AI agents misread web pages when the information they receive does not make the intended control and its purpose clear. A screenshot-based agent works from pixels and screen coordinates; a browser agent may also inspect page structure and accessibility semantics. Better results come from making those signals agree, choosing tools that expose the context a task needs, and checking the page after each action.
What an AI agent can see on a web page
An agent does not necessarily perceive a page the way a person does. Its view depends on the browser or computer-use tools it has been given.

| Representation | What it can provide | What it may leave unclear |
|---|---|---|
| Screenshot | Rendered appearance, spatial relationships, visual grouping, and page layout. | The purpose, role, or current state of a control may be difficult to infer from appearance alone. |
| DOM or accessibility information | Structured page elements and, when exposed, roles, names, labels, and states. | Visual grouping, spatial relationships, or content not represented in the structure may be missing. |
| Both together | Structural cues can be checked against rendered appearance. | Combining signals does not guarantee correct interpretation; the agent still has to map them to the requested action. |
Anthropic documents a browser-use tool that works with page structure and screenshots, while OpenAI describes computer use as an iterative perception, reasoning, and action process. These are examples of tool approaches, not a universal ranking of which approach works best for every task: Anthropic’s browser use tool and OpenAI’s computer-using agent.
Why agents misread controls
Grounding the request in the interface is ambiguous
Visual grounding is the step of connecting an instruction—such as “open the account settings”—to a specific element or screen coordinate. Microsoft Research describes GUI grounding as translating instructions into screen coordinates; Google Research describes identifying an interface element from a screenshot and a natural-language expression. If several controls look alike, a label is vague, or the relationship between a control and nearby content is unclear, the mapping becomes harder. See Microsoft Research’s Phi-Ground overview and Google Research’s Visual Grounding for User Interfaces.

Visual and structural cues can disagree
A control may appear grouped with one section but be exposed structurally in a way that suggests another, or its accessible name may not describe what its visible label says. When the visual presentation and machine-readable meaning conflict, the agent has less reliable evidence to identify the intended target.
Moving layouts make observations stale
If a button shifts position between the agent’s screenshot and its next action, a coordinate chosen from the earlier view may no longer point to that button. Web.dev warns that constantly shifting layouts can confuse screenshot-taking agents. Stable placement reduces this avoidable source of uncertainty.

How website authors can make pages easier to interpret
- Use clear, visible labels. Name controls for the action they perform rather than relying on vague text or appearance.
- Associate form labels with their fields. A visible label should identify the input it belongs to, not merely sit nearby without a programmatic relationship.
- Expose semantic names, roles, and states. Interactive elements should communicate what they are, what they do, and—where relevant—whether they are selected, expanded, or disabled. Web.dev explains that the browser accessibility tree distills important roles, names, and states for agents as well as assistive technologies: Build agent-friendly websites.
- Keep important controls in predictable places. Avoid unnecessary layout shifts that move targets between observations.
- Make visual grouping match semantic grouping. Controls that look like part of a section should also be organized consistently in the page structure. This is a practical way to let an agent cross-check visual and structural signals.
How agent builders can improve visual context
Choose a representation suited to the task
Use browser-structure tools when meaningful page elements and semantics are available. Use screenshots when layout, spatial relationships, or rendered content matter and are not adequately represented structurally. If both signals are available, compare the element’s role and name with its visual position and surrounding content before acting.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesObserve, act, and verify
- Observe: Inspect the current page using the structural or visual signals available to the agent.
- Ground: Match the user’s request to a specific control, checking its label, role, nearby content, and visual placement where possible.
- Act: Use the appropriate interaction method for the chosen target.
- Observe again: Inspect the resulting page state and confirm that the expected change occurred before continuing.
This loop helps catch an incorrect click, a missed submission, or a page transition that did not happen instead of letting an early mistake carry into later steps. OpenAI describes computer use as an iterative perception, reasoning, and action process: Computer-Using Agent.

How to evaluate whether an agent can handle a page
Do not treat success on a clean demo or a single benchmark as proof that an agent will reliably navigate varied interfaces. Microsoft Research’s UI-E2I-Synth article notes that existing UI-grounding tests can overestimate visual-language-model performance and describes a benchmark spanning web pages, Windows applications, and Android interfaces: UI-E2I-Synth.
When comparing agent approaches, consider the signals available, whether semantic details such as roles and states are exposed, how much visual context the agent receives, whether it can verify actions, and whether testing covers varied interfaces. Available evidence does not establish a universal quantitative winner or show which design change improves every agent the most.
