Apache usually “ignores” .htaccess for one of four reasons: the file is not in the directory serving the request, Apache is looking for a different filename, the matching <Directory> block has AllowOverride None, or the file contains directives that the server has not permitted. Rewrite rules have an additional requirement: RewriteEngine On and an allowed symlink option in per-directory context.
Need a server to try this on? Antihost offers Linux VPS plans with NVMe storage, full root access and a 14-day free trial.
Fix the problem from the server configuration outward. Confirm the path and filename, find the <Directory> block that matches that path, grant only the override permissions you need, enable rewriting if applicable, reload Apache, and use the error log to distinguish a file that was never read from a file that was read and rejected.

An .htaccess file is a per-directory configuration file. Apache checks for it while handling a request, but only when the server configuration allows that behavior. The Apache Software Foundation’s tutorial states: “The default value of AllowOverride is None. This means .htaccess files are completely ignored unless you explicitly enable them for a directory.”
The core configuration reference is more precise: when both AllowOverride and AllowOverrideList are None, Apache does not even attempt to read the file. In that situation, a syntactically perfect rule, redirect, header, or access restriction has no effect because Apache never parses the file.

When Apache does read the file, a different class of failure is possible. A directive may be forbidden by the active override policy, or a rule may be malformed. Those cases normally produce an error-log message or a configuration-test error. The troubleshooting goal is therefore to answer one question first: was this file processed at all?
The four checks that determine whether Apache reads the file
1. The exact filename
Apache searches for the name configured by AccessFileName. The default convention is .htaccess, including the leading dot and exact capitalization. A file called htaccess, .htaccess.txt, or .HTACCESS is a different filename on a case-sensitive filesystem.
An administrator can deliberately change the name with AccessFileName. If the server uses another name, creating a file called .htaccess will not make Apache read it. Check the active server or virtual-host configuration before changing files or rules.
2. The filesystem directory serving the request
Apache applies <Directory> settings to filesystem paths, not to the URL text in the browser. A rule in /var/www/site/.htaccess cannot affect a request whose document root is actually another directory, an alias target, or a different virtual host’s directory.

Find the filesystem path that serves the failing URL, then locate the <Directory> block matching that path. A permissive setting in an unrelated directory does not enable the file you intend to use. More-specific directory settings can also change the effective policy for a child directory.
3. The active override policy
AllowOverride controls groups of directives that may appear in per-directory files. AllowOverrideList can instead permit named directives individually. If both are set to None for the matching directory, Apache skips the file entirely.

Do not enable every category automatically: grant the smallest category or directive list that supports the configuration you actually need.
4. Additional requirements of the directive you are using
Allowing the file to be read does not make every directive valid. A rewrite configuration still needs RewriteEngine On. In per-directory context, mod_rewrite also requires either FollowSymLinks or SymLinksIfOwnerMatch; the server configuration must permit the selected option. If that option is prohibited, the rewrite setup can fail even though Apache is reading the file.

Step-by-step repair procedure
- Confirm the file’s name. On the server, list the directory and verify that the file is exactly
.htaccess, with no hidden extension or capitalization change. If the administrator setAccessFileNameto another value, use that configured name instead. - Confirm the served directory. Identify the virtual host handling the request and the filesystem directory behind its document root or alias. Place the file in that directory, or in a parent directory that Apache checks for the request. Do not assume that a URL such as
/blogmaps to a filesystem directory with the same spelling. - Inspect the matching
<Directory>block. Look for an explicitAllowOverride NoneorAllowOverrideList None. If either setting is inherited or applied to the relevant path, the file will not be processed. - Permit only the required directives. For a rewrite or metadata file, a typical category-based policy is:
<Directory /www/htdocs/example>
AllowOverride FileInfo
</Directory>
The path in this example must be replaced with the real filesystem directory serving the request. If the server policy favors named permissions, use AllowOverrideList to allow the individual directives required by the file rather than opening an entire category. The exact directive names must match the contents of the file and the Apache version in use.
- Enable rewriting inside the file. A rewrite rule is inactive until the per-directory file contains
RewriteEngine On. A minimal structure is:
RewriteEngine On
RewriteRule ^old-path$ /new-path [R=301,L]
The rule’s pattern is evaluated in per-directory context, where the directory prefix is removed before matching. Keep the example’s path and status code only if they match your intended redirect; test redirects with a temporary status while developing to avoid browser-cached permanent results.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Meet the symlink requirement. For per-directory
mod_rewrite, the matching server configuration must allowFollowSymLinksorSymLinksIfOwnerMatch. These options are controlled by the server, not granted simply by placing a line in.htaccess. If the host disallows both, ask the administrator to provide an allowed configuration or move the rule to the virtual-host configuration. - Reload or restart Apache. Changes to
httpd.conf, included configuration files, virtual-host blocks,AccessFileName,AllowOverride, orAllowOverrideListtake effect only after Apache reloads or restarts successfully. A failed reload leaves the previous configuration active, so check the service result rather than assuming the change was accepted. - Read the error log immediately. Make one request that reproduces the problem and inspect the Apache error log for that virtual host. A forbidden directive, missing module, invalid option, or malformed rule normally identifies the failing line or policy. Correct the reported issue, reload again when the main configuration changed, and retest.
How to prove whether Apache is reading the file
Apache’s troubleshooting guidance recommends a deliberately invalid-directive test. Temporarily add text that cannot be a valid Apache directive to the suspected file, then make a request that should cause Apache to inspect that directory. Remove the test text immediately after the check.
- An error appears: Apache reached the file and attempted to parse it. The remaining problem is likely a forbidden directive, invalid syntax, an unsupported module, or a rule that does not match the request.
- No error appears: Apache probably did not process that file. Recheck the filename, the served filesystem path, the active virtual host,
AccessFileName, and the effectiveAllowOverride/AllowOverrideListsettings.
This test is intentionally destructive for the brief interval in which it runs: invalid configuration can produce server errors for visitors. Perform it during a controlled maintenance window, remove the invalid line as soon as the result is known, and restore a valid file before normal traffic resumes.

Why rewrite rules are the most common special case
Rewrite failures often combine several independent conditions. The file must first be read; then FileInfo or the relevant named directives must be permitted; then RewriteEngine On must activate the module in that directory; finally, the per-directory symlink option must be allowed. Missing any one of these conditions can make a rule appear to be ignored.
A practical rewrite checklist
- The request is handled by the virtual host and filesystem directory you inspected.
- The filename is exactly the configured access-file name.
- The matching directory policy is not
AllowOverride None. - The needed rewrite directives are allowed through
AllowOverride FileInfoor an appropriateAllowOverrideList. RewriteEngine Onappears before the rules.- The server permits
FollowSymLinksorSymLinksIfOwnerMatchfor that per-directory context. - The error log shows no rejected directive or syntax error.
When the rule is valid but still does not match
Once the file is proven to be read, stop changing AllowOverride and examine the rule itself. In a per-directory file, the directory prefix is omitted from the pattern. A rule written as though it were matching the full URL path may therefore never match. Check the request path, the rule’s regular expression, its flags, and whether an earlier rule ends processing with [L]. Use a temporary non-permanent redirect while testing so that a browser does not retain an old 301 response.
Choosing main configuration or .htaccess
Apache recommends the main server or virtual-host configuration when the administrator has access to it. The two approaches differ in control, performance, security, and portability.
| Consideration | Main server or virtual-host configuration | .htaccess |
|---|---|---|
| Control | Central administrator controls the rules and can validate them with the server configuration. | Rules can be delegated to a directory’s owner within the limits set by AllowOverride and AllowOverrideList. |
| Performance | Loaded when Apache starts or reloads. | Apache checks for access files along the request path; enabling them adds request-time filesystem checks. |
| Security | One controlled configuration surface makes changes easier to audit. | Delegated users gain configuration power, so the administrator must choose permitted categories and directives carefully. |
| Portability | Requires access to the server or virtual-host configuration. | Useful on managed hosting where customers can edit a web directory but cannot edit httpd.conf. |
Apache illustrates the request-time cost with a path such as /www/htdocs/example: when access files are enabled at the root, httpd may check .htaccess files at four path levels for a request below that directory. This is an example of the checks involved, not a universal benchmark for every installation.
Best Value
Common symptoms and the correct branch to take
| Symptom | Most likely branch | Next action |
|---|---|---|
| No change at all and no log entry | File not read | Verify filename, served path, AccessFileName, and effective override settings. |
| “Directive not allowed here” or an equivalent configuration error | File read, directive forbidden | Permit the required category or named directive in the matching <Directory> block. |
| Syntax error during reload or request | File or main configuration contains malformed syntax | Use the logged line number, correct the syntax, and reload successfully. |
| Rewrite rules do nothing but other file directives work | Rewrite engine or per-directory option missing | Check RewriteEngine On, rewrite permissions, and the allowed symlink option. |
| Changes to the server configuration have no effect | Apache was not reloaded successfully, or another virtual host is serving the request | Check the reload result, then verify the request’s active virtual host and document path. |
| A redirect appears to persist after the rule was removed | Client-side caching of a permanent redirect | Test with a fresh client or temporary status while developing, then restore the intended final status. |
Minimal-permission configuration strategy
Start with the narrowest directory scope that contains the site or application needing the rule. Avoid enabling overrides at the filesystem root unless there is a specific administrative reason. Then choose between a category and a directive list:
- Use a category when several related directives are intentionally delegated, such as a group of rewrite and metadata directives covered by
FileInfo. - Use
AllowOverrideListwhen you want a precise allowlist and can enumerate every directive the file needs. - Keep unrelated categories disabled when the directory owner does not need access-control, authentication, or option-changing directives.
After changing the policy, test both a known-good directive and the intended application behavior. A broad permission that makes one rule work can also permit configuration changes you did not intend to delegate.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Managed hosting and control-panel limitations
Managed hosting, cPanel, and Plesk commonly expose .htaccess because customers generally cannot edit the global or virtual-host configuration. In those environments, you may be unable to change AllowOverride, AllowOverrideList, AccessFileName, or the symlink options yourself.
If the invalid-directive test shows that the file is never read, provide the host’s support team with the exact filesystem path, virtual host or domain, configured access-file name if known, and the relevant error-log result. Ask whether overrides are enabled for that directory and which directive categories or named directives are permitted. If the host permits the file but rejects a needed option, request the administrator’s supported equivalent rather than repeatedly adding directives that the policy forbids.
A final diagnostic sequence
- Request the failing URL and record the domain, path, and response behavior.
- Map that URL to the active virtual host and real filesystem directory.
- Verify the exact access-file name and location.
- Find the matching
<Directory>policy and check bothAllowOverrideandAllowOverrideList. - Run the temporary invalid-directive test to establish whether Apache reads the file.
- If it is read, fix the specific rejected directive or syntax reported in the error log.
- If the problem is rewriting, confirm
RewriteEngine On, the permitted symlink option, and per-directory rule matching. - Reload or restart Apache after main-configuration changes and verify that the reload succeeded.
- Retest with a fresh request and remove all diagnostic invalid text.
The decisive distinction is simple: no error from an intentionally invalid file points to filename, path, or override discovery; an error points to a file Apache did read. Once that distinction is established, the remaining fix is normally visible in the active directory policy, the rewrite prerequisites, or the error log.
