A powered-off phone cannot ring from its speaker. But the person calling it may still hear ringback while the carrier routes the call to voicemail or another number. That sound does not prove the handset is on. What happens depends on the carrier, plan and call-forwarding settings.
Why a caller may hear ringing when your phone is off
There are two different things people mean by “ringing”: the ringtone produced by the recipient’s handset, and the ringback sound heard by the caller. A switched-off handset cannot produce its ringtone. The carrier can still process the incoming call and return ringback to the caller before sending it to voicemail or a forwarding destination.

Carrier support documentation describes calls being routed when a phone is off or unreachable, but it does not establish one universal ringback sound or timing. The caller’s experience varies by carrier and call-routing setup. SaskTel documents forwarding for a turned-off or unreachable phone; Google explains that conditional forwarding depends on carrier settings.

Which call-forwarding setting may be involved?
| Setting | What it does | What to check |
|---|---|---|
| Immediate forwarding | Routes incoming calls to a designated number instead of the original device. | Whether it is enabled and whether the destination number is correct. Verizon documents this behavior. |
| Conditional forwarding | Routes a call when a specified condition applies, such as busy, no answer or unreachable. The destination may be carrier voicemail. | Which conditions are active, the destination, the delay and whether the plan supports the feature. |
| Carrier voicemail | Receives calls that the carrier routes to voicemail, including in some configurations when a phone is off or unreachable. | Whether voicemail is active and how forwarding interacts with it. AT&T says call forwarding overrides its wireless voicemail. |
Verizon distinguishes immediate forwarding from conditional forwarding. Google calls conditional call forwarding “No answer/busy transfer” and notes that carrier commands differ; some reseller plans may not support it.

When does conditional forwarding start?
Conditional forwarding applies only when one of its configured conditions occurs. Common conditions are a busy line, no answer or an unreachable phone. SaskTel explicitly includes a phone that is turned off among its no-answer forwarding cases. That is a provider-specific description, not a guarantee about every carrier.
Timing is also provider-specific. Verizon gives an unanswered-call interval of three to six rings on its support page. SaskTel describes a five-ring default example and says a different interval can be configured. These are examples from those providers, not universal mobile-network defaults. Verizon’s forwarding details and SaskTel’s wireless forwarding guidance explain their respective settings.

How to troubleshoot what callers hear
- Ask what the caller heard. Distinguish ordinary ringback from a voicemail greeting, busy signal or network recording. Ringback alone does not reveal whether your handset was powered on.
- Check immediate forwarding. Look for a setting that sends all calls to another number rather than the phone. Verify that the destination is intentional. Verizon’s instructions describe the behavior, but available controls can vary by device and carrier: Verizon Call Forwarding support.
- Check conditional forwarding and voicemail. Review what happens when the line is busy, unanswered or unreachable, and confirm the destination and delay. Google notes that carrier voicemail may be the destination for conditional forwarding: Google Voice forwarding guidance.
- Use your carrier’s instructions for codes or settings. Do not assume a star code from another carrier will work. Google advises customers to ask their mobile carrier for accurate commands and warns that some reseller plans may not support conditional forwarding.
- Contact the carrier if the behavior remains unclear. Ask specifically how it routes calls when the device is switched off or outside coverage, and whether voicemail, forwarding or plan limitations affect the result. AT&T also recommends checking forwarding and wireless connection when troubleshooting voicemail: AT&T wireless voicemail troubleshooting.
What to know about voicemail and charges
Forwarding and voicemail can interact differently across providers. AT&T says call forwarding overrides its wireless voicemail; forwarded calls may also incur long-distance or roaming charges. Check your carrier’s terms before forwarding to another number. AT&T’s voicemail troubleshooting also notes that a wireless connection is needed to receive calls, access voicemail, download Visual Voicemail messages and get voicemail alerts.

For example, Google’s examples for AT&T and Verizon are instructions for routing calls to Google Voice voicemail, not generic commands for every “off but ringing” situation. Ask your own carrier which features your line supports and how to configure them. Google’s instructions explain the carrier variation.
