The dark web cannot be switched off with one action because it is not a single website, server, or centrally managed network. Tor—the best-known route to onion services—is a distributed network, and shutting down an individual service does not shut down Tor or every other service it can carry.
What “the dark web” means here
“Dark web” is a broad label, not the name of one system. This explanation focuses on Tor onion services, a familiar example; it does not describe every anonymity network or every service people may call part of the dark web. Tor itself is not synonymous with criminal activity.

The Tor specification describes Tor as a distributed overlay network designed to anonymize low-latency TCP applications. Rather than connecting through one central dark-web server, users and services communicate through network infrastructure made up of relays.

How Tor onion services avoid a central directory
The Tor Project states that “Onion services are services that can only be accessed over Tor.” A service creates and signs a descriptor containing information about its introduction points, then uploads that descriptor to a distributed hash table within Tor. This helps conceal the service’s hosting location from clients and means access does not depend on one public DNS listing or a single central web directory. Tor Project: Onion services overview

This does not mean every part of Tor or every onion service is perfectly decentralized, or impossible to disrupt. The narrower point is that the network and its services do not reduce to one switch or one website. Bridges make simple blocking harder
Public Tor relays can be filtered by network providers or governments. Bridges are relays that are not listed in the public directory; their addresses are distributed through other means to help users connect when public relays are blocked. This complicates straightforward network-level blocking, although it does not make access impossible to disrupt. Tor specifications
What authorities can shut down
Authorities can investigate users and target particular sites, servers, operators, and supporting infrastructure. In its 2026 announcement of Operation Alice, Europol said authorities in 23 countries shut down more than 373,000 fraudulent dark-web sites and identified 440 customers of the operator’s services. Those figures describe that operation and its targeted fraud infrastructure—not all dark-web sites, and not a shutdown of Tor. Europol: Operation Alice
Europol’s 2016 Internet Organised Crime Threat Assessment described how anonymity tools can conceal criminals and the hosting locations of criminal websites, forums, and markets. It also discussed services closing and users moving or responding to shutdowns. That is historical context, not a current measure of how often migration happens or how quickly a replacement appears. Why not block the underlying technology altogether?
A broad effort to suppress Tor would affect privacy and censorship-circumvention uses as well as criminal services. The European Parliament Research Service’s 2026 briefing describes Amnesty International establishing an onion version of its site in 2023 to help people facing censorship and digital surveillance access information. This documented example illustrates a legitimate use; it does not establish how many people use Tor for legitimate purposes. European Parliament Research Service briefing (2026)
That trade-off is different from taking down a particular criminal service. A targeted investigation can disrupt specific infrastructure and pursue people; broad blocking would aim at access to the underlying network, including access used for privacy or to reach information under censorship.

A takedown is not a network shutdown
Removing one market, site, or server can be consequential, but it does not eliminate the relays, operators, and other services that make up or use the network. Europol’s Operation Alice figures show that large-scale targeted enforcement is possible; Tor’s architecture explains why that is not the same task as switching off every service and means of access. The available sources do not establish a universal replacement rate or timeframe after a takedown.
