Chrome can show a page one way on screen and save it differently as a PDF because printing uses a paged layout, not a picture of the current browser window. A site may apply print-only CSS, and Chrome must fit the result to paper size, margins and page breaks. Print Preview settings can also change scaling, backgrounds and headers. The specific cause depends on the page and your settings.
Why a web page changes when Chrome prints it
Websites can have separate print styles
A page can use one set of styles on screen and another for print or PDF. Developers commonly use the print media type or @media print rules to hide navigation, change widths or colors, adjust text, or rearrange content for paper. A site can also load a separate print stylesheet. MDN documents the print media type and media queries.

Paper imposes different dimensions
A browser window can be wide and fluid; a PDF has pages with fixed dimensions. The @page CSS rule can specify page size, orientation and margins. Chrome then fragments content across pages, so a heading, image or column may move, wrap differently, or leave whitespace around a page break. Chrome’s print controls include paper size, orientation, margins, scaling or fit, background graphics, and headers and footers. These affect the output separately from the page’s own styles. Available labels and options can vary by Chrome version, operating system and destination. Chromium documents these print setting families in its interface strings.

Check these settings first
- Open Print Preview. In Chrome, choose More > Print, or press
Ctrl+Pon Windows/Linux orCommand+Pon macOS. Select Save as PDF as the destination if needed. - Check paper size and orientation. A page designed for a wide screen may wrap or shrink on portrait paper. Try the intended paper size and switch orientation only if the content is genuinely wider than the page.
- Check margins and scaling. Compare the preview with the default margins and scaling first. Then change one setting at a time. A fit-to-page choice may shrink the page; different margins alter the available content area.
- Check Background graphics. If a colored area, background image or visual treatment is missing, enable Background graphics and compare. Printing backgrounds is a user-controlled option; enabling it does not guarantee every website will render identically on every system.
- Check Headers and footers. Turn this option off if Chrome’s page title, URL, date or page number is unwanted. Browser-added headers and footers need margin space; Chrome’s guidance notes they may not appear when margins are too small or zero.
Change only one control per comparison. If the preview changes after a single adjustment, you have isolated a browser setting rather than established that the website’s print CSS is responsible.
How to inspect print CSS on a site you maintain
Chrome DevTools can emulate print media so you can inspect the page under print rules before saving. Open DevTools, open the command menu, and choose Show Rendering if the Rendering panel is not visible. In the Rendering panel, set Emulate CSS media type to print. Inspect the affected element’s computed styles and source rules while print emulation is active; look for @media print, linked print stylesheets and @page. If the page uses print-specific rules, those rules may be the reason the PDF differs even when the screen version looks correct. If you do not control the site, browser controls may not override all site-authored print styling; report the issue to the site owner or use a page-specific alternative workflow.

Why pagination creates unexpected gaps or movement
PDF output must break a continuous document into pages. Content near a page boundary can move to the next page, and page-break rules or element dimensions can leave open space. Chrome for Developers describes the behavior directly: “When content is printed it is fragmented into as many pages as needed to contain it.” Chrome’s paged-media explanation also notes that Chrome 131 added support for CSS page margin boxes, which let authors put content such as page numbers or titles in page margins.

For a site you maintain, inspect print styles that set page size, margins, breaks or large fixed dimensions. Test with the actual paper size and margins users will use; a layout that works for one page geometry may not work for another.

What you need for a page-specific diagnosis
The title of the problem alone cannot identify the responsible rule or setting. A precise diagnosis requires the page URL or source, Chrome version, operating system, PDF destination, paper size, and the Print Preview settings in use. Without those details, the checks above distinguish the most common browser-side and page-authored causes without assuming which one applies.
