A smart plug can restore electricity after an outage without restarting the appliance connected to it. The usual reason is the plug’s power-loss recovery rule: it may restore the outlet’s previous state, and that state may have been off. Other models force the outlet on, force it off, or use a configurable recovery mode. The appliance then makes a separate decision about whether to resume its own operation. Check both settings before assuming the plug is defective.
What a power cycle actually requires
A power cycle creates two separate recovery questions. First, does the smart plug energize its outlet when mains power returns? Second, does the appliance recognize the restored power and resume operating? A “yes” to the first question does not guarantee a “yes” to the second.

Smart plugs do not share one universal recovery standard. Manufacturers use labels such as Power loss recovery, Restore on power loss, Default state, Status after power failure, or Power-off memory. The setting can be in the plug’s mobile app, a hub interface, an advanced-parameters page, or nowhere at all on models that do not support it.
Before changing anything, identify the exact plug model and hardware revision. A similarly named model from the same manufacturer can have different firmware, electrical ratings, or recovery controls.

Why “restore previous state” can leave the outlet off
In a previous-state mode, the plug records whether its relay was on or off before the interruption. If the relay was off, the plug deliberately comes back off. Roku Support describes this behavior directly: a device configured to maintain its last power state remains off after power is restored if it was off before the outage.
This mode is useful when an unexpected outage should not restart equipment automatically. It is also the most common source of confusion for someone who expects every connected appliance to start as soon as electricity returns. A plug that shows an off status in its app is following its recovery rule, not necessarily failing.
Other products let you choose a fixed result. Zooz’s ZEN04, for example, documents three choices under its power-failure parameter: restore the previous state, force the outlet off, or force it on. The documented default is previous state. A fixed-on choice is the one that normally energizes the outlet after restoration, provided the model supports it and the appliance is suitable for automatic restart.
Why the appliance may still remain off
The plug controls only the supply of electricity. The appliance controls its own startup logic, stored program, and safety state. Some equipment resumes when power returns; some stays idle until its physical power button is pressed; some loses a cycle when its internal memory is cleared.
A Tuya support explanation notes that automatic return to a prior operating state depends on the device having the relevant memory function and that this behavior is determined by the manufacturer. That means there is no reliable rule for every lamp, fan, heater, kitchen appliance, or electronic device. Consult the appliance’s manual for terms such as auto restart, resume after power failure, or power recovery.

Test the two stages independently. With the appliance disconnected, verify whether the smart plug’s indicator or app reports the outlet on after a controlled interruption. Then reconnect the appliance and check whether its own controls show a resumed, standby, or off state. This separates a relay-setting problem from appliance-specific behavior.
Documented differences between smart plugs
These examples show why advice for one plug cannot be transferred automatically to another.
| Product or catalog entry | Documented recovery behavior | What it demonstrates |
|---|---|---|
| Zooz ZEN04 Smart Plug | Previous state, forced off, or forced on; previous state is the default. | A configurable recovery rule can be selected in advanced settings. |
| Roku smart-home devices | Some devices expose Power loss recovery. Unsupported devices do not show the setting. Last-state mode leaves a previously off device off. | The feature is model-specific, even within one product family. |
| D-Link smart plug | Returns to its last known state, according to its support FAQ. | Last-state recovery can be a manufacturer-defined behavior rather than a user option. |
| Xiaomi Mi Smart Plug (WiFi) | Does not remember its prior state by default after a power failure, according to its FAQ. | Defaults differ; do not assume previous-state restoration. |
| Z-Wave Alliance 700 Series Smart Plug catalog entry | Prior state, forced off, or forced on; prior state is the default. | The same three recovery choices appear in another product catalog. |
| Aqara Smart Plug | Its FAQ describes an app option called power off memory. | Memory may be an optional app setting rather than a fixed behavior. |
The table lists documented examples, not a compatibility standard. Menu names, defaults, and available choices can change with firmware, region, or a replacement model.
Step-by-step troubleshooting
1. Check whether the plug outlet is actually on
Look at the physical indicator and the app or hub status. If the status is off, open the recovery setting and select a forced-on or turn-on-after-restoration option if the exact model provides one. Zooz labels its control On/Off Status After Power Failure; Roku uses Power loss recovery. Save the setting and perform a controlled test.
If the app reports on but the appliance has no power, do not change automations yet. Continue with the physical power checks below.

2. Confirm that this exact model supports recovery control
Some plugs simply have no user-adjustable recovery option. Roku states that unsupported devices do not display the setting. The absence of a menu is therefore not proof that the app is broken. Check the model number, hardware revision, manual, and current firmware documentation rather than copying instructions for a different plug.

Disconnect the appliance and plug the smart plug directly into a known-good wall outlet. Roku’s troubleshooting guidance recommends trying another outlet, bypassing extension equipment, resetting a tripped GFCI receptacle, and checking the circuit breaker. A tripped protective device or dead receptacle can look exactly like a failed recovery setting.
After restoring the circuit, check whether the smart plug’s indicator changes and whether its app reports an energized outlet. If the plug remains dark, solve the supply problem before investigating Wi-Fi or appliance settings.
4. Restore connectivity when the outlet has power but the app does not
A relay can be on even when cloud or local control is unavailable. Confirm that the plug is on the expected Wi-Fi network, refresh its device status, and install any firmware update offered for that exact model. A temporary offline status does not prove that the plug failed to restore power.
5. Review schedules and automations
An automation can turn the outlet off moments after it comes back on. Inspect schedules, scenes, geofencing rules, and hub routines for actions triggered by startup, network reconnection, or a time of day. Temporarily disable nonessential routines, restore power, and observe the plug’s state before re-enabling them one at a time.

6. Check the appliance’s own recovery instructions
If the outlet is energized but the appliance remains idle, read the appliance manual for its power-failure behavior. The plug cannot force a device to resume a previous cycle when that device lacks an internal memory or auto-restart function. A complete loss of power can also reset an appliance to standby even though the smart plug is operating normally.
Use the appliance’s physical control to verify that it can start while the plug is on. If it starts manually but not after an outage, the appliance’s recovery policy—not the plug’s relay—is the next issue to investigate.
7. Verify electrical compatibility before changing settings or hardware
Compare the appliance’s voltage, current, and total load with the exact plug specifications. The Xiaomi Mi Smart Plug (WiFi) FAQ cited for this topic lists a maximum load of 3680 W, 220–240 V AC, and 16 A for that model and market. Those figures apply only to that product and region; they must not be transferred to another plug.
If the appliance’s requirements are not clearly within the plug’s ratings, stop testing and obtain the manufacturer’s electrical guidance. Recovery behavior is irrelevant if the hardware is not rated for the connected load.

How to choose a plug that will recover the way you want
Write down the desired result before shopping or replacing a unit. “Always on after an outage,” “return to the previous state,” and “remain off for safety” are different requirements.

- Check the choices: Look for forced on, forced off, and previous-state modes. If only one behavior is documented, treat it as fixed.
- Check the default: A plug that supports forced on may still ship with previous state selected.
- Locate the control: Determine whether the option is available in the app, through a hub, or only through an advanced parameter interface.
- Match the ratings: Verify voltage, current, and load for the plug’s exact regional model.
- Check appliance restart behavior: Confirm that the connected appliance itself supports resuming after power is restored.
A documented recovery mode is more important than a brand label. Product families can contain models with different firmware and different menus, so retain the manual for the precise unit you install.
Common situations and what they mean
The plug was off before the outage
In previous-state mode, returning off is expected. Select a forced-on mode only if the model offers it and automatic appliance startup is appropriate.
The plug was on, but it returned off
Check whether the product’s default is actually previous state, whether the setting was reset during an update, and whether an automation issued an off command after reconnection. Verify the app’s reported state against the physical indicator.
The plug shows on, but the appliance is dark
Test the outlet with another suitable load, then consult the appliance manual. The appliance may require its own power button, may not retain a cycle, or may have entered a standby state after complete power loss.
The setting cannot be found
Check the exact model and firmware. Some devices do not support recovery configuration at all, and some expose it only through a hub or advanced settings page. Instructions for another model are not evidence that the control exists on yours.
What the available documentation does—and does not—establish
Manufacturer support pages and product documentation establish that recovery behavior varies among smart plugs. They do not provide a universal percentage for how often plugs fail to restart, nor do they define one restart behavior for every appliance category. Treat claims about a particular model, firmware version, country, or load as specific rather than universal.
Roku’s support page was last updated August 20, 2026, and its labels may change in later app releases. Before relying on automatic restart for an unattended device, recheck the current manual and perform a controlled outage test with the actual plug and appliance.
The reliable diagnosis is therefore sequential: establish the outlet state, establish the plug’s recovery rule, verify the power path and connectivity, review automations, and finally confirm the appliance’s own restart capability. Only after all five are known can you tell whether the appliance failed to restart because of a setting, a circuit problem, or intentional appliance behavior.
