AI data centers can strain a local grid even when data centers use a modest share of electricity worldwide: the load is large, grows quickly and clusters in particular places, where power lines, substations and generation must be ready to serve it. Utilities respond by planning new capacity, setting connection and cost rules, arranging for some loads to be flexible, and coordinating storage or onsite generation. The choices affect connection timing, reliability, emissions and who pays—not just how much electricity is available overall.
How much electricity do data centers use?
Global totals and local impacts tell different parts of the story. The International Energy Agency (IEA) estimated that data centers used 415 terawatt-hours (TWh), about 1.5% of world electricity, in 2024. Its 2026 outlook estimates global data-center consumption at 485 TWh in 2025 and projects about 950 TWh in 2030. Those are global figures for data centers, not AI alone and not a forecast for any one utility.

For the United States, a separate estimate from Lawrence Berkeley National Laboratory (LBNL), published in 2024 and reported by the U.S. Department of Energy (DOE), puts data centers at 4.4% of U.S. electricity use in 2023. DOE reports 58 TWh of use in 2014 and 176 TWh in 2023; LBNL estimated a 2028 range of 325–580 TWh, or 6.7%–12% of U.S. electricity. The range reflects substantial uncertainty, so its upper end should not be treated as a settled forecast.
The IEA’s 2025 outlook had projected about 945 TWh globally in 2030. Its 2026 update uses a newer baseline and puts the 2030 estimate near 950 TWh. These are distinct dated outlooks, not evidence that one forecast measures U.S. demand or AI electricity by itself.

Why AI data centers put pressure on particular grids
Electricity demand is concentrated
A national or global annual-energy share can seem small while a single utility territory faces a very large new connection request. The IEA says nearly half of U.S. data-center capacity is concentrated in five regional clusters, and half of U.S. data centers under development are in existing large clusters. The strain is therefore often about the location of a new load relative to available substations, distribution lines, transmission and generation—not simply the total electricity used across a country.
AI demand depends on more than the number of queries
AI workloads run primarily in data centers, but their electricity needs depend on the servers and accelerators installed, how intensively they are used, cooling and other facility systems, and how quickly AI use expands. More efficient hardware or models can reduce energy per task, while rising use or more energy-intensive applications can increase total demand. The IEA’s 2026 update distinguishes simple text queries from tasks such as video generation, reasoning and agentic workloads; there is no single energy cost that applies to every AI query.
A connection needs deliverable power, not just annual supply
Connecting a facility requires studies and enough capacity in the local distribution and transmission networks, as well as generation that can reliably serve the added load. A region can have sufficient electricity over a year and still lack the wires, transformers, substation capacity or timely generation needed to deliver power to a particular site at the required time.

Those assets take time to plan and build. The IEA notes that new transmission lines can take years in advanced economies, while transformers and cables face long waits; generation equipment supply can also be constrained. It estimates that around 20% of planned data-center projects could be at risk of delay if grid risks are not addressed. That is an estimate of projects potentially at risk, not a count of projects already cancelled or delayed, and it does not mean every region has an electricity shortage.
How utilities and grid operators manage the load
Forecast demand and coordinate investment
Utilities and grid operators can use project pipelines and clearer demand forecasts to coordinate the timing of new generation, transmission, distribution upgrades, storage and customer connections. Planning matters because a data center may request a large connection well before its load reaches full size, while the actual pace of its ramp-up can be uncertain. The IEA recommends proactive management of project pipelines and coordination between developers, utilities and system operators.
Set connection terms and allocate costs
Connection rules determine what a large customer must demonstrate, when it can connect and what service it receives. Tariffs and cost-allocation rules shape how costs for new network infrastructure are assigned, including whether existing customers could bear costs associated with new demand.

On June 18, 2026, the Federal Energy Regulatory Commission (FERC) directed the six regional grid operators under its jurisdiction to justify or reform large-load tariffs. The proceedings cover more efficient application and study processes; transparent transmission costs and prevention of cost shifting; co-location and behind-the-meter generation; new services for flexible large loads; and studies for generation serving electrically proximate large loads. This action starts proceedings; it does not mean every proposed tariff change is already final.

Offer flexible connections and demand response
A flexible or non-firm connection may allow a large customer to connect on different terms in return for curtailing its load in specified conditions. This can help operators manage a constrained system, but its usefulness depends on clear limits, reliable communication and a commitment the facility can actually meet.
FERC defines demand response as changes in electricity use in response to prices or incentives, intended to reduce use during periods of high prices or reliability risk. In its 2025 demand-response assessment, FERC reported agreements between Google and Indiana Michigan Power and the Tennessee Valley Authority to reduce data-center demand by targeting machine-learning workloads. This is one reported example; it does not establish that all workloads or data centers can shift easily.

Use batteries and onsite generation where they help
Storage and onsite generation can support operations or provide flexibility, depending on how they are configured and operated. Their grid value depends on factors such as dispatch rights, operating limits, reliability obligations, emissions and whether the assets can export power. Backup equipment intended only for emergencies should not be assumed to function as a routine grid resource.
Consider location as part of the grid solution
Siting projects where power and network capacity are more available can reduce the need to add load to an already constrained area. That does not eliminate the need for connection studies or investment, but it makes grid capacity a practical site-selection factor rather than a problem to address only after a project is chosen.
Will data centers raise electricity bills?
There is no inevitable bill outcome. The IEA says the effect depends on local market conditions: in a tight supply-and-demand system, serving new load may require investment that could raise prices; where supply is in excess, added demand may improve asset utilization and potentially lower prices. The result for existing customers depends in part on tariff design and how investment costs are allocated.

One complication is that a connection can be sized for a facility’s eventual demand before that demand arrives. If the load ramps more slowly or ends up smaller than expected, infrastructure may have been built ahead of realized use. That makes realistic forecasts, project milestones and transparent rules about who pays important to both affordability and planning.
To assess a proposal, ask who funds grid and generation upgrades, what connection timing and reliability are promised, whether the customer has enforceable flexibility commitments, how supply and backup power affect emissions, and how costs or constraints affect existing customers and other planned loads.
What supplies the electricity?
There is no single technology implied by the growth in data-center demand. The IEA’s 2025 global outlook projected renewables would meet about half of demand growth, with storage and the wider electricity system supporting them; natural gas and nuclear also contribute. The mix depends on the grid and region supplying a facility.

The electricity consumed at a site still comes through the local power system, whose available generation mix and network conditions matter. Assessing a supply claim therefore requires distinguishing annual contractual procurement from the power available to serve the facility when it operates.
What the grid debate comes down to
Data-center growth is a planning challenge where demand is concentrated faster than local infrastructure can be delivered. The practical response is a portfolio: forecast and build where needed, make connection and cost rules clear, use flexibility when it is dependable, and account for the limits and impacts of onsite assets. Whether the outcome is timely service, reliable power and fair costs depends on those local choices—not on a single global percentage.
