Eligibility depends on the work: individuals and organizations may qualify for defensive work, while Red Team Access is currently limited to organizations and Specialized Access is reserved for a limited set of organizations testing safety-critical systems.
Which CVP tier fits your work?
Anthropic describes three access tiers. The key distinction is whether the work is defensive, authorized adversarial testing, or testing systems where failure could affect lives or disrupt markets.

| Tier | Who may qualify | Work covered | Review and limits |
|---|---|---|---|
| Defense Access | Security teams at companies, nonprofits, universities, and government bodies defending systems they own or maintain; critical-infrastructure operators; smaller security firms; open-source maintainers; and individual researchers with a record of reported vulnerabilities. | Security operations, incident response, malware reverse engineering, and vulnerability analysis or validation. | Anthropic aims to respond within a few days. Applicants are verified and asked for evidence of relevant security controls. |
| Red Team Access | Organizations, including in-house and government red teams and security or penetration-testing firms. Individuals are not currently eligible. | Defense Access work plus authorized penetration testing and red teaming, including work on authorized IT systems in critical industries. | Testing must be authorized. Review may take a few weeks; qualifying organizations receive Defense Access while it is pending. Some high-risk actions remain blocked. |
| Specialized Access | A limited set of verified organizations authorized to test systems where failure could affect lives or disrupt markets. | Testing safety systems such as flight operating systems, power grids, telecom networks, interbank transfer infrastructure, and government administrative networks. | Anthropic says it reviews each organization in depth with the US government. No review-time estimate is published. |
Who can apply for Defense Access?
Defense Access is the broadest described route. Anthropic says it expects many organizations doing defensive cybersecurity to qualify, including teams protecting systems they own or maintain and critical-infrastructure operators of any size. The examples also include smaller security firms, open-source maintainers, and individual researchers with a track record of reporting vulnerabilities.
Typical covered work includes responding to incidents, analyzing malware, and validating vulnerabilities. Eligibility is not limited to large companies, but an applicant still has to be verified and show the controls required for the requested tier.

Can an individual get Red Team Access?
No. Anthropic says Red Team Access is currently for organizations only; individual researchers are not eligible for this tier. Organizations may seek it for authorized penetration testing and red teaming, but authorization applies to the systems being tested—not simply to the applicant’s general security role.
Reduced safeguards do not remove all restrictions. Anthropic says real-time blocks remain for activity that could cause physical harm or mass disruption, including ransomware deployment and damage to physical systems. Penetration testing of high-risk safety systems is also outside ordinary Red Team Access and belongs to the narrowly reviewed Specialized Access tier.
What qualifies an organization for Specialized Access?
Specialized Access is intended for a limited set of organizations that are authorized to test safety systems whose failure could affect lives or disrupt markets. Anthropic’s examples include flight systems, electricity grids, telecommunications networks, interbank transfers, and government administrative systems.
This tier receives an in-depth review conducted in collaboration with the US government. Anthropic has not published a specific expected decision time or a complete public checklist for this review.
What does applying and verification involve?
Submitting an application is not automatic enrollment. Anthropic says it verifies every applicant and requests proof of the security controls relevant to the requested tier. Its October 6, 2026 announcement does not provide an exhaustive list of required documents or controls, so applicants should use the current application instructions rather than assume a universal checklist.
- Defense Access: Anthropic aims to respond within a few days.
- Red Team Access: review may take a few weeks; qualifying organizations receive Defense Access during review.
- Specialized Access: an in-depth organizational review is described, but no timeline is stated.
These timeframes are estimates in Anthropic’s announcement, not guaranteed service levels or promises of approval.

Where is CVP available, and which models are included?
Anthropic lists the Claude Platform, Google Cloud Vertex AI, and Microsoft Foundry as CVP platforms. Amazon Bedrock access is limited to customers eligible for Enterprise Frontier Safeguards.

Anthropic says each tier includes access to its most capable models, naming Claude Opus 5.5, Claude Sonnet 5.5, Claude Mythos 5.1, and future models. Existing CVP members retain their settings for models previously available to them and are automatically evaluated for the newly named models under the updated program. Administrators must assign model access to specific workspaces. Claude Mythos 5.1 is also described as available to vetted cyberdefenders through trusted access programs.
Existing Project Glasswing members transition to Specialized Access and, according to Anthropic, do not need reapproval for current models.

What data-retention rules apply?
Anthropic says CVP enrollment requires data retention to be enabled so it can monitor for cyber misuse. Its October 6, 2026 announcement describes two qualifications: eligible organizations will be able to store data in cloud infrastructure they control through Enterprise Frontier Safeguards (EFS), which Anthropic planned for later in fall 2026; and organizations with zero data retention for Claude Fable 5.1 or Claude Mythos 5.1 can also use CVP with zero data retention until EFS becomes available. Because this is an operational condition that can change, check the current application and Help Center documentation before applying.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does Anthropic say about safeguards and results?
The program provides reduced blocking safeguards for qualifying security work, not unrestricted model use. Anthropic’s published CyScenarioBench results illustrate the distinction: in its 2026 evaluation, Claude Opus 5.5 had 46 of 50 trials blocked at some point in Defense Access, while four succeeded. In Red Team Access, it completed 34 of 50 tasks with no blocks; Anthropic characterized that as effectively equivalent to the model’s 67.6% success rate with no safeguards applied. Without CVP access, all 50 trials were blocked on the first prompt in the same evaluation setup. These are Anthropic-reported results from that benchmark, not a general guarantee about outcomes in other tasks.

It said more than 33,000 findings were rated critical or high severity. Anthropic described these figures as a lower bound based on partial data from 33 partner reports and its open-source partnerships, and estimated the true impact could be at least five times higher; that multiplier is the company’s estimate.

What is not publicly specified?
Anthropic has not published a complete document checklist, a country-by-country eligibility matrix, every edge case for individual applicants, or a timeline for Specialized Access decisions. The examples in its announcement describe possible qualifying applicants and uses; they do not guarantee that a particular applicant will be accepted. The current application and Help Center details are the controlling sources for an individual case.
