A VPN can secure the connection between a device and the organization’s VPN gateway, but it does not secure the device itself, every network segment beyond the gateway, or every account and application. Remote access is safer when the VPN is paired with device security, multifactor authentication, staff training, and narrowly scoped permissions.
What a business VPN does
A business VPN client connects a user’s device to an organization’s VPN gateway. The gateway acts as the entry point to selected internal resources. NIST describes the tunnel as protecting the confidentiality and integrity of information transmitted between the client device and gateway; it can also support user authentication and access controls. See NIST SP 800-46 Rev. 2.

That boundary is important: a VPN is a protected route into a network, not a blanket security guarantee. The gateway can restrict access to the hosts, subnets, or applications a user needs, rather than granting every remote user the same reach.

What the VPN does not protect
- The device itself: The tunnel does not protect files stored on a laptop or phone. A compromised, shared, or unpatched device can still expose data or credentials.
- Traffic after the gateway: VPN tunnel protection ends at the gateway. Communications from there to internal resources need appropriate protection and controls of their own.
- Accounts and user actions: A VPN does not prevent phishing, malware, misuse of valid credentials, or a user accessing more than their role requires.
Those limits are also set out in NIST SP 800-46 Rev. 2. Treat the gateway and remote-access servers as security-critical infrastructure: keep them patched, apply an organization-defined security baseline, and allow administration only from trusted hosts by authorized administrators.

Controls that make remote access safer
The Federal Trade Commission’s Cybersecurity for Small Business guidance says, “Consider creating a Virtual Private Network (VPN) for employees and vendors to use.” Its recommendations also make clear that a VPN is only one part of a remote-access policy.
- Set device requirements. Require connecting devices to meet security requirements, including appropriate updates and endpoint protections. Decide how personally owned devices are handled before granting access.
- Use multifactor authentication. Require MFA for sensitive network areas and remote accounts. A hardware token, such as a USB device that generates temporary codes, is one possible additional factor; verify that the organization’s identity provider and VPN support the chosen method.
- Apply least privilege. Limit each person’s access to the resources needed for their role. Review permissions when roles change and remove access when it is no longer needed.
- Train staff. Explain how to connect, recognize suspicious prompts, report lost devices, and handle sensitive information while working remotely.
- Separate guest access. Keep guest Wi-Fi separate from the business network so visitors do not share the same network access as employees.
- Protect and administer the gateway. Patch remote-access servers promptly, maintain a defined security baseline, and restrict administrative access to authorized people using trusted hosts.
Using a VPN on public Wi-Fi
In its 2019 remote-work guidance, the FTC advises employees to use public Wi-Fi only while also using a VPN to encrypt traffic between the device and the internet. That advice concerns the connection; it does not make an insecure device safe. Apply the same device requirements, authentication, and access limits wherever employees connect.

Choosing an access approach for different users
A VPN may suit employees who need access to internal resources, but not every user or device needs the same route or permissions. Compare approaches against the resources required, how narrowly access can be constrained, data sensitivity, device ownership and security posture, authentication and administration needs, and organizational policy. NIST notes that an organization may use multiple remote-access solutions when groups have materially different security needs.
CISA and partner agencies’ June 18, 2024 guidance, Modern Approaches to Network Access Security, discusses vulnerabilities and misconfiguration risks associated with traditional VPN deployments and encourages organizations to consider Zero Trust, Secure Service Edge (SSE), or Secure Access Service Edge (SASE) approaches as appropriate. These are options to evaluate against an organization’s requirements, not a universal replacement rule.

A practical remote-access decision checklist
- Identify the need: List the internal applications and resources each employee, contractor, or vendor must use.
- Set the boundary: Decide whether a VPN gateway can limit each group to only those resources, or whether a different access approach is needed.
- Assess the device: Define which managed or personal devices may connect and the security conditions they must meet.
- Protect sign-in: Require MFA where access is sensitive and confirm that selected authentication methods work with the identity provider and remote-access system.
- Operate securely: Assign gateway administration to authorized staff from trusted hosts, keep systems patched, and review access as roles change.
- Match the policy to the risk: Consider Zero Trust, SSE, or SASE alongside VPN access where the organization’s needs warrant it; multiple approaches can coexist.
NIST SP 800-46 Rev. 2 was published July 29, 2016, and its publication record lists an update of March 1, 2021. It remains a detailed reference for remote-access security concepts; for implementation specifics, consult current guidance as well as organizational requirements.
