Microsoft did not shut down Bing Image Creator, but users had two real reasons to feel it had been “lobotomized”: tighter moderation after the DALL·E 3 rollout in 2023, and an image-quality regression with the PR16 model in late 2024. Microsoft acknowledged problems with PR16 and said it would return to PR13 while it worked on a fix. Since then, Bing has continued adding image-generation options, including GPT-4o and newer MAI models.
What “lobotomized” means in this case
The headline describes a perceived loss of freedom or quality, not a permanent shutdown. Bing Image Creator remained available through both controversies. They were separate episodes: one concerned prompts being blocked or images censored, while the other concerned the look of the generated images.

Microsoft said in December 2024 that billions of images had been created with Bing Image Creator since its March 2023 launch. The same post described safety controls that block prompts likely to generate harmful images, add an AI watermark, and use content credentials based on the C2PA standard. The October 2023 moderation tightening
After DALL·E 3 arrived in Bing Image Creator, Microsoft tightened filtering. TechRadar reported on October 9, 2023 that prompts it considered innocuous were being denied; one example involved a man breaking a server rack with a sledgehammer. The same report described the “surprise me” feature generating an image and then censoring it. It relayed Windows Central’s contemporaneous estimate that this happened about a third of the time; that was a reported observation, not a controlled measurement. TechRadar’s October 2023 report

That episode was about moderation, not proof that the image model had become less capable. A filter can reject a prompt before generation or suppress an output afterward, making the service feel less usable even if the model itself has not changed in the same way.
Why users thought the pictures got worse
PR16 rolled out in December 2024
Microsoft announced DALL·E 3 PR16 in December 2024, saying it would create images twice as fast as before and at higher quality. The claim reflected Microsoft’s stated expectation at rollout, not a guarantee that every user would prefer its results. Microsoft’s PR16 announcement

Microsoft acknowledged problems and planned a rollback
Users subsequently complained that PR16 images looked less realistic, detailed, or lively than those from the previous model. In January 2025, Microsoft head of search Jordi Ribas told TechCrunch that the company had reproduced some reported issues and planned to revert to DALL·E 3 PR13 until it could fix them. The rollout of the reversal, he said, would take “2-3 more weeks to get to 100%.” That was a deployment estimate at the time, not a statement about present availability.
TechCrunch also reported Ribas saying Microsoft’s benchmark rated PR16 “a bit better on average,” even as many users preferred the older model. That gap helps explain the backlash: an average benchmark result and an individual creator’s preference are not the same measure of quality. TechCrunch’s January 2025 report

What happened to Bing Image Creator after the rollback?
More model choices arrived
Microsoft’s August 2025 announcement added GPT-4o alongside DALL·E 3. It positioned GPT-4o as stronger for photorealistic visuals, detailed prompts, text in images, and fine detail, while keeping DALL·E 3 available as a selectable alternative. The announcement described 15 fast creations and unlimited standard-speed creations, and said the feature was available worldwide except Russia and China at that time. These were the terms and availability Microsoft announced in August 2025; they should not be assumed to describe every later region or interface state. Microsoft’s August 2025 GPT-4o announcement
The current interface has continued to evolve
Microsoft’s help page, accessed September 30, 2026, shows image transformation, MAI-Image-2.5-Flash and MAI-Image-2e modes, multiple aspect ratios, fast-creation counters, and regional-availability notices. The mode names and controls matter more than the old claim that Bing has one fixed image model: the available choices can vary with interface and location. How to choose a model in Bing Image Creator
If the interface presents several modes, choose based on the job rather than assuming one is universally best:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- For realism, fine detail, or text in an image: Microsoft’s August 2025 positioning favored GPT-4o for these tasks. Results still depend on the prompt and the specific image requested.
- For a different visual interpretation: DALL·E 3 remains a selectable option in Microsoft’s announced model lineup, so it may be worth trying when another mode does not match the style you want.
- For speed or remaining fast generations: Check the mode’s counter and the current interface. Microsoft’s published allowance of 15 fast creations and unlimited standard-speed creations was announced in August 2025, not established here as a universal current limit.
- For edits or a particular composition: Use the available transformation controls and aspect-ratio settings; these are among the features Microsoft’s current help page describes.
- If a prompt is blocked or the service is missing: Regional access and safety filtering can affect what you can do. Microsoft’s help page provides the relevant availability notices; a blocked request does not by itself show that image generation has been discontinued.
Did Microsoft nerf Bing image generation?
For moderation, the 2023 reports support the view that filtering became more restrictive and could frustrate users with seemingly harmless prompts. For image quality, PR16 prompted enough complaints that Microsoft said it could reproduce some issues and planned a PR13 rollback. Neither event establishes that Microsoft permanently reduced or disabled image generation. Bing Image Creator remained active and later expanded to include additional models and controls.
