Why Apache Websites Go Down Until Restart and How to Fix It

A restart can clear exhausted or stuck Apache workers, but it does not reveal the root cause. This guide shows how to capture evidence, validate configuration, size MaxRequestWorkers safely, and fix capacity, memory, upstream and MPM problems.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If an Apache website comes back immediately after you restart Apache, the restart has usually cleared exhausted, stuck, or unhealthy worker state. It has not proved that Apache itself is the root cause. A restart replaces or retires child processes and threads, reloads configuration, and reopens logs; that can temporarily free all request slots or discard a process generation trapped on a slow request. The durable fix is to identify what consumed the workers, memory, listener, or configuration state before the restart.

The safest investigation captures evidence while the site is failing, validates the configuration, identifies the active Multi-Processing Module (MPM), and then changes capacity or the offending application, upstream, module, or timeout. Raising MaxRequestWorkers without checking RAM can turn a brief outage into swapping, an out-of-memory kill, or a server that will not start.

What a restart changes—and what it does not

Apache has a parent process and a set of child processes or worker threads. Those workers accept connections and execute requests. Over time, some can remain busy on slow application calls, dead upstream connections, WebSockets, file locks, or module code that never returns. Others may be part of an old process generation created by a previous graceful reload.

A normal restart stops and starts the service; a graceful restart asks the parent to reload its configuration and reopen log files while existing children finish their current requests. Apache documents the graceful signal as causing children to exit after the request they are processing. New children then take over. Either form can make the site respond again because the available worker pool has been replaced or because a changed configuration is finally loaded.

That recovery is evidence that process or configuration state changed. It is not a diagnosis. If the same traffic, request, upstream dependency, or memory budget remains, the outage will recur.

The causes that most often produce “works after restart”

1. All request workers are occupied

MaxRequestWorkers is Apache’s ceiling for simultaneous requests. In the prefork MPM it limits child processes. In worker and event, it limits the total worker threads available to serve requests. When the ceiling is reached, additional connections normally wait for a worker to become free. If the busy period lasts longer than the client, proxy, or load balancer timeout, the website appears down even though the parent process is still running.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Typical clues include an error-log message about reaching MaxRequestWorkers, a status page showing every worker busy, a growing listen queue, and many requests with similar long durations. A restart makes the queue disappear by replacing the busy generation; it does not make those requests intrinsically faster.

2. The configured capacity exceeds available memory

Apache’s prefork guidance requires enough children for expected concurrency while leaving physical RAM for the operating system, Apache’s parent process, the PHP or other application runtime, caches, and every other service. A child that loads a large interpreter or application can consume far more memory than a static-file child. If too many children are allowed, the host may swap heavily, become extremely slow, invoke the kernel’s out-of-memory killer, or fail to start new children.

Memory pressure can therefore look like capacity exhaustion: requests stop completing, children disappear and are respawned, and a restart briefly restores service while the process count is low. Check resident memory per child and swap activity before increasing any limit.

3. Long-lived or stuck requests hold workers indefinitely

Slow database queries, an unavailable API, a dead reverse-proxy connection, a client that keeps a connection open, a WebSocket, a locked file, or a module defect can keep a worker occupied. A single request is not necessarily a problem; a pool of requests that never reaches completion is. Examine request durations, upstream connection times, and the exact child or thread state around the first failed request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A graceful restart deserves special care here. Existing children are told to finish their current requests, so they can remain alive while waiting on a broken upstream. If old generations persist after a graceful operation, inspect the error log and process list rather than issuing repeated graceful restarts. A controlled hard restart may be required only after you have captured evidence and confirmed that preserving in-flight work is not useful.

4. The restart itself is failing

A restart command can return before the service is usable, or it can fail outright. A syntax error, missing include, invalid directive, permission problem, certificate error, or a port already bound by another process can prevent Apache from starting. If you restart without reading the result, you may mistake a failed restart for a continuing capacity problem.

Always run the configuration test first. On many distributions the command is apachectl configtest; some package layouts expose the same check through the service manager. Fix every reported error before attempting another restart. A valid syntax check does not guarantee that the configured address is available, that a certificate file can be read, or that a module will load successfully, so check the service status and journal as well.

5. MPM and tuning directives do not fit the workload

The active MPM determines whether Apache spends its concurrency budget on processes, threads, or an event-driven combination. In thread-based MPMs, ThreadsPerChild, MaxRequestWorkers, and ServerLimit must form a coherent configuration. Values that exceed the compiled or operational limits can prevent startup; values that are technically accepted can still overcommit memory or leave too few threads for the workload.

A recovery runbook that avoids making the outage worse

  1. Confirm the symptom locally. Test the site from the server and from an external vantage point. A local success with external failure points toward DNS, a firewall, a load balancer, TLS, or an upstream network path rather than an exhausted Apache worker pool.
  2. Save evidence. Capture the logs, process list, memory and swap, listening sockets, service status, and local request described above. Note the exact time of the first failed request.
  3. Identify the MPM and capacity. Record the active MPM and the concurrency directives from the loaded configuration, not merely from an unused file in a configuration directory.
  4. Search the error log. Look for messages about reaching MaxRequestWorkers, scoreboard or child-process exhaustion, repeated child exits, bind failures, permissions, certificates, and syntax errors. Correlate each message with the first failed requests.
  5. Validate configuration. Run apachectl configtest or the equivalent distribution command. Do not restart until every syntax error is corrected.
  6. Check the listener and service state. Verify that the expected process owns ports 80 and 443, that the service manager reports a running unit, and that no second process has claimed the address.
  7. Choose the least disruptive recovery. If the configuration is valid and preserving in-flight requests is safe, use the service manager’s graceful operation or Apache’s graceful control path. If the service is wedged, the port is not listening, or old children cannot exit, use a controlled stop and start after recording evidence.
  8. Verify after recovery. Test local and external requests, inspect the new error-log entries, confirm the expected number of children or threads, and watch memory and swap for several minutes. A successful HTTP status alone is not proof that the pool is healthy.
  9. Write down the trigger. Record which resource was exhausted or which component failed, what changed, and what measurement will alert you before the next outage.

Understand the active MPM before changing limits

MPM Concurrency model What MaxRequestWorkers represents Main risk to check
prefork Separate child processes Maximum simultaneous child processes serving requests Per-process memory multiplied by the child count; swapping and out-of-memory failure
worker Multiple threads inside child processes Total worker threads available for requests Coherence among ThreadsPerChild, ServerLimit, and the total thread budget
event Threaded workers with event handling for keep-alive connections Total request-serving worker threads Thread and process limits, plus applications or modules that do not behave well with the chosen model

Use the loaded-module output to identify the MPM, then inspect the effective configuration with your distribution’s tools. A file containing a directive is not proof that it is active; include order, enabled-module links, and virtual-host configuration determine what Apache actually loads.

How to size MaxRequestWorkers safely

For prefork

Start with the memory that can safely be devoted to Apache children. Subtract the operating system reserve, the parent process, the application runtime, caches, monitoring agents, and a safety margin. Measure the typical resident memory of representative children under peak traffic, then divide the remaining budget by that measured per-child value. The result is an upper bound, not a target to exceed.

For example, a server whose application children grow during real requests must be sized using the high-water resident set, not the small value observed immediately after startup. Recheck after enabling a module, changing the PHP or application version, or adding a larger plugin. Apache’s documented prefork default of 256 is a software default tied to version and configuration; it is not a universal recommendation.

For worker and event

Check that the requested MaxRequestWorkers can be provided by the available child processes and their ThreadsPerChild setting. ServerLimit caps how many child processes can exist, while ThreadsPerChild determines how many threads each child supplies. A configuration that asks for more workers than those children can create will not deliver the advertised capacity. Increasing all three values also increases memory and scheduling demand.

Measure peak busy workers, queued requests, request duration, and upstream duration. If the peak is caused by slow work, adding threads may only allow more requests to wait on the same bottleneck. Fix the latency source or apply a deliberate queue and timeout policy before raising the ceiling.

Match the fix to the evidence

If the log shows MaxRequestWorkers exhaustion

  • Confirm that the peak is legitimate traffic rather than a loop, abusive client, failed health check, or retry storm.
  • Measure how long requests occupy workers and which URL or upstream accounts for the busy period.
  • Reduce application and database latency, isolate slow upstream calls, and set timeouts that release resources when a dependency is unavailable.
  • Increase MaxRequestWorkers only when measured RAM and the selected MPM leave a safe margin.
  • Consider a queue, caching, static-file offload, or a separate application tier when the workload routinely exceeds one host’s safe concurrency.

If memory or swap is the limiting resource

  • Lower the worker ceiling to a value the host can sustain, even if that means requests queue sooner.
  • Reduce per-worker memory by fixing leaks, unloading unnecessary modules, and optimizing the application runtime.
  • Stop unrelated services competing for RAM or move the application to a host with an appropriate memory budget.
  • Investigate out-of-memory-killer messages and child churn; repeated respawning is a symptom, not a capacity solution.

If requests or old generations remain stuck

  • Use access-log timing and upstream logs to identify the dependency that does not return.
  • Set explicit connection, proxy, and request timeouts appropriate to the application’s legitimate long-running operations.
  • Check WebSocket and streaming endpoints separately; they intentionally occupy a connection for a long time and may require a different capacity plan.
  • After collecting evidence, use a controlled non-graceful restart only when waiting for existing requests would prolong the outage. Then fix the code, lock, or upstream that trapped the workers.

If configuration, permissions, certificates, or binding failed

  • Run the configuration test and correct the first reported error before chasing later messages.
  • Verify that included files, log directories, certificate and key files, and runtime sockets exist and are readable by the Apache service account.
  • Use ss -ltnp or an equivalent socket tool to find a process already listening on the configured address.
  • Check the service-manager journal for the exact failing directive or bind address. Do not assume that a command returning quickly means Apache is serving traffic.

Graceful restart versus a full restart

Operation Effect Use when Important limitation
Graceful reload/restart Parent rereads configuration and reopens logs; existing children finish their current request Applying a valid configuration or rotating logs while preserving safe in-flight work Children waiting on a dead upstream can remain alive, so the outage may continue
Full controlled restart Stops the existing process tree and starts a new one The listener or worker generation is wedged and evidence has already been captured Abandons in-flight requests and still fails if syntax, permissions, certificates, or binding are wrong

Apache recommends using apachectl or the init/service script supplied by the operating system for starting, stopping, and restarting the server. Avoid sending ad-hoc signals or killing individual children as a routine operating method; it can hide the pattern you need to diagnose.

Monitoring that prevents repeat outages

Track both capacity and latency. Useful alerts include:

  • Busy workers approaching MaxRequestWorkers and queued requests rising.
  • Swap use, sustained memory pressure, and kernel out-of-memory events.
  • Child-process churn, repeated graceful generations, and workers that remain busy far longer than normal.
  • Error-log messages about reaching the worker limit, scoreboard exhaustion, failed children, syntax, permissions, certificates, or binding.
  • Request duration and upstream connection duration by route, not only total HTTP error rate.
  • Restart frequency. A restart is a recovery action; it should not be your health check or capacity plan.

Keep Apache, the application runtime, proxy modules, and TLS configuration maintained. Test configuration changes before deployment, roll them out during a window with monitoring, and retain enough log history to correlate the first failed request with resource pressure or a dependency failure.

A practical decision guide

  1. Is Apache listening? If no, inspect service status, syntax, permissions, certificates, and port conflicts.
  2. Is it listening but local requests time out? Check busy workers, process states, memory, swap, and upstream duration.
  3. Are all workers busy? Determine whether traffic is genuinely high, requests are slow, or connections are stuck. Tune the cause before increasing the limit.
  4. Is memory exhausted? Reduce concurrency or per-worker footprint and remove the source of swapping before any capacity increase.
  5. Do old children survive a graceful operation? Find the request or dependency keeping them alive; use a controlled full restart only as an incident recovery step.
  6. Does the problem return at a predictable load or time? Compare concurrency, request duration, upstream duration, and memory at that point, then set an alert on the leading measurement.

The durable fix is the resource or component revealed by those measurements: a safe worker limit, a lower per-worker footprint, a corrected MPM relationship, a repaired upstream, a timeout policy, or a valid configuration. Restarting Apache can restore availability, but only that evidence-led change prevents the next outage.
