There is no universal rule that a solar-panel owner is automatically responsible whenever a neighbour experiences glare. The answer depends on where the properties are, what kind of installation is involved, and which planning route applies. Planning controls may require glare to be considered; that is separate from deciding whether anyone is legally liable in a private dispute.
First separate planning responsibility from private liability
A planning authority can consider potential glare when assessing certain solar developments or applications. That does not, by itself, determine whether an owner owes a neighbour compensation or is liable under a separate legal claim. The UK planning sources discussed here do not establish a universal civil-liability rule.

The distinction matters: an installation’s planning status and compliance are questions for the relevant planning process, while a private dispute depends on the applicable law and the facts of the case. These UK sources do not settle an individual dispute or establish rules for other countries.
Why the answer depends on the installation and location
Start by identifying the country and local authority, then establish whether the panels are on a home, another building, or a standalone solar site. Domestic rooftop systems, non-domestic installations, and nationally significant projects may follow different planning routes.

In England, the Town and Country Planning (General Permitted Development) (England) Order 2015 includes prior-approval provisions for specified solar development that allow consideration of “the impact of glare on occupiers of neighbouring land.” The provision applies only to its specified route and conditions; it is not a blanket rule for every rooftop installation or a finding of private liability. Read the England permitted-development order.
Welsh guidance offers a distinct example: qualifying non-domestic solar installations must, so far as practicable, be sited to minimise glint or glare and meet the relevant development limits. Whether those provisions apply depends on the installation and current rules. See Welsh permitted-development guidance.

What a glare assessment considers
Solar panels are designed to absorb sunlight, but reflections can occur at certain angles. UK draft energy-infrastructure policy distinguishes glint—a momentary flash from direct reflection—from glare, a continuous source of excessive brightness experienced by someone in the reflected sunlight’s path. The policy says applicants should identify nearby receptors, including homes, and decide whether assessment is needed. Because EN-3 is draft policy, it should not be described as a final binding rule. Read the draft EN-3 policy material.

Where a quantitative assessment is warranted, the draft policy identifies factors including whether reflection is geometrically possible, its angle, duration and intensity, and the resulting impact or impairment. Technical advice for nationally significant solar projects likewise describes mapping potentially sensitive receptors and using modelling or predictive methods where glare potential is identified. Inputs can include panel height, direction, type and location, the extent of the installation, and the location and identity of receptors. Read Planning Inspectorate technical advice.
What a neighbour can do
- Record what is happening. Note dates and times, where the reflection appears, how long it lasts, and which rooms or outdoor areas are affected. This is practical documentation, not a stated legal requirement.
- Identify the installation and authority. Establish the property’s country and local planning authority, and whether the panels are domestic rooftop, non-domestic, or part of a standalone development.
- Check the planning route and decision documents. Ask the local planning authority about any planning permission, prior approval, or applicable permitted-development conditions. The relevant documents can clarify what route was used and whether glare was considered.
- Ask about a site-specific assessment if needed. Relevant information may include receptor locations, panel position and direction, panel type, reflection geometry, timing and duration, intensity, and possible mitigation. For technical advice, choose a qualified professional familiar with local planning rules.
The sources describe planning controls and assessment methods, but do not establish one complaint process that applies everywhere. A planning authority’s role should not be confused with resolving every private neighbour dispute.

What cannot be concluded from glare alone
- That the panel owner is automatically legally liable.
- That the installer, manufacturer, neighbour, or council is responsible.
- That a planning permission or permitted-development route settles a separate private claim.
- That England’s prior-approval provision applies to every solar system, or that examples from England and Wales determine the rules elsewhere.
Those conclusions require the relevant jurisdiction, installation details, planning documents, and case-specific legal advice. Confirm current rules with the local planning authority before relying on a planning route.
