sea Coral Research and Technology Program supports multiyear regional fieldwork with science teams and management partners. The program maintains a database of known coral and sponge occurrences, combining observations from government surveys, academic projects and other contributors. Such a database makes scattered records useful for planning, but records are concentrated where expeditions have occurred and should not be treated as a complete inventory.

A typical survey sequence

  1. Identify a priority area. Scientists review existing bathymetry, coral records, fishing activity and proposed development.
  2. Map the seafloor. Acoustic surveys characterize depth, slope and ruggedness and locate features likely to support attached organisms.
  3. Validate selected features. An ROV makes video transects and records coral, sponge, substrate and visible damage with geographic coordinates.
  4. Link biology to human activity. Researchers compare observations with fishing-effort records and the footprint of gear or other operations.
  5. Repeat observations where decisions depend on trends. Revisits can test whether closures are preventing new damage and whether colonies show growth or recovery.

This workflow improves confidence but cannot eliminate the coverage problem. Large unsurveyed areas remain, and a time series may be unavailable for a species whose life span extends for decades or centuries.

Slow growth turns physical damage into a long-term loss

Many deep-sea corals grow only a few millimeters per year. NOAA Fisheries notes that damaged groves may require hundreds of years to regenerate, if they regenerate at all. NOAA’s deep-sea coral overview describes life spans ranging from decades to millennia, so a colony broken in one trawling event can represent far more than a short-term reduction in abundance.

Growth rates and life spans vary among species and sites; they should not be applied as one number to every coral. The management implication is nevertheless consistent: the time needed for natural replacement is usually much longer than the time between fishing seasons, construction projects or other human activities.

Why bottom-contact gear is especially severe

Bottom trawls, dredges and other gear that contacts the seafloor can snap branching colonies, topple large structures or scour the substrate where corals attach. A damaged site may lose both living tissue and the three-dimensional habitat used by fish and invertebrates. Because recovery is slow and uncertain, preventing contact is generally more reliable than assuming restoration will replace the original community.

Multiple threats overlap, and some effects remain uncertain

Pressure Why it matters What is established or still uncertain
Bottom-contact fishing Gear can break, overturn or remove coral structures. NOAA identifies trawling as a severe physical threat; the duration of recovery varies and may extend for centuries.
Energy exploration and development Seafloor disturbance, construction and operational activity can overlap coral habitat. Risk depends on location and project design; effects on deep-water communities are not fully characterized everywhere.
Cables and pipelines Installation and placement can disturb the substrate along a linear corridor. Impact depends on route, method and whether coral aggregations are avoided.
Oil spills Contaminants may affect organisms and surrounding habitat. NOAA says the effects of oil spills on deep-water habitats have not been studied in depth.
Warming, ocean acidification and salinity change Environmental conditions can alter calcification, food supply or physiological stress. Responses differ by species and region; several effects remain insufficiently studied.
Mineral extraction Extraction can remove or disturb seafloor substrate. Potential impacts are recognized, but NOAA identifies major knowledge gaps about effects on deep-water habitats.

These pressures can occur together. A closure that stops trawling does not automatically address a cable route, an oil spill or changing water chemistry. Protection therefore has to match the activity and the habitat, rather than treating one restriction as a universal solution.

Why protection decisions must be made with incomplete information

Managers need four kinds of evidence: where habitat occurs, how healthy it is, which activities overlap it and whether a restriction is working. In many regions, at least one of those layers is missing. Waiting for perfect maps could leave fragile colonies exposed, while closing large areas without local information can create conflicts with fisheries and other ocean users.

NOAA’s federal program was established in 2007 under the Magnuson-Stevens Fishery Conservation and Management Act. It is the United States’ only federal research program dedicated to increasing understanding of deep-sea coral and sponge ecosystems. Its regional expeditions, partnerships and occurrence database are intended to supply evidence for fishery and habitat decisions, not to replace regional management processes.

Evaluating whether a closure works

One NOAA Alaska project examined whether existing closures protect coral and sponge communities and sought evidence about growth and recovery. Researchers combined ROV observations with fishing-effort records and seafloor variables such as depth, slope and ruggedness. That comparison matters because a closure can look effective on paper while still leaving unrecognized habitat outside its boundary or failing to prevent activity that is not covered by the rule.

What U.S. protection statistics actually show

Most available figures in this discussion concern U.S. waters, not the global ocean. A NOAA report associated with the 2020 Report to Congress stated that fishery councils had restricted seafloor trawling across 76 percent of the overall U.S. exclusive economic zone at the time of the report. Regional coverage ranged from 0.8 percent to 100 percent. Those percentages are report-era values and concern seafloor trawling; they are not current worldwide protection rates or a measure of protection from every threat.

A separate NOAA 2022 report described 123,000 square miles of unfished deep habitat closed to seafloor-contact gear in 2020 as a precautionary action. The year and wording matter: it describes an action taken in 2020, not a guarantee that all deep habitat is now closed or that the same area remains unchanged.

Management measure What it can prevent Limits managers must check
Fishery closure or gear restriction Direct contact from specified fishing gear, especially trawls. May cover only selected gear, species, seasons or boundaries; it does not address development or climate pressures.
Marine national sanctuary Can provide a place-based framework for habitat protection, research and monitoring. Rules and coverage vary by sanctuary, and scientific gaps may remain inside protected boundaries.
Marine national monument Can establish broad area-based protections for designated resources. Effectiveness depends on the restrictions, enforcement and monitoring applied to the specific area.
Project siting and permit conditions Can reroute cables, pipelines or energy activity away from known coral habitat and reduce disturbance. Requires reliable maps and can miss undiscovered aggregations.
Targeted monitoring and adaptive rules Can detect new damage and adjust boundaries or requirements as evidence improves. Needs repeat surveys, funding and a decision process able to respond to new findings.

What stronger protection requires

Fill map gaps strategically

Because complete global mapping is unrealistic in the near term, surveys can prioritize rugged terrain, known coral records, fishing hotspots and locations proposed for development. Combining broad acoustic coverage with focused ROV validation gives managers more usable information than either approach alone.

Monitor protected and recently disturbed areas

Visual surveys should not stop when a closure is adopted. Revisiting protected sites tests whether coral remains intact, while surveys in recently modified areas provide evidence about damage and recovery. Consistent navigation, imagery and scoring make comparisons over time more credible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate prevention from restoration

Restoration may help in selected situations, but the very slow growth of many deep-sea corals means it cannot be assumed to recreate a mature coral garden on a management timetable. Avoiding physical contact is usually the first line of protection; restoration claims should be tied to a particular species, site and demonstrated method.

Account for pressures beyond fishing

Fishery restrictions are important where gear is the dominant threat, yet they do not cover spills, cables, pipelines, energy projects, mineral extraction or changing ocean conditions. Permitting, routing, spill prevention, climate assessments and long-term observation must be considered alongside closures.

Use precaution without overstating certainty

NOAA explicitly identifies limited knowledge about several environmental and extraction-related effects. Precautionary action can be justified when potential damage is severe and recovery is slow, but public decisions should distinguish observed impacts from plausible risks and identify what monitoring would change the rule.

Why the challenge is global even when the numbers are U.S.-based

Deep-sea coral habitats occur in oceans worldwide. The depth, remoteness, mapping limitations and biological vulnerability apply broadly, while the closure percentages and program statistics above describe U.S. management and should not be generalized to other countries. Elsewhere, agencies may use different legal authorities, survey capacities and protected-area categories. The common problem is the same: decisions must protect organisms that are difficult to see, slow to replace and distributed across a seafloor that remains incompletely observed.
