But it does not define the exact layout of every fragmented flex container, so a particular print or PDF failure depends on the layout and Chromium build. Start by isolating the smallest reproducible case rather than treating one CSS declaration as a universal fix.
What the flexbox standard says about page breaks
The W3C CSS Flexible Box Layout Module Level 1 says, “Flex containers can break across pages between items, between lines of items (in multi-line mode), and inside items.” For a column flex container, this means page fragmentation is allowed; the rules describe opportunities between sibling items and breaks within items.

The specification also defines how forced breaks interact with a column flex container. A forced break before its first item or after its last item propagates to the container. Forced breaks on other items apply to those items, and a forced break inside one flex item does not force a break inside its siblings. See the W3C section on fragmenting flex layout.
There is an important limit: the specification says the exact layout of a fragmented flex container is not defined at this level. It establishes break rules, not a promise that every combination of flex sizing, alignment, nested layout, and pagination will render identically in every browser.

Why a Chromium print may not break where expected
The title describes a symptom, not a single confirmed Chromium defect. The result can depend on whether the flex container is single-line or multi-line, how its main-axis size is determined, the sizes of items that do not fit in the remaining page area, and whether break properties are set on the container or its children. Nested flex containers and fixed or percentage heights are also useful variables to test.
A related report, Chromium issue 365922171, describes nested flex layout and page fragmentation in a PDF-printing case reproduced with Chromium 127.0.6533.99. Its example concerns a percentage-height element inside a horizontal flexbox; it does not establish the cause of every column-flex pagination problem, or whether that issue is the same as yours.

What break properties can—and cannot—do
break-inside expresses how page, column, or region breaks should behave inside a generated box. For example, break-inside: avoid-page asks the browser to avoid a page break within that box; break-inside: avoid expresses a broader avoidance preference. These values are not a general repair for flex fragmentation, and avoiding a break can make pagination harder when an item cannot fit in the available space.

page-break-inside is a legacy compatibility alias for break-inside; its auto and avoid values map to the corresponding modern values. MDN documents the property and alias at break-inside. Apply the value to the box whose internal break behavior you intend to control, then check the actual printed output.

How to isolate the cause
- Make a minimal reproduction. Keep only the column flex container and the fewest flex items that still show the unwanted page break. Remove unrelated application styles and content.
- Record the output conditions. Note the exact Chromium version, whether the result comes from print preview, print-to-PDF, or headless PDF generation, the page dimensions, and the expected versus actual break locations.
- Inspect fragmentation-relevant styles. Check whether the container is single-line or multi-line, whether its main-axis size is definite, which items exceed the remaining page space, and where
break-inside,break-before, orbreak-afterare applied. - Remove constraints one at a time. Test without nested flex layout, percentage heights, fixed heights, overflow constraints, and
break-inside: avoid. Changing one condition per run helps reveal which interaction matters. - Compare a block-flow print layout. If item-level pagination is essential and the reduced flex case still behaves unreliably, compare it with ordinary block flow in the same print environment. Treat this as a diagnostic alternative, not a guaranteed fix.
For broader engine context, Chromium’s RenderingNG fragmentation deep-dive describes the legacy engine as lacking flex or grid fragmentation support. That is historical architectural context, not sufficient evidence by itself to characterize current Chromium behavior.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to include in a useful bug report
- A minimal HTML and CSS example that reproduces the result.
- The Chromium build and the method used to paginate or generate the PDF.
- Page dimensions and the expected and actual locations of breaks.
- The relevant flex structure, item sizing, and break-property declarations.
Without those details, it is not possible to identify the cause of a specific page-break failure from the symptom alone.
